rufus-3.20.exe is the Windows executable for Rufus 3.20, a portable utility that formats removable drives and writes bootable Windows, Linux, DOS and other disk images to USB media. The official archive dates this build to August 3, 2022, and lists standard, portable, ARM64 and ARM variants. It is reasonably safe when downloaded from the official Rufus release channel and verified as digitally signed; the filename alone proves nothing.

rufus-3.20.exe is the standard Windows program file for Rufus version 3.20. Rufus runs as a one-file portable application, so it does not require a conventional installer before you can use it. Its core job is to prepare removable media and write a bootable disk image to that media.
Rufus can create bootable USB drives from Windows, Linux, DOS and other ISO or disk-image files. It can also format removable drives. Because it writes partition and boot information directly to a selected device, choosing the wrong drive can destroy data on that drive.

The official Rufus archive shows an approximate size of 1.3 MB for the standard Rufus 3.20 executable. The same archive lists standard, portable, ARM64 and ARM builds. Rufus 3.20 is a historical release; the archive also lists 3.21, 3.22 and later 4.x releases, which contain subsequent fixes and changes.
What changed in Rufus 3.20?
Version 3.20 added or adjusted Windows User Experience options, handling related to TPM, Secure Boot and RAM bypasses, ARM64 behavior, and GRUB detection. Those options can affect how Windows installation media is prepared, but they do not make an untrusted copy of the executable safe.
Is rufus-3.20.exe safe?
A copy obtained through the official Rufus website or the linked official pbatard/rufus GitHub release and showing a valid Windows digital signature is the safest basis for using Rufus 3.20. A name such as rufus-3.20.exe can be copied by anyone, so the name by itself is not an authenticity check.
Start at rufus.ie rather than an unknown download mirror. The Rufus project documents signature validation for its downloads and states: “If a downloaded file is found to have failed this overall signature validation, it is automatically deleted.” That behavior is a project safeguard, not a reason to ignore what Windows reports about the file you downloaded.
How do I verify the signature?
- Right-click the downloaded file and choose Properties.
- Open the Digital Signatures tab. Confirm that a signature is present, select it, choose Details, and check that Windows reports the signature as valid.
- Check the file location and download source. A valid signature is meaningful only when it belongs to the expected Rufus publisher and the file came from an official release channel.
- If the signature is missing or invalid, close the Properties window, delete the file, and download a fresh copy from the official source.
The exact tab names can vary slightly between Windows editions, but a missing or invalid signature should be treated as a failed verification rather than a harmless warning.
What if Windows Defender or another antivirus flags Rufus?
Do not dismiss a detection solely because Rufus is popular. First verify the download source and digital signature, then record the exact detection name and message. Rufus performs low-level operations on removable drives, and the project documents that some antivirus detections can be unsupported or false positives; that possibility does not make an unsigned or mirrored copy trustworthy.

For a policy-approved test, an administrator may temporarily adjust a security product or Windows Defender Controlled Folder Access setting, retry the operation, and immediately restore the protection afterward. Do not disable protection permanently, and do not create an exclusion for a file whose provenance or signature has not been verified.

How does Rufus 3.20 work?
Rufus first enumerates removable storage, then lets you select an image and configure the target’s partition and boot options. It may format the selected drive before copying image contents and writing boot information. The operation therefore depends on three separate components:
- The executable: Rufus itself must start and have permission to access removable storage.
- The source image: The ISO or disk image must be genuine, complete and unmodified.
- The target path: Windows, security software and hardware must allow Rufus to enumerate, erase and write the USB device.
An error in any one of those boundaries can look like a generic “Rufus error.” Separating them is faster than repeatedly formatting the same drive.
Why does rufus-3.20.exe not open?
A file that does nothing when double-clicked is commonly blocked, incomplete, mismatched to the machine architecture, or prevented from starting by endpoint security. Work through these checks in order.

Delete the existing copy and download Rufus again from rufus.ie. Confirm the digital signature before trying to run it. Do not substitute a same-named file from a third-party mirror.
2. Check Windows security controls
Right-click the file, choose Properties, and look for an Unblock option on the General tab if Windows has marked the download as coming from another computer. Apply that setting only after verifying the source and signature. Then review Windows Security notifications and any organization-managed endpoint policy for a block involving the file.
3. Match the build to the computer
The archive contains standard, portable, ARM64 and ARM variants. Use the build appropriate to the Windows architecture shown in Settings → System → About → System type. If you are unsure, obtain the standard build listed for ordinary x86/x64 Windows rather than guessing at an ARM package.
4. Test from a simple local folder
Move the verified executable to a local folder such as your desktop or Downloads folder and run it there. A network share, removable drive, synchronized folder or controlled directory can add access rules that do not apply to a normal local path.

5. Reboot and retry
A stale process, virtual-drive service or security hook can keep a handle open after an earlier attempt. Restart Windows, launch the verified copy before opening other USB, backup or image-mounting utilities, and see whether the behavior changes.
Why is Rufus blocked by Windows Defender?
Windows Defender Controlled Folder Access, antivirus products, endpoint device-control software and other security policies can interfere with Rufus’s executable launch or removable-drive access. A managed PC may enforce those rules centrally, so a local administrator account cannot always override them.
- Open Windows Security → Virus & threat protection → Manage ransomware protection and review Controlled folder access.
- Check Protection history for the exact event and file path.
- Verify the Rufus signature and source before requesting any exception.
- If the computer belongs to an employer, school or other organization, ask the system administrator to review endpoint or device-control policy.
- For a temporary, approved test only, allow the verified file or operation as directed by policy, retry once, and re-enable the protection immediately.
If a block remains after a valid signature check and an administrator-approved test, collect the exact event text rather than repeatedly disabling security controls. The event details identify whether the block concerns the executable, the USB device, a folder or a policy rule.
How do I fix Rufus USB access or formatting errors?
Use this sequence when Rufus opens but cannot enumerate, access, erase or format a USB drive. Stop as soon as the error disappears; each step removes a different variable.
- Confirm the target. In Rufus, inspect the selected device name and capacity. Disconnect other removable storage so the intended USB drive is easy to identify. Never proceed if the displayed device is not the one you intend to erase.
- Back up needed files. Formatting and image writing can remove the existing contents of the target. Copy any files you need to another location before starting.
- Connect directly. Plug the USB drive into a computer port rather than a hub or dock. Hubs can introduce power, enumeration or hand-off problems that disappear with a direct connection.
- Close competing programs. Exit backup software, encryption tools, antivirus test windows, file browsers showing the drive, and applications that mount or create virtual drives. Any of them may retain a handle or apply a device-control rule.
- Reboot Windows. A reboot clears stale virtual-drive state and releases handles held by services that did not close cleanly. Retry before installing additional software.
- Check for hidden virtual drives. The Rufus FAQ identifies applications that create hidden virtual drives as a cause of USB enumeration and access problems. If you know which service created one, stop that service using its own management interface, or reboot and test again.
- Review security policy. Check Windows Defender Controlled Folder Access, antivirus logs and endpoint device-control messages. Use an exclusion only as a temporary, administrator-approved diagnostic step, and restore normal protection afterward.
- Validate the ISO. Prefer a genuine, unmodified Microsoft retail ISO or another trusted image. Use the publisher’s checksum information to compare the downloaded file; a corrupt or modified ISO can produce unusable media even when Rufus itself is operating correctly.
- Retry with minimal variables. Use the verified Rufus executable, one directly attached USB drive and the validated ISO. Avoid changing several Rufus options at once, because that makes the successful cause impossible to identify.
- Capture the exact log. Copy the full Rufus error or log text, including the operation that failed, the selected device and any Windows error code. Exact wording is more useful than a screenshot containing only “access denied.”
- Test a current Rufus release. Rufus 3.20 is historical, and later 3.21, 3.22 and 4.x releases include subsequent fixes. Reproduce the issue on a current official release before concluding that the USB hardware is defective.
What if Rufus says access is denied?
“Access denied” usually indicates a permission or device-control conflict rather than a bad ISO. Close every application that can inspect or mount the drive, reboot, connect the USB directly, and review Controlled Folder Access and endpoint policy. On a managed computer, the administrator may need to approve removable-media access; do not attempt to bypass that policy without authorization.
What if the USB drive is not listed?
Disconnect other USB storage, reconnect the target directly, and wait for Windows to finish enumerating it before launching Rufus. A hidden virtual drive or security product can interfere with enumeration, so reboot and temporarily stop the responsible service only when you can identify it and policy permits. If the drive still does not appear in Windows at all, test the port and the drive independently before blaming Rufus.
What if writing finishes but the USB will not boot?
First validate the ISO and confirm that it is genuine and unmodified. Then recreate the media with a current Rufus release and the machine’s intended boot settings; Rufus 3.20 includes Windows User Experience options and TPM, Secure Boot and RAM bypass handling that can affect Windows installation media. A successful write does not prove that a corrupted source image or incompatible boot configuration will start on every computer.

- Use a reliable USB flash drive with enough capacity for the selected image and no irreplaceable data on it.

Rufus 3.20 remains identifiable and usable when its download is authentic, but it is not the newest release in the archive. Later 3.21, 3.22 and 4.x versions include later bug fixes, so current software is the better diagnostic baseline when 3.20 reports an unexplained access or media-creation error.
Keep 3.20 only when you have a documented compatibility reason to do so and the executable passes the source and signature checks. Do not “upgrade” by replacing it with a same-named file from an untrusted mirror.
