steam.tmp is not a file name that the official Steam guidance identifies. Steam does document a different file, steamTmp.exe, as a Steam application file that can sometimes need an antivirus exception. Because those names have different extensions and meanings, you should not assume that a file literally called steam.tmp is genuine, harmless, or safe to whitelist.
Check the complete filename, extension, folder path, digital signature, and antivirus detection before opening or deleting anything. - Wait a few seconds, then start Steam again and retry the download or game launch.
- If the message returns, restart Windows and try the operation once more before changing antivirus settings or deleting files.
A restart that clears the error points toward a locked file or interrupted process. A repeatable error after a clean reboot needs the cache, library, permission, or security checks below.
How do I clear Steam’s download cache?
Steam’s download cache can contain stale configuration data or a partial download. Clearing it makes the client discard locally cached configuration and obtain it again from Steam’s servers; it does not uninstall your games.

- Open Steam > Settings > Storage.
- Find the affected library, open its … menu, and select Repair Folder.
- Wait for Steam to finish, then retry the operation.
- If Windows reports that Steam cannot create or modify files, right-click the Steam folder in File Explorer, open Properties > Security, and review the permissions for your Windows account.
- Grant Full Control only when appropriate for your own Steam folder and account. Do not broadly grant permissions to every user or to an unexplained directory.
Permission changes should be made on the actual Steam or library folder named in the error. Changing permissions on the whole system drive can weaken Windows security and is not a substitute for identifying the correct location.
How do I verify the affected game’s files?
Use verification when one game reports a missing executable, corrupt data, or an update that repeatedly fails. Steam explains that antivirus quarantine or blocked files are common causes of missing-executable errors, so verification is useful after you have reviewed the security event.

Verification can replace a file that security software removed. If the same file is quarantined again, do not keep repeating verification; identify why the security product is blocking it and follow that vendor’s guidance.

- Use Storage Sense or Cleanup recommendations to remove categories Windows identifies as safe to clean.
- Close Steam before cleaning files that may be in use, then restart it after cleanup.
- If personal files are consuming the remaining space, move backed-up files to a USB drive or SD card. This is a storage measure, not proof that
steam.tmpitself is the cause.
A nearly full drive can also make antivirus scans, Windows updates, and Steam verification fail. Keep enough free space for the size of the pending game update plus temporary unpacking overhead; Steam does not publish one universal reserve that fits every title.
When do Steam symptoms point to malware or adware?
A blocked update alone does not establish malware. Can I delete steam.tmp without losing my games?
