certsrv.exe is the server engine used by Windows Certificate Services, including Active Directory Certificate Services (AD CS). It normally runs on Windows Server machines configured as certification authorities, not on an ordinary gaming PC. A genuine copy should be in the Windows installation, carry a valid Microsoft signature, and match the server’s build. The filename alone is not proof of safety: verify the path, signer, hash or version, parent service, certificate stores, and Event Viewer message before changing anything. Do not delete the file as a first response.
What is certsrv.exe?
CertSrv.exe is the executable behind the Certificate Authority service. When the Active Directory Certificate Services role is installed, the CertSvc Windows service uses this engine to issue, renew, revoke, and publish certificates according to the authority’s configuration. On a server that is not providing certificate-authority functions, the process should not normally be active.

Why is certsrv.exe running?
It is running because the CertSvc service has started, usually on a server hosting an enterprise or standalone certification authority. The service may start automatically at boot, start when a dependent component requests it, or be launched while an administrator is managing the CA. Its presence is expected only when the server has a Certificate Services role or CA configuration.
On a Windows client that has never hosted a CA, an active process with this name deserves investigation. First confirm the file location and service association rather than assuming that the process name identifies a Microsoft binary.
Is certsrv.exe safe?
A copy is credible only when several independent checks agree. A filename can be copied by malware, and even a valid signature does not prove that the running process is the intended instance or that the server’s PKI configuration is trustworthy.
1. Confirm the path from Task Manager
- Press Ctrl+Shift+Esc to open Task Manager and select the Details tab.
- Right-click
certsrv.exeand choose Open file location. Check that it is under the configured Windows directory, normally the System32 area for a Windows component. The exact drive and directory can differ on a customized installation or between 32-bit and 64-bit components, so do not rely on a hard-coded path. - Treat a copy in a user profile, a temporary folder, a downloads directory, or an unrelated application’s folder as suspicious until it has been scanned and investigated.
2. Check the publisher and signature
Right-click the file, choose Properties, and inspect Digital Signatures. The signer should identify Microsoft and Windows should report that the signature is valid. Windows can validate embedded or catalog signatures, and Microsoft notes that signature validation has security limitations; a green status is evidence, not a complete safety verdict.
3. Compare version and hash
On the Details tab, record the file version and compare it with the server’s installed Windows build and a trusted enterprise baseline. You can calculate a local hash with an approved administrative tool and compare it with a known-good image from the same build. A hash published for one Microsoft-signed System32 sample is build-specific, not a universal value for every Windows release.
4. Verify the service and logs
Open services.msc and locate Active Directory Certificate Services or Certificate Services. The process should correspond to that service and to an installed CA role. In Event Viewer, inspect Applications and Services Logs and the System log around the process start or failure. Unexpected service names, a missing CA role, or errors unrelated to certificates are reasons to involve your security team and run your normal malware-response process.

What should I record before trying a fix?
Capture the exact symptom first. A startup failure caused by a missing CA certificate needs a different repair from a disabled service or an impostor executable.

How do I check Certificate Services and certificate stores?
Start with inspection in the same security context that the service uses. Windows separates the Current User, Local Computer, and service-account certificate stores. A certificate visible in an administrator’s profile is not automatically available to the local computer or to the account running AD CS.
- Run
services.mscas an administrator. Open the Certificate Services entry and note its startup type, service account, dependencies, and current state. - Open the Certificates MMC snap-in by running
mmc.exe, selecting File > Add/Remove Snap-in, choosing Certificates, and adding Computer account for the local computer. Add My user account separately when you need to compare scopes. - Inspect Certificates (Local Computer) > Personal > Certificates. Confirm that the CA certificate is present and that its intended private key is available. A certificate without its private key cannot perform operations that require signing.
- Where a service account is involved, inspect the store available to that account rather than assuming the administrator’s store is sufficient. PowerShell’s certificate provider can enumerate stores, but run it with the permissions required to view the relevant private-key metadata.
Do not move a CA certificate between stores casually. Importing the wrong certificate, or importing it without the matching private key, can create a second problem while leaving the original linkage broken.

How do I fix a missing CA certificate or private-key link?
This is the documented branch when Certificate Services will not start because a CA certificate was removed from the local computer’s Personal store. Microsoft warns that the service will not start if any certificate required by the CA has been removed from that store.
1. Read the CA thumbprints in the configuration
Open Registry Editor as an administrator and navigate to:
HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServicesCertSvcConfiguration<CA name>
Record the value named CaCertHash (and any related CA certificate hash values shown for the authority). The <CA name> portion is the configured authority name, not a literal string. Export the relevant key before making changes so you have a record of the original configuration. Registry editing is high impact; do not alter unrelated values.
2. Locate the matching certificate
In the Certificates MMC snap-in, open Certificates (Local Computer) > Personal > Certificates. Match the thumbprint to the value recorded from the CA configuration. Check the validity period, issuer, subject, and whether Windows shows that a private key is associated with the certificate.

3. Import a backed-up certificate when it is missing
If the certificate exists in an approved CA backup, import it into the local computer’s Personal store using the Certificates snap-in. Preserve the private key during the import when the backup contains one, and protect any password or backup media according to your PKI procedures. Do not substitute a similarly named certificate or a certificate from a different CA.
4. Reconnect the private key with certutil
After the correct certificate is present, open an elevated Command Prompt and run:
certutil -repairstore my <thumbprint>
Replace <thumbprint> with the CA certificate thumbprint, removing spaces if the command parser requires it. The my store refers to the local computer’s Personal store in this administrative context. The command attempts to associate the certificate with its existing private key; it does not recreate a key that has been permanently lost.
5. Verify the CA keys
Run:
certutil -verifykeys
Review the output for errors before starting the service. If verification succeeds, start Certificate Services from services.msc or with an approved service-management procedure, then check the event logs and issue a test certificate only within your normal change controls.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat if certsrv.exe fails with error 1058 after an upgrade?
Microsoft documents a specific Windows Server 2016 in-place-upgrade case in which AD CS reports ERROR_SERVICE_DISABLED (1058), with the message that the service cannot be started because it is disabled or has not enabled associated devices. In that narrowly defined scenario, the documented workaround is to restart the computer so the service starts automatically after the upgrade.
Confirm that your event text and upgrade history match this case before rebooting. Error 1058 can also arise from an intentionally disabled service or a different configuration problem; a restart is not a universal repair. If the service remains disabled, review its startup type, Group Policy, dependencies, and the new event entries rather than repeatedly rebooting.
How do certificate-store scopes cause startup errors?
Certificates are stored in separate scopes. The current-user store belongs to one profile, the local-computer store belongs to the machine, and a service account can have its own profile and permissions. AD CS normally needs the CA certificate and private key in the location and security context expected by the service.

This explains a common misleading symptom: an administrator opens a personal certificate manager, sees a certificate with the right subject, and concludes that the CA has everything it needs. The service may still fail because that certificate is in the wrong store, lacks its private key, or is inaccessible to the service account. Always verify the local-computer Personal store and the key association before changing the CA configuration.
What should I do if the file itself looks suspicious?
Do not delete or replace a questionable executable while the server is providing authentication or certificate services. Record the path, hash, signature status, parent service, command line, and timestamps. Isolate the machine according to your organization’s incident plan if malware is suspected, preserve logs, and have your security team scan the file and host with approved tools.
A genuine Microsoft signature does not establish that the server’s CA is correctly configured, and an unsigned copy outside the Windows directory should not be “fixed” by downloading a replacement executable from an arbitrary website. Restore system files only from trusted Windows media or an approved image after the incident and PKI owners agree on the procedure.
Can I disable or delete certsrv.exe?
You should not delete certsrv.exe. It is a Windows Certificate Services component, and removing it can damage the role and prevent certificate operations. If the server no longer hosts a CA, first confirm that no domain, VPN, Wi-Fi, smart-card, code-signing, or application certificates depend on it and obtain approval from the PKI owner.
When a CA is genuinely being retired, decommission the Certificate Services role through a documented PKI change plan, revoke or replace certificates as required, preserve the CA database and private-key backups, and update clients and enrollment policies. Simply setting the service to Disabled hides the symptom while leaving dependencies and trust relationships unresolved.
When does a CA need to be replaced?
If the required CA certificate cannot be found or reinstalled, and certutil -repairstore cannot reconnect a private key because the key is gone, Microsoft treats CA replacement as the escalation point. This is not a normal file-repair task.
- Stop making destructive registry or certificate changes and preserve available backups.
- Identify whether the affected authority is an issuing CA or a root CA; replacing a root can require rebuilding the PKI hierarchy and re-establishing trust.
- Involve the PKI owner, domain administrators, and application owners before revoking or replacing anything.
- Document the old authority, certificates issued by it, enrollment policies, and recovery material.
- Plan client migration, certificate reissuance, and trust-store updates before bringing a replacement authority online.
Because replacement can affect every dependent system, treat it as an architectural recovery project rather than an executable download or a quick registry edit.

Which repair approach fits the symptom?
| Observed symptom | Evidence to collect | First action | Risk and scope |
|---|---|---|---|
| Copy is outside the Windows directory or has an invalid signer | Path, signature, hash, parent process, security alerts | Preserve evidence and follow malware incident procedures | Potentially affects the whole host; do not delete blindly. |
| CertSvc will not start and a CA certificate is missing | CaCertHash, local-computer Personal store, private-key status |
Restore the matching certificate, run certutil -repairstore, then certutil -verifykeys |
Changes one CA’s certificate/key association; backups are essential. |
| Error 1058 immediately after a Windows Server 2016 in-place upgrade | Upgrade history and exact Event Viewer text | Use the documented restart workaround for that specific case | Limited to the documented post-upgrade scenario; not a general 1058 fix. |
| Certificate appears in an administrator profile but the service still fails | Store scope, service account, private-key permissions | Inspect Local Computer and service-account stores | Moving or re-permissioning keys can affect enrollment and signing. |
| Certificate and private key are unrecoverable | Backup inventory, key recovery results, CA role (root or issuing) | Escalate to CA replacement planning | May require rebuilding trust across the PKI hierarchy. |

Frequently asked questions
What does the certsrv -z option do?
It starts CertSrv in a diagnostic, stand-alone mode described in historical Certificate Services documentation. That mode is for troubleshooting and is not the normal production path, which is the CertSvc Windows service.

Yes. certutil.exe is a Windows executable and can be called from either an elevated PowerShell session or an elevated Command Prompt. The important requirement is the correct administrative context and the correct certificate store, not the shell name.
Will reinstalling Windows restore a missing CA private key?
No. Reinstalling or replacing system files does not recreate a private key that was deleted or lost. Recovery depends on an intact CA backup or key-recovery material; without it, the authority must be evaluated for replacement.
Why does Task Manager show certsrv.exe only briefly?
The service may be starting and then stopping after a certificate, key, dependency, or configuration error. Capture the Event Viewer entries and service state during that interval; a transient appearance is not proof that the executable is malicious or healthy.
Frequently Asked Questions
Can certsrv.exe be present on Windows 11 Home?
The Certificate Services server role is associated with Windows Server installations. A similarly named file on a client edition should be verified by path, signature, and service context rather than assumed to be the AD CS engine.
Recommended Free Tools
Does repairing the certificate store change certificates already issued by the CA?
Reconnecting the configured CA certificate to its private key does not itself reissue certificates. Issuance, revocation, and renewal behavior still follows the CA database and its configured policies, so test service recovery without making policy changes.
Should I stop Certificate Services before inspecting the registry?
Read-only inspection can usually be performed while the service is stopped or running, but registry exports and certificate imports should follow your change procedure. Stop or start the service only when the documented repair branch and your maintenance window call for it.
What information should I give a PKI administrator when asking for help?
Provide the Windows build, CA name, Event Viewer provider and event ID, service state, CA certificate thumbprint, certificate-store location, private-key status, and whether the issue followed an upgrade or restore. This lets the administrator distinguish a store-scope problem from unrecoverable key loss.
