cgservisign.exe is the Windows process used by the ServiSign client-certificate component documented by Taiwan government agencies. It can be legitimate when it was installed with a certificate package from a bank, government service, or other institution you trust. The filename alone is not proof of authenticity, however: Dr.Web also records a Trojan that uses the CGServiSign name. Check the installer source, file properties, digital signature, location supplied by the institution, and behavior before deciding whether the file is safe. For ordinary ServiSign failures, first check Task Manager, use ServiSign Monitor, and reinstall or remove the package only with the institution’s current installer and instructions.
What is cgservisign.exe?
cgservisign.exe (shown as CGServiSign.exe in official documentation) is a Windows component of ServiSign, a client-certificate and electronic-signing package. The Taiwan Intellectual Property Office (TIPO) installation guide tells users to confirm that the component service is running after installation. A National Health Insurance Administration manual gives the same process check for its certificate workflow.

Is cgservisign.exe safe?
It can be safe, but the name by itself cannot authenticate a file. A legitimate ServiSign installation is documented by TIPO and the National Health Insurance Administration. Separately, Dr.Web’s malware library documents a Trojan entry using the CGServiSign name; its description includes creating or modifying files, establishing startup behavior, and handling certificate-related files. That malware record does not mean every legitimate ServiSign installation is infected, but it does mean that a matching filename is not enough evidence.
Assess the particular executable on your computer using several signals together:
Recommended Free Tools
- Installation intent: Did you deliberately install ServiSign for a bank, government portal, health-insurance service, or another institution? If you have never used such a service, treat the file as unexpected.
- Source: Identify the organization that supplied the installer. Use its current support page or help desk to confirm the package name and expected installation directory.
- Publisher and signature: In File Explorer, right-click the executable, choose Properties, and inspect the Digital Signatures tab when it is present. Compare the signer with information supplied by the institution. A missing or unfamiliar signature is a reason to investigate, not automatic proof of malware.
- Location: Record the full path from Task Manager or the file’s properties and compare it with the location specified by the organization. There is no single universal path established for every ServiSign package.
- Behavior: Unexpected startup entries, repeated security warnings, or activity unrelated to a certificate service deserve a scan and support review. Do not whitelist a file merely because it is named CGServiSign.exe.
If the origin is uncertain, use a trusted security scanner and follow its instructions. Do not download a replacement executable from a file-library, “DLL fix,” or generic PC-repair page. Obtain software only from the institution that issued the certificate or from a support channel it identifies.
What can cause a cgservisign.exe error?
The reviewed official guides do not define one universal Windows error code or one root cause for every ServiSign failure. A message can appear when the relevant package was never installed, the component is not running, an installation is damaged, a browser or security control blocks communication, or the executable is not the expected file at all. These are troubleshooting categories, not a diagnosis of your machine.
Start by recording the exact message, the website or application that displayed it, and whether the problem affects one service or every ServiSign-enabled service. That information helps the issuing institution distinguish a certificate, browser, package, or account problem from a Windows process problem.
How do I check whether CGServiSign.exe is running?
Task Manager is the baseline check specified by the TIPO guide. Its Chinese instruction says, “開啟工作管理員,確認元件服務(CGServiSign.exe)正常執行,” meaning to open Task Manager and confirm that the component service (CGServiSign.exe) is running.

- On the Processes or Details tab, look for CGServiSign.exe. Windows may display it under the process list rather than as a separate “service.”
- If it appears, right-click it and choose Open file location when available. Note the complete path, then check the file’s Properties and Digital Signatures information.
- If it does not appear, confirm that the ServiSign package required by the site or application is installed. Do not download an executable simply to make the process appear; use the issuing institution’s installer.
A process that is present only proves that a process with that name is running. It does not establish that the binary is genuine, correctly signed, or compatible with the service you are trying to use.
How do I use ServiSign Monitor to restart the component?
The documented ServiSign package includes a monitor icon with Start, Stop, and Restart controls. These controls are useful when the process is installed but a supported site cannot connect to it; they are not guaranteed cures for every error.
- Find the ServiSign Monitor icon in the Windows notification area. Select the hidden-icons arrow if it is not immediately visible.
- Open the monitor menu and choose Stop. Wait briefly for the component to close.
- Open the menu again and choose Start, or use the package’s Restart command if it is available.
- Return to the certificate service and retry the operation. If the process stops immediately, produces a security alert, or remains absent, record what happened instead of repeatedly restarting it.
If the monitor is missing even though you believe ServiSign is installed, the package may be incomplete, a different institution’s build may be in use, or the installation may have been removed. Ask the organization that supplied the installer for the correct package and current procedure.
How do I reinstall ServiSign safely?
Reinstallation should use the current package from the institution that requires the certificate. TIPO’s installation guide describes running its named installer as an administrator and responding to Windows authorization and firewall prompts during that package’s installation flow. Prompt wording and installer names can differ in packages supplied by other organizations.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Write down the institution, service, and exact error. Confirm whether you use a certificate card, browser plug-in, or another component that the institution lists as a prerequisite.
- Obtain the current installer from the institution’s official support channel. Do not use a mirror, file archive, or executable sent by an unknown person.
- Before launching it, inspect the download’s properties and signature when available. If the source or signer cannot be verified, stop and ask the institution for confirmation.
- Right-click the verified installer and choose Run as administrator if the institution’s instructions call for it. Approve the Windows authorization dialog only when the publisher and source match what you expect.
- Read each firewall or security prompt. Allow the connection only when it is part of the institution’s documented installation and you understand which application is requesting access.
- After setup, restart Windows if the package requests it. Then use Task Manager to confirm CGServiSign.exe is running and test the original service.
Do not assume that the TIPO guide’s version number, folder, installer name, or prompt sequence applies to a package supplied by a different bank or government service. The guide’s recorded version entry is from 2022, so check the issuing organization for updates.
How do I uninstall cgservisign.exe or a broken ServiSign package?
Uninstall the package rather than deleting the executable by hand. The TIPO guide says to close all browsers first, run the package’s uninstaller from its installation directory, and repeat the process after closing browsers again if removal is incomplete.

- Close every browser window and any application that uses the certificate. Check Task Manager for browser processes that remain open and exit them if necessary.
- Open the ServiSign installation directory and run the uninstaller supplied with that package. The exact filename belongs to the package described by the guide; do not guess an uninstaller name for another build.
- Follow the removal prompts, then restart Windows if requested.
- If files remain, close browsers and certificate-using applications again and run the package’s uninstaller a second time, as the guide recommends for incomplete removal.
- Install the current package only if the institution still requires ServiSign. Removing it can prevent that institution’s certificate service from working.
Do not manually erase registry entries, system folders, or a file that a security product has identified as suspicious before you know which package owns it. Preserve the path and alert details so the institution or security vendor can identify the file.
What should I do if a security program flags cgservisign.exe?
Pause the certificate workflow and verify the file before attempting repairs. Dr.Web’s database entry for Trojan.Siggen9.39252 is dated April 16, 2020; that date identifies the malware database record, not the age or safety of a file on your computer.
- Do not select “Allow,” “Restore,” or “Exclude” solely because the filename matches the ServiSign component.
- Note the detection name, full path, publisher, and the action already taken by your security software.
- Run a scan with a trusted, up-to-date security product and follow its quarantine or removal guidance. If the file was quarantined, do not copy it back from a download site.
- Contact the institution that supplied ServiSign and provide the path, signature information, and detection details. Ask whether that exact build and location belong to its current package.
- If the file starts unexpectedly, changes files, or creates startup behavior unrelated to your certificate use, keep it isolated until the security product and institution have reviewed it.
A security alert and a certificate-login failure can be related, but they can also be separate problems. Resolve the file’s identity first; do not weaken security settings just to make a website load.
Which checks distinguish a package problem from a suspicious executable?
Use the checks in this order so that a missing component is not confused with malware and a suspicious file is not “fixed” by reinstalling over it:
- Expected installation: You knowingly installed ServiSign for a named institution and can identify its support channel.
- Process state: Task Manager shows CGServiSign.exe when the service is in use, or the institution confirms that another process name is correct for its edition.
- File identity: The path, publisher, and signature agree with the institution’s current installer information.
- Operational behavior: ServiSign Monitor can start, stop, or restart the component without unexplained prompts or repeated crashes.
- Security results: A trusted scanner finds no unresolved detection, or the institution and security vendor explain a known false positive.
No single check is conclusive. In particular, a familiar folder, a running process, or a filename copied from documentation cannot prove that a binary is authentic.
What fixes should I avoid?
Avoid registry cleaners, generic “DLL repair” downloads, and optimization tools that claim to repair every ServiSign error. The reviewed documentation does not establish those methods as solutions. They can replace files with an unverified copy, remove certificate dependencies, or make later support harder.

Do not copy CGServiSign.exe from another computer, rename a file to match it, or add a suspicious executable to an antivirus exclusion list. If Windows blocks an installer, identify the publisher and source first; bypassing a warning without verification can turn an installation problem into a security problem.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When should I contact the institution that supplied ServiSign?
Contact the institution when you cannot identify the installer, the package’s current version is unclear, the expected path or signature differs from your file, or reinstalling the official package does not restore the service. Include your Windows edition, the exact error text, whether CGServiSign.exe appears in Task Manager, the ServiSign Monitor result, and any security-detection details.
Institution-specific support is important because ServiSign packages can be bundled with different certificate readers, browser components, policies, and versions. TIPO’s guide is package-specific and dated through September 1, 2022; it should not be treated as a universal manual for every organization that uses the ServiSign name.
As an optional shortcut after trying the manual checks, Outbyte PC Repair can address common Windows issues, reduce system-load settings, clean temporary and cache files, and provide maintenance and privacy features. It complements antivirus software rather than replacing it; results vary, and no tool repairs every crash. It runs on Windows 11, 10, 8 and 7, with a category-based free trial of at least two days before a paid subscription.
Can I delete cgservisign.exe if I do not use ServiSign anymore?
First confirm that no bank, government, health-insurance, or other certificate service still depends on the package. If it is no longer needed, close browsers and use the package’s own uninstaller; deleting the executable alone can leave components behind and may break a service you still use.
Does seeing CGServiSign.exe in Task Manager prove my PC is infected?
No. The process is part of a documented legitimate ServiSign component, so its presence can be normal after an intentional installation. Because malware has also used the name, verify the source, path, signature, and behavior instead of treating the process name as either proof of safety or proof of infection.
Why does restarting ServiSign help one website but not another?
ServiSign Monitor controls the local component, while each website can impose its own certificate, browser, and policy requirements. A restart can restore communication with one service without correcting an expired certificate, an unsupported browser configuration, or a package mismatch at another service.
