makerwys.exe is normally the executable for Pete Dowson’s MakeRwys utility, a third-party flight-simulation tool. It scans Microsoft Flight Simulator (MSFS), FSX or Prepar3D scenery and writes airport and runway data that add-ons such as RAAS, PMDG products and Pilot2ATC can use. It is not a Windows system component.
Whether a particular copy is safe depends on where it came from and what Windows Security finds on your computer. A filename alone proves nothing, and there is no current authoritative hash, Authenticode signature or universal malware verdict for an arbitrary copy. Why does a scenery utility need to run again?
The output reflects the scenery that exists when the scan runs. Installing, removing or updating an airport, terrain package or other scenery can leave an add-on reading an older index. Running MakeRwys again rebuilds the data so dependent software can see the current installation.
Is makerwys.exe safe or a virus?
A legitimate MakeRwys copy is a normal third-party simulator utility, but the filename is not an authenticity check. Malware can be renamed to look like any useful executable. Treat the file as trustworthy only when its origin, location and scan results make sense.

- Download the ZIP or executable through the documented Pete Dowson/FSUIPC distribution path or an established simulator distribution page.
- Keep the original archive and record where it was downloaded. A copy that arrived unexpectedly in a temporary, system or unrelated application folder deserves extra scrutiny.
- Do not follow instructions that require disabling Microsoft Defender or other protection before you can run the file.
- If the vendor publishes a hash or digital signature for the release you obtained, compare it with the file. No current authoritative hash or signature for an arbitrary reader-owned copy is established here, so do not assume that a matching filename is verified.
How should I scan it with Windows Security?
- Open Windows Security from the Start menu.
- Choose Virus & threat protection, open Protection updates and select Check for updates so the security intelligence is current.
- Return to Virus & threat protection, select Scan options, choose Full scan, and start the scan. A full scan can take considerably longer than a quick scan on a large simulator installation.
- If you suspect the computer is compromised or the file keeps returning after removal, select Microsoft Defender Offline scan. Windows restarts and scans before normal Windows processes load, which helps detect software that hides while Windows is running.
Do not create a broad Defender exclusion merely to get MakeRwys running. Exclusions reduce protection. If you have strong provenance evidence and Defender appears to have made a mistake, use Microsoft’s false-positive reporting route instead of permanently weakening protection.
What if Defender quarantines the file?
Leave the item quarantined while you verify the download source. Record the detection name and file path, obtain a fresh copy from the documented vendor route, and scan that archive before extracting it. If the warning remains on a demonstrably genuine release, submit it for false-positive analysis; do not turn off real-time protection or restore an unverified copy just because an add-on needs it.
Where should I put MakeRwys.exe?
Place MakeRwys.exe in the simulator’s main or root folder, not in Downloads or an arbitrary utility directory. The root is the folder used by the simulator installation that the add-on is configured to read. PMDG guidance specifically calls for placing it in the simulator root; the RAAS manual says to drop it into the main Flight Simulator folder.

How do I identify the right root folder?
- Use the folder for the simulator edition whose scenery you want to index. A separate FSX, Prepar3D and MSFS installation can each require its own run from the appropriate location.
- Check the add-on’s own documentation for the expected simulator path. A successful run in an FSX folder does not rebuild the database used by Prepar3D or MSFS.
- Make sure you are running the same copy you scanned. Multiple copies in Downloads, an old simulator folder and a backup directory are easy to confuse.
How do I run makerwys.exe without causing errors?
Use this order for a normal rebuild. The simulator and any add-on that reads runway data must be closed so files are not locked or replaced while MakeRwys is writing them.
- Exit the simulator. Close MSFS, FSX or Prepar3D. Also close RAAS, PMDG-related tools, Pilot2ATC and any other program that may have the airport database open.
- Copy the executable to the root folder. Put
MakeRwys.exebeside the simulator’s main files, following the platform-specific instructions supplied with your add-on. - Start it with elevation. Right-click the file and choose Run as administrator. Approve the User Account Control prompt. Administrator rights are part of the documented workflow for MSFS, FSX, Prepar3D and the PMDG procedure.
- Allow the scan to finish. MakeRwys reads scenery layers and add-ons and then emits data files. A large or heavily customized scenery library can take time. Do not terminate the process because the window appears inactive.
- Restart the dependent software. Reopen the simulator and the add-on. In the documented PMDG workflow, restarting allows the runway file to be recreated from the newly generated data.
- Repeat after scenery changes. Run the utility again whenever scenery is added, removed or updated. A prior successful run does not automatically include later changes.
What should I expect when it works?
The utility should complete its scenery pass and leave generated airport or runway data in the location expected by the simulator or add-on. The exact filenames and on-screen messages vary by simulator and integration, so judge success by whether the dependent program now sees the current airports and runways rather than by a universal message or error code.
Why does makerwys.exe keep giving an error?
Most failures are caused by the execution context rather than by a Windows component named MakeRwys. Work through the following causes in order.
The simulator or add-on is still open
Open applications can lock generated files or immediately load an older database. Exit the simulator completely, check Task Manager for a remaining simulator or add-on process, close it, and run MakeRwys again as administrator.
The executable is in the wrong directory
Running a copy from Downloads can leave it unable to find the simulator’s scenery or place output where the add-on expects it. Move the verified copy into the correct simulator root, then repeat the elevated run. If more than one simulator is installed, confirm that the folder matches the one selected in the add-on’s settings.

Windows denied access
A protected installation folder, inherited permissions or security software can prevent reading scenery or writing output. Use Run as administrator, verify that the file has not been quarantined, and check that the destination folder is present and writable. Do not grant broad permissions to an untrusted executable.
The scenery library is unusually large
MakeRwys can take longer when many scenery layers and add-ons are installed. Give the scan time to complete and avoid launching the simulator concurrently. If it stops at the same point repeatedly, temporarily identify the most recently installed or updated scenery package and consult that package’s support instructions rather than deleting generated files at random.
The generated data is stale
If the run completed before you changed scenery, the output is expected to be old. Rerun after every scenery installation, removal or update, then restart the simulator and the affected add-on.
The file was removed or altered
Check Windows Security > Virus & threat protection > Protection history for a quarantine event. Restore a file only after confirming its provenance and scanning it; otherwise download a clean copy through the documented distribution route. A renamed or modified executable from an unknown mirror should not be treated as the original utility.

MSFS and Pilot2ATC
Pilot2ATC’s instructions have MakeRwys locate MSFS scenery, including add-ons. Close MSFS and Pilot2ATC, place the executable in the installation folder expected by the instructions, and run it as administrator. Wait for the scenery pass to finish before reopening either program.
FSX and Prepar3D
FS2Crew and RAAS documentation describe the main Flight Simulator folder as the working location. If you have both FSX and Prepar3D, perform the procedure in the root for the simulator whose scenery database is missing; do not assume one run updates both installations.
PMDG runway data
PMDG’s documented sequence is to close the simulator, place makerwys.exe in the simulator root, run it as administrator and restart the simulator. If PMDG still reports unavailable runways, verify that you rebuilt the database for the correct simulator edition and that the add-on is reading the same installation.
RAAS and other readers
RAAS expects the runway database to be updated by running MakeRwys from the main Flight Simulator folder. Other readers may use different output locations, so follow their installation notes if a successful scan does not change what the add-on displays.
What should I do if Windows blocks makerwys.exe even though I need it?
- Do not click through the warning or disable protection immediately. Note the detection name, file path and the archive’s source.
- Delete or isolate an unknown copy and obtain the utility again through the documented vendor or established simulator distribution path.
