Is expresssetup.exe safe?

A stale startup entry or scheduled task
If the prompt appears at sign-in, open Task Manager with Ctrl+Shift+Esc and inspect Startup apps. Disable only an entry whose publisher and application you recognize. You can also inspect Task Scheduler Library for a task whose action points to the same missing path; disable or remove it only after confirming that the associated program was intentionally removed.
A potentially unwanted application or malware remnant
An unexpected copy in a temporary folder, especially one accompanied by new executables or DLLs, should be scanned and quarantined. Run a full Defender scan and then an Offline scan if the prompt persists. Do not assume that deleting the visible file removes the component that launches it.

4. Use Microsoft’s Program Install and Uninstall troubleshooter
When installation or removal is blocked, Microsoft’s Program Install and Uninstall troubleshooter is designed for incomplete installation or uninstall data and corrupted registry keys. Use it for the identified application, not as a reason to trust an unknown copy of expresssetup.exe.
