codemeter.exe is normally the executable behind CodeMeter Runtime Server, a licensing component from WIBU-SYSTEMS AG that commercial software uses for CmDongles, activation containers, and network licences. It is usually legitimate when it runs from a CodeMeter folder, carries a valid WIBU-SYSTEMS AG signature, and an installed application depends on it. The name alone is not proof of safety: older CodeMeter releases had serious network vulnerabilities, and an unexpected copy in a temporary or user-profile folder deserves investigation. This guide shows how to verify the file, fix service, permission, network, and installation errors, and remove CodeMeter only when no licensed program still needs it.
What is codemeter.exe and why is it on my Windows PC?
CodeMeter is a software-licensing system. A program vendor can bind a licence to a physical CmDongle, a CodeMeter Activation Container, or a network licence server instead of storing the entitlement only inside the application. dSPACE describes the purpose plainly: “The CodeMeter software is used to access CodeMeter based dSPACE licenses for dSPACE CmDongles or dSPACE Activation Containers.”

On Windows, the installation commonly exposes a CodeMeter Runtime Server service and a CodeMeter.exe process. The executable is not a Windows system component; it was normally installed because another application, plug-in, engineering package, or licence manager requires CodeMeter.
Expected files and folders

Is codemeter.exe safe?
It is likely legitimate when three facts agree: the file is in a CodeMeter installation directory, Windows identifies WIBU-SYSTEMS AG as the signed publisher, and an installed application actually uses CodeMeter. It is suspicious when it is in a user-profile, Downloads, temporary, or unrelated Windows folder; has no valid signature; names another publisher; or exists on a computer with no software that uses CodeMeter.
Legitimate does not mean risk-free. CodeMeter versions before 7.10a were affected by CVE-2020-14509, rated CVSS 10.0 in WIBU-SYSTEMS AG’s 2020 advisory. The advisory notes that binding the service to localhost became the default in version 6.90; with localhost binding, a remote network connection cannot exploit that exposure.
A second WIBU advisory, issued in 2021, describes CVE-2021-20093, rated CVSS 9.1, in the CodeMeter Runtime network server. It lists version 7.21a as fixed and recommends localhost binding or a host firewall for the CmLAN port, whose default is 22350. A later vulnerability disclosed in December 2023 led Leica to recommend Runtime 7.60d for its affected products. These version references are advisories for particular vulnerabilities and products, not a promise that one release is current for every application. Obtain the runtime update through the application vendor or WIBU’s supported distribution channel.
What a filename check cannot tell you
A malicious program can copy a trusted filename, and a clean file can be installed in a nonstandard directory by a vendor. Do not infer that every codemeter.exe is clean from its name, and do not delete a real runtime merely because an antivirus or SmartScreen warning appears. Verify the source, signature, path, and software dependency together.

How do I verify a codemeter.exe file manually?
- Open the file’s location. In Task Manager, right-click the CodeMeter process and choose Open file location. A path under
Program FilesCodeMeterRuntimebinor the 32-bit equivalent is consistent with a normal installation. A copy inAppData,Temp, Downloads, or an unrelated system directory needs additional scrutiny. - Check the digital signature. Right-click the file, choose Properties, open Digital Signatures, select the signature, and choose Details. The signer should identify WIBU-SYSTEMS AG and Windows should report that the signature is valid. A missing, invalid, or different publisher signature is a reason to stop and investigate.
- Identify the owner. Review Settings > Apps > Installed apps (or Control Panel > Programs and Features) for the application, licence manager, or driver package that installed CodeMeter. Check whether a CmDongle is attached or an activation container is configured.
- Scan an unexpected copy. Use your installed security software to scan the file and its containing folder. A scan result applies to that file and that date; it does not certify every CodeMeter executable. Do not run an unexpected copy simply to test it.
- Check the download source. If the warning concerns an installer such as
CodeMeterRuntime64.exe, download it only from the owning application’s vendor or an official WIBU distribution. Confirm the publisher and signature before starting the installer.
Why does CodeMeter fail to start or report that key content is not accessible?
Most failures fall into a few categories: the service or installation is damaged, the account cannot read or write CodeMeter’s data, a firewall or proxy blocks licence communication, the runtime is too old, or a driver or security product interferes with the service. The error wording matters because a permission problem should not be treated like a network problem, and a damaged installation should not be “fixed” by deleting registry keys first.
Permission problems in C:ProgramDataCodeMeter
For “Key content is not accessible” and related key-update messages, the licence data directory is the first place to inspect. Graphisoft’s support procedure directs users to C:ProgramDataCodeMeter and its Security tab. Sign in with an administrator account, open the folder’s properties, and confirm that the Windows account used by the licensed application has the access it requires. Grant Full Control only when the vendor’s instructions or your support contact says it is appropriate; avoid changing permissions on the entire ProgramData tree.

Service and process checks
- Press
Win+R, enterservices.msc, and locate CodeMeter Runtime Server. - If it is stopped, use Start; if it is running but the application cannot obtain a licence, use Restart and then retry the application.
- Open the service’s properties and note its startup type and the executable path. The path should lead to the CodeMeter installation you verified, not to a temporary directory.
- In Task Manager, close a hung CodeMeter-related process only after the licensed application is closed. Reboot Windows if the service cannot release a locked file.
Do not disable the service permanently while an application still depends on it. A service that repeatedly stops after a reboot usually needs a supported runtime reinstall or an examination of its logs rather than a registry “cleaner.”

Network, firewall, and proxy checks
Network-licensed products and online activation need the licence manager to reach the vendor’s servers. Check Windows Defender Firewall and any corporate firewall or proxy for blocked CodeMeter traffic, and allow the licence manager according to the application vendor’s documented rules. Do not expose the CodeMeter network server to the public internet. If network serving is unnecessary, keep the runtime bound to localhost; if it is required, restrict the CmLAN port (default 22350) to the known clients with a host firewall.
A proxy can also cause an apparently local error. Test activation on the supported network, confirm the proxy address and credentials with the administrator, and check the vendor’s service status before changing CodeMeter files.

How do I fix a CodeMeter installation or Runtime Server error?
Use this order so that you preserve licence state and retain a supportable installation.
- Record the dependency. Write down the application name and version, whether it uses a CmDongle, activation container, or network licence, and whether the licence is stored locally. This determines whether removal is safe.
- Apply the application’s supported update. Vendors may bundle a tested CodeMeter build rather than support the newest standalone runtime. Use the release recommended for your product. For context, dSPACE listed CodeMeterRuntime 9.10 in Windows installation tooling dated September 23, 2026; that does not make 9.10 the correct choice for unrelated software.
- Close software and stop the service. Exit the licensed application and stop CodeMeter Runtime Server from Services before replacing files. Disconnect a CmDongle only when the vendor’s instructions permit it.
- Uninstall in the vendor’s order. Follow the owning vendor’s instructions to remove its licence manager and CodeMeter. Graphisoft, for example, documents uninstalling and reinstalling the CodeMeter software when ordinary repair does not clear a driver issue.
- Install the current vendor packages. Download the application-approved CodeMeter package, install CodeMeter first when the vendor specifies that order, then install the licence manager or application. Restart Windows before testing activation.
- Retest the licence. Confirm that the service starts, the application sees the CmDongle or activation container, and a network licence can be checked out. Record any new error code rather than making another unrelated change.
Error 0x18088006 and “CodeMeter will not start”
MVTec documents error 0x18088006 as a CodeMeter-not-starting condition. Its guidance is to uninstall and reinstall CodeMeter, inspect C:ProgramDataCodeMeterLogsLicenseLock-*.log, and remove drivers or software that CodeMeter interprets as reverse-engineering activity. Treat that last step carefully: remove only software you have identified and only when the product vendor supports the change. Security, debugging, virtualization, or hardware-monitoring drivers can be business-critical.

Copy the relevant log before reinstalling so support can see the original failure. If the log points to a locked file, a driver conflict, or a blocked service, give that detail to the application vendor instead of deleting the entire CodeMeter data directory.

Yes, but only after confirming that no installed application, CmDongle, activation container, or network licence still uses it. Uninstall it through Settings > Apps > Installed apps or Control Panel > Programs and Features first. Removing the runtime from a computer that still has a dependent application can prevent that application from launching or make a locally stored licence unavailable.

If CodeMeter is missing from the installed-app list but remnants remain, ABBYY documents an advanced cleanup sequence: stop CmWebAdmin and CodeMeter Runtime Server, end CmWebAdmin.exe, CodeMeter.exe, and CodeMeterCC.exe in Task Manager, then remove the remaining CodeMeter folders and WIBU registry keys. Create a restore point or backup first, and preserve any licence information that might be needed for reactivation.
Graphisoft lists possible remnants such as C:ProgramDataCodeMeter, C:ProgramFilesCodeMeter, C:ProgramFiles (x86)CodeMeter, and C:WindowsSystem32Wibu*.*. The path spelling shown in vendor documentation can differ from the normal Windows display of Program Files; verify each location before deleting anything. Manual driver or registry removal is a last resort, not a routine uninstall step. Ask the owning vendor’s support team when you are unsure whether a licence is stored locally.

What should I do if SmartScreen or antivirus flags CodeMeter?
Reputation warnings can occur with an old installer or a newly distributed build. An ABBYY advisory describes this situation for CodeMeterRuntime64.exe and identifies WIBU-SYSTEMS AG as the publisher. Check that the download came from the owning application vendor, inspect the digital signature, and compare the package with the vendor’s published release information. Never choose Run anyway for an unexpected copy.
A third-party archive once reported 0 of 68 detections for one CodeMeter.exe sample in 2025. That result applies only to that archived sample and date; it is not a universal safety statistic and should not override a missing signature, a suspicious path, or an unexplained installation.

Use four questions before choosing a more invasive action: Is CodeMeter still required? Do the path, publisher, signature, and source agree? Is the runtime current for the owning product, with network exposure limited? Will the change preserve the licence state, and is the procedure documented by the vendor?

Does codemeter.exe need to run all the time?
Only software that relies on CodeMeter needs the runtime service available. If you never use the dependent application, you can set its service behavior according to that vendor’s guidance, but disabling or removing it can break later licence checks.
Can I install any newer CodeMeter version to fix an error?
Not safely in every case. Application vendors may certify a specific runtime and package configuration, so use the build they distribute or recommend; a newer standalone installer can still be incompatible with an older licence manager.
Will uninstalling CodeMeter release a CmDongle licence?
Uninstalling the runtime does not automatically return or transfer a licence held by a dongle or activation container. Follow the product vendor’s deactivation or transfer procedure first, and keep the dongle and licence records available for reinstallation.
Why does CodeMeter work offline for one program but not another?
One product may use a local CmDongle or activation container, while another requires a network server or online activation. Compare each application’s licence type, firewall rules, proxy requirements, and supported runtime rather than assuming the two programs share the same configuration.
