scc.exe is not a single Windows system file. Several unrelated applications use that filename, including Tanium Comply, the Sloc/Cloc and Code utility distributed through Scoop, and SCAP Compliance Checker. The filename alone therefore cannot tell you whether a copy is legitimate. Identify the complete path, publisher, product information and (when needed) hash before deciding whether to keep, remove or repair it. If an error points to Windows component corruption, Microsoft’s supported sequence is DISM.exe /Online /Cleanup-image /Restorehealth followed by sfc /scannow. If the file belongs to an unexpected application or sits in a user-writable temporary location, update Microsoft Defender and investigate it as potentially unwanted software instead of downloading a replacement.
What is scc.exe?
scc.exe is a reused executable name, not a unique Windows component. Its meaning depends on the application that installed it and the directory in which it resides. Three documented, legitimate contexts illustrate why the filename is ambiguous:

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems| Application or package | Purpose of its scc.exe | Typical identifying evidence |
|---|---|---|
| Tanium Comply | Windows SCC engine used by the compliance product | Under the Tanium Client directory, in ToolsComplyscc; related names include scc32.exe and scc64.exe |
| Sloc, Cloc and Code | Counts lines of source code | The Windows binary supplied by the Scoop package; its exact install path depends on the Scoop setup |
| SCAP Compliance Checker 5.4 | Runs that application’s compliance checks | Inside the SCAP Compliance Checker program directory |
These programs have different publishers, purposes and update mechanisms. Two copies can legitimately exist on the same computer, while an unexpected copy can also use the same name. Treat the path and metadata as the identity of the file, not the spelling of the filename.
Is scc.exe safe or a virus?
There is no yes-or-no answer based on the name alone. A copy installed with software you intentionally use, in that software’s documented directory and with a matching digital signature, is a plausible legitimate file. An unsigned copy in a user-writable temporary or AppData directory, or one you cannot associate with any installed product, deserves malware-focused investigation.

Microsoft Support defines malware as “malicious software.” It also describes System File Checker (SFC) as “a Windows tool that checks system files for corruption and helps fix problems that may cause Windows to malfunction.” Those are different diagnostic tracks: repair protected Windows files when evidence points to system corruption, and scan or investigate when the executable is unexpected.
- Expected parent application: the file is in a product directory you recognize and the product is installed for a reason.
- Publisher and signature: Properties shows a valid signature from the expected publisher, with a product name and version that fit the parent application.
- Location: the path matches the application’s documentation rather than a temporary or user-writable folder.
- Behavior and context: Task Manager shows it running when the associated compliance or code-counting program is working.
None of these checks is a substitute for a security scan. They are a way to decide which investigation is appropriate and to avoid deleting a legitimate program simply because its name looks unfamiliar.

A legitimate parent application can launch scc.exe for a scan or other task. Tanium Comply may invoke its SCC engine during compliance work; a code-counting utility may run while it analyzes a project; and SCAP Compliance Checker may start it during a compliance check. The process can therefore be normal even though Windows itself does not require a file with that name.
Use Task Manager to establish which copy is active:
- Press
Ctrl+Shift+Escand open the Details tab. If necessary, right-click a column heading, choose Select columns, and enable Command line so the launch arguments are visible. - Right-click the
scc.exeentry and choose Open file location. Record the complete path before closing anything. - Open the file’s Properties. On Details, note the product name, file description, company and version. On Digital Signatures, note the signer and whether Windows reports that the signature is valid.
- Compare the path and product information with the software you intentionally installed. A path under the Tanium Client’s
ToolsComplysccdirectory, the SCAP Compliance Checker directory or your Scoop installation has a different explanation from a random folder under%TEMP%or%AppData%.
If the process is using resources while its parent application is clearly performing work, ending it may interrupt that operation. Close the parent application through its normal interface first. If the process repeatedly returns from an unknown location, continue with the security checks below rather than repeatedly terminating it.

1. Capture the path and command line
Task Manager’s Open file location command reveals the directory, while the command-line column can show which application or arguments launched the process. Copy the path into a note. Do not rely on a shortcut name or a truncated display in Task Manager.
2. Check publisher, product and signature
In Properties, record the Product name, Company, File version and signature status. A valid signature helps establish who signed that particular file and whether it was altered after signing; it does not, by itself, prove that the software belongs on your computer. An unsigned file is not automatically malware, but it removes one useful confidence signal.
3. Compare the installation with the owning product
Open Settings > Apps > Installed apps (or Control Panel > Programs and Features on older Windows editions) and look for the product named in the file metadata. Check that its install directory contains the executable and that the product’s own documentation describes that location. For the documented examples, the Tanium copy is under the Tanium Client tools directory, the SCAP copy is in that application’s program directory, and the Scoop copy is managed by the Scoop package rather than by Windows.
4. Record a hash when identity is disputed
A hash lets an administrator compare the exact bytes of a file with a known-good copy from the same product and version. In PowerShell, run:
Free tools Windows power users keep installed
One-click scans. No signup required.
Get-FileHash -LiteralPath "C:fullpathscc.exe" -Algorithm SHA256
Replace the example path with the path you recorded. A hash is useful only when you have a trustworthy reference for the same release; it is not a verdict by itself.
5. Scan an unexpected copy
Update Microsoft Defender, then run a full scan if the file is unexpected, unsigned, or located in a user-writable temporary or AppData folder. If unwanted software persists or cannot be removed during normal operation, Microsoft documents using Microsoft Defender Offline so scanning occurs outside the usual Windows session. Do not upload confidential files or rely on a random download site to identify the executable.

How do I fix scc.exe errors on Windows?
First determine whether the error appears when Windows starts, when a particular third-party program runs, or when the file is launched from an unknown location. The correct repair depends on that distinction. Do not replace the file with another scc.exe merely because the names match.
When Windows system corruption is indicated
Messages mentioning damaged Windows components, protected system files, servicing or updates can justify Microsoft’s built-in repair sequence. Open an elevated Command Prompt by searching for Command Prompt, right-clicking it and choosing Run as administrator. Then run these commands in order:
DISM.exe /Online /Cleanup-image /Restorehealth- After DISM finishes, run
sfc /scannow
DISM repairs the component store and supplies repair files; SFC checks protected files and replaces corrupted copies from the cached store. Let SFC continue until verification reaches 100 percent. Restart Windows and test the application again after both commands complete.
When SFC cannot complete
Microsoft documents retrying the check in Safe Mode when normal startup prevents it from finishing. If the problem involves a pending servicing operation, inspect the PendingDeletes and PendingRenames folders under %WinDir%WinSxSTemp as part of that troubleshooting process. Do not delete files from those folders casually; use Microsoft’s documented recovery procedure for the specific servicing state.
When servicing or updating fails
Review %windir%logsCBSCBS.log for component-servicing errors. The log can show whether the failure concerns a protected file, a package or a pending operation. Microsoft also documents Process Monitor for locating a process that causes a sharing violation when a file cannot be replaced or accessed. Capture the failing path and process before changing permissions or deleting anything.
When only one third-party application reports the error
If the message appears only when Tanium Comply, SCAP Compliance Checker, a Scoop-installed code-counting tool or another application starts, use that product’s official Repair, Update or Uninstall path. Reinstalling the owning product from its legitimate installer can restore its own copy and dependencies. Do not copy an executable from a different product, Windows folder or file-collection site; that can create a version mismatch and make the original problem harder to diagnose.

When the file is unexpected or suspicious
Disconnecting a computer from untrusted networks may be appropriate under your organization’s incident policy, but do not destroy evidence before it is examined. Update Defender, run a full scan and use Defender Offline if the unwanted behavior persists. Quarantine or remove the file through the security product’s findings, then identify and uninstall the program that created it. If the file returns, investigate its startup entry or parent application rather than deleting repeated copies one by one.
Can I delete scc.exe?
Do not delete it solely because the filename is unfamiliar. If the file belongs to an installed product, removing it manually can break that product, leave an incomplete uninstall and trigger the same error on the next launch.
- Known, wanted application: keep the file and use the application’s update, repair or uninstall feature.
- Known application you no longer need: uninstall the application first, then remove only leftovers that its uninstaller or vendor instructions identify.
- Unknown or suspicious application: scan and quarantine it with Defender, and investigate the owning program rather than relying on manual deletion.
- Windows repair scenario: leave the file in place while DISM and SFC establish whether protected Windows components are involved.
Before removing anything, save the path, signature details, product metadata and hash. That record helps you reverse a mistaken deletion or explain the finding to technical support.
Should I download a replacement scc.exe?
No. Because unrelated products use the same filename, a replacement from a file-collection site could be the wrong program, an incompatible version or a modified executable. The safe source is the owning application’s official installer or repair mechanism. If Windows component corruption is the cause, use DISM and SFC rather than substituting an executable.
Recommended Free Tools
A missing file error also does not prove that the original file was a Windows component. Return to the path and product checks: identify which application requested scc.exe, then repair or reinstall that application from its legitimate source.
What should I check after a repair?
Restart Windows when the repair procedure requires it, then reproduce the original action while watching the path of any new scc.exe process. Confirm that the owning application opens, that its scan or code-counting task completes, and that the error does not recur. If the same message returns, preserve the exact text, the application version, the path, the command line and relevant entries from CBS.log; those details are more actionable than the filename alone.

What are the most common mistakes with scc.exe?
Assuming every scc.exe is a Windows file
Windows does not have one standard component represented by this filename. Treating every instance as system-owned leads to unnecessary deletion and can damage an installed compliance or development tool.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Using only the filename in a security search
Search results often combine unrelated products. Match the complete path, publisher, product name and version before deciding whether a report applies to your copy.
Running SFC before identifying the owner
SFC is for protected Windows files. If the error belongs only to a third-party application, repairing Windows may not change anything; the application’s own installer is the appropriate repair source.
Downloading a same-named executable
A file with the same spelling can implement a different purpose. Replacing a compliance engine with a code-counting binary, or vice versa, is not a repair and may introduce new security risks.
How can I decide which path to take?
| What you observe | Most appropriate next action |
|---|---|
| Path matches a wanted application and signature/product details fit | Use that application’s normal update or repair process; leave the executable in place. |
| Error appears only when one third-party application starts | Repair, update or reinstall that application from its official source. |
| Error mentions Windows servicing or protected-file corruption | Run elevated DISM, then sfc /scannow; review CBS logging if servicing fails. |
| Unexpected, unsigned copy in Temp or AppData | Update Defender, run a full scan and use Defender Offline if the unwanted software persists. |
| Someone suggests downloading “the correct” scc.exe | Decline and identify the owning product instead. |
The central test is ownership: determine which program launched the file and whether that program is expected on the machine. Once ownership is known, the repair, removal and security decisions become specific instead of guesswork.

Can two different scc.exe files exist on the same PC?
Yes. Separate applications can install separate copies, each in its own program directory and with different publishers or versions. Do not consolidate them or replace one with another simply because the filenames match.
Does a digital signature prove that an scc.exe file is safe?
A valid signature helps confirm the signer and file integrity, but it does not establish that the software is wanted or appropriate for your computer. Check the signed product against the path and the application you intended to install.
What information should I give support when an scc.exe error returns?
Provide the complete error text, Windows edition, application name and version, full executable path, command line, signature details and any relevant CBS.log entries. Those details distinguish a third-party application fault from Windows servicing corruption.
Can I end scc.exe from Task Manager?
Ending the process may interrupt the compliance or code-counting operation that launched it. Close the parent application normally first; if the process is from an unknown location, preserve its path and metadata and scan the system instead of repeatedly terminating it.
