The strongest option depends on how you prefer to fight. If you want a flexible general-purpose character, build around Technical Ability, Reflexes, and Body. If you want to play stealthily or with precise shots, lean toward Cool. If you want to hack enemies with quickhacks or use smart weapons, lean toward Intelligence. The rest of this guide explains why the answer is conditional, which attributes do what, and which changes in recent updates mean older advice may no longer apply.
Why “best” depends on your combat style
Build guides usually reduce a character to three choices: attributes, weapon choice, and perks. Push Square’s guide to the best character builds for V, dated 2025-06-04, frames builds around focusing on two or three attributes and presents its options as starting points rather than definitive optimal builds. Push Square’s Cyberpunk 2077 character build guide is a useful reference for that framing.

That framing matters because Cyberpunk 2077 does not reward a single approach. A character who relies on shotguns at close range and a character who plays from concealment with a sniper rifle need different attribute thresholds, different perks, and different cyberware. Choosing the build that suits your preferred loop will usually matter more than copying a theoretically strongest combination.
The five attributes and what they support
The official Epic Games Store starter guide for Phantom Liberty and Update 2.0 identifies five attributes: Body, Reflexes, Technical Ability, Intelligence, and Cool. It describes perk tiers that unlock at 9, 15, and 20 attribute points. The table below combines that starter guide with the playstyle associations in the Push Square guide.

Technical Ability is the one attribute the sourced guide does not tie to a specific weapon route in the associations above, so its role in the starting build is an editorial judgment about cyberware, not a documented weapon bonus.
Matching a build to your playstyle

If you can name your favorite weapon type, start there. Your attribute choice should follow the weapon loop you enjoy rather than the other way around.

A flexible starting build: Technical Ability, Reflexes, and Body
This is the most general option in this guide. It is an editorial synthesis of the sourced material, not a result of hands-on testing, and it does not claim to outperform other builds. Use it as a baseline and adjust it once you know which weapons you actually use. To apply it:
- Pick one primary combat loop, such as Reflexes with assault rifles, or Body with shotguns. Do not split points evenly across all five attributes.
- Push your main attributes toward the 9, 15, and 20 point thresholds, since perk tiers unlock at those values.
- Take mobility perks and survivability perks first, then add weapon perks that match your primary loop.
- Invest in cyberware capacity through Technical Ability so you can run the cyberware you need without constantly swapping.
- Re-check your loop after several missions. If you find yourself relying on stealth or hacking more than combat, shift points toward Cool or Intelligence.
Update 2.0 changed the rules, so check older guides
CD PROJEKT RED announced Update 2.0 on 2023-09-21. It redesigned skill trees and perks, and it revamped cyberware, including capacity limits and armor derived from cyberware. CD PROJEKT RED’s Update 2.0 announcement describes these changes. Advice about cyberware capacity, perk trees, or armor written before that update can describe mechanics that no longer work the same way. Check the publication date of any guide before applying its numbers.

Recent patch notes
The official Update 2.3 notes are dated 2025-07-16. Among the gameplay adjustments listed, the level-60 Engineer perk no longer triggers its EMP blast outside combat or after entering a vehicle. Those notes do not announce a broad redesign of the build system. Because patches continue to arrive, check the Update 2.3 patch notes on the official Cyberpunk site and any later patch notes before relying on perk behavior, since the current game may differ from the version these notes describe.

The Epic Games Store starter guide says perk points can be refunded, so you can experiment as your character grows. Do not assume you can reset attributes at any time. The same guide describes an attribute reset only in the skip-ahead starting option, so a general respec of attributes is not established by that source. Plan attribute investments with that limit in mind.
