6. Uninstall software you do not need

Can a version or Windows edition cause the error?
Yes, but historical compatibility information must be dated. A CCleaner announcement for Kamo version 4.8.1258, published February 28, 2022, said Private Connection used WireGuard by default on Windows 7, 8, 10, and 11, while that configuration excluded Windows in S mode and Windows on ARM. The same announcement said the VPN feature was not included in the free trial. Those statements describe that release and should not be treated as today’s compatibility matrix.
A historical reviewer guide listed Windows 7 SP1 and later and did not recommend Windows Insider releases at the time it was written.
