What Is toolmemoryoptimizer.exe? Is It Safe, and How to Fix Its Windows Errors

ToolMemoryOptimizer.exe is usually the WinUtilities Memory Optimizer component from YL Software, not a Windows system file. A copy under a normal C:Program FilesWinUtilities or C:Program Files (x86)WinUtilities installation may be legitimate, but the filename can be copied by unwanted software or malware. Check the complete path, publisher, signature, hash, behavior and current Microsoft Defender result before deciding what to do.

If you do not use WinUtilities, remove its parent application rather than deleting an executable that may still be running. If an error remains, work through Windows updates, a clean boot, System File Checker, DISM and, when appropriate, CHKDSK.

What is ToolMemoryOptimizer.exe?

ToolMemoryOptimizer.exe is the process name associated with WinUtilities Free Memory or WinUtilities Professional, products made by YL Software. It is a memory-optimization component, not a file required by Windows itself. File.net identifies it as a non-system executable, and ProcessChecker records recurring WinUtilities installations in Program Files, including version 6.x examples.

The name alone does not authenticate a file. An attacker can give a malicious program the same filename so it looks familiar in Task Manager. Catalog entries are observations of files seen in the wild, not proof that every copy is safe. Treat the path and the file’s current behavior as more useful evidence than the spelling of the name.

Where a legitimate copy is normally installed

  • C:Program FilesWinUtilities
  • C:Program Files (x86)WinUtilities

A copy in C:Windows, C:WindowsSystem32, a temporary folder, a downloads folder or an unrelated random user-profile directory deserves additional scrutiny. Those locations do not prove that the file is malicious, but they are not the recurring WinUtilities locations recorded by the file catalogs.

Is ToolMemoryOptimizer.exe safe or a virus?

It can be a legitimate WinUtilities component, an unwanted program, or a malicious imitation. Decide from several independent signals: the full path, the publisher and signature, the file hash, what the process does, and an up-to-date security scan. A digital signature is useful evidence but is not a guarantee; ThreatInfo specifically warns that a signed file can still require hash, location and detection checks.

How to interpret the available reputation claims

ThreatInfo has listed observed samples under the PUP.WinUtilities label. “PUP” means potentially unwanted program; it does not by itself establish that every WinUtilities installation is malware. Microsoft Security Intelligence describes Win32/WinOptimizer as unwanted software that can install other unwanted software and says Microsoft security software detects and removes it.

File.net displays “12% dangerous” for the filename. That is an undated third-party heuristic, not a Microsoft measurement, prevalence study or universal probability that your file is unsafe. No authoritative source establishes a safety percentage or a failure rate for ToolMemoryOptimizer.exe.

Why the process may keep running

WinUtilities can start its memory-optimizer component while the parent application is installed. A process that returns after a restart may therefore be normal for that installation. It can also indicate that unwanted software is still present, that the executable was launched from a different location, or that a startup component was not removed. Record the path each time instead of assuming that two identically named processes are the same file.

How do I check ToolMemoryOptimizer.exe safely?

Use this sequence before removing anything. It keeps a potentially useful path and scan result available while you determine whether the file belongs to WinUtilities.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open the file location from Task Manager. Press Ctrl+Shift+Esc, find ToolMemoryOptimizer.exe on the Processes or Details tab, right-click it and choose Open file location. Copy the complete path into a note. A path inside one of the two WinUtilities Program Files folders is consistent with the cataloged product; a Windows system directory, temporary directory, download directory or unrelated profile path calls for stronger scrutiny.
  2. Inspect Properties. Right-click the executable, choose Properties, and review the Details tab for a product and company name. On Digital Signatures, inspect the signer and whether Windows reports that the signature is valid. A signature is only one signal, so do not clear the file solely because it is signed or signed by a familiar-looking publisher.
  3. Update Microsoft Defender security intelligence. Open Windows Security, choose Virus & threat protection, select Protection updates, and check for updates. Scan the exact file and then run a Full scan so other components are checked as well.
  4. Use Microsoft Defender Offline if the unwanted software remains active. In Windows Security > Virus & threat protection > Scan options, choose Microsoft Defender Offline scan. Save work first; Windows restarts and scans before the normal desktop loads. This is particularly useful when a process returns immediately or interferes with a normal scan.
  5. Record the result before taking action. Note the detected name, the path and whether Defender quarantined or removed the file. If Defender reports no detection but the path is unusual, do not treat that absence as a guarantee; continue with the parent-program and signature checks.

What to do if a pop-up tells you to call support

Do not call a phone number shown by a pop-up claiming to be Windows support. Microsoft’s scam guidance explains that fake pages can imitate Windows errors and that genuine Windows errors do not ask you to telephone a support number. Close the browser or window, run the Defender checks above, and use Microsoft’s normal support channels if you still need help.

Should I delete ToolMemoryOptimizer.exe?

Usually, no. Deleting an isolated executable while its parent application is installed can leave behind broken shortcuts, startup entries and uninstall data, and it may not remove a second copy in another directory. Remove the parent program when you do not want WinUtilities; isolate or quarantine a detected threat through your security software.

What you find Most appropriate response
WinUtilities path, expected publisher, no Defender detection, and you still use the program Keep the installation, monitor its behavior and install updates only from a trusted publisher source.
WinUtilities path but you no longer want the program Uninstall WinUtilities, restart, and scan again instead of deleting only the executable.
Unexpected path or a Defender detection Let Microsoft Defender quarantine or remove it, then run a full scan; use Defender Offline if it returns.
Uninstall fails or leaves an error Use Microsoft’s Program Install and Uninstall troubleshooter, then apply the Windows repair sequence for the remaining symptom.

How do I uninstall WinUtilities and remove the process?

  1. Open Settings > Apps > Installed apps. Search for WinUtilities, select the menu next to it and choose Uninstall. On older Windows editions, open Control Panel > Programs and Features, select WinUtilities and choose Uninstall.
  2. Complete the uninstall wizard, then restart Windows. A restart closes handles that can keep the executable loaded and allows you to see whether it is recreated.
  3. After signing in, check Task Manager and repeat Open file location if the process is still present. Run an updated Defender full scan again.
  4. If the application is not listed, or the wizard reports that required data is missing, do not download a replacement executable from an arbitrary EXE or DLL website. Use Microsoft’s Program Install and Uninstall troubleshooter, which is designed to repair corrupted registry keys and incomplete installation or uninstallation data.

Uninstalling the parent application is the cleanest option when the file is merely unwanted. If Defender identifies the file as unwanted software, follow the security product’s quarantine or removal result rather than restoring it simply because the filename looks familiar.

How do I fix ToolMemoryOptimizer.exe errors after removal?

An error that remains after WinUtilities is gone may be a Windows component, startup, application, image or disk problem rather than a missing copy of ToolMemoryOptimizer.exe. Apply the least invasive checks first, and open an elevated terminal when a command requires administrator rights.

1. Install pending Windows updates

Open Settings > Windows Update, select Check for updates, install available updates and restart. Updates can replace damaged components and resolve compatibility problems that appear as an application error.

2. Try a clean boot

A clean boot starts Windows with a minimal set of services and startup programs. If the error disappears in that state, a background application or service is interfering. Re-enable items in groups after testing so you can identify the conflict, then return Windows to normal startup when finished. A clean boot is a diagnostic step; it does not remove the underlying program by itself.

3. Run System File Checker

Open Windows Terminal (Admin) or Command Prompt (Admin) and run:

sfc /scannow

Wait for verification to finish and follow the result message. System File Checker repairs protected Windows system files when it can. Close other programs and do not interrupt the scan.

4. Repair the Windows image with DISM

If SFC reports that it could not repair files, or if Windows component corruption is suspected, run this command in an elevated terminal:

DISM.exe /Online /Cleanup-image /Restorehealth

When DISM completes, restart and run sfc /scannow again. Administrator rights are required, and the operation can take time while Windows checks and repairs its component store.

5. Check the disk when symptoms point to storage errors

Use CHKDSK when the error appears with disk warnings, file-system messages, unexplained corruption or repeated read failures. In an elevated terminal, run:

chkdsk

That command checks the volume and reports its condition. Windows may require a scheduled check at restart for repairs that need exclusive access; read the prompt carefully before accepting a reboot. Back up important files before any repair that could affect a failing drive.

Which fix should I try for my specific symptom?

Match the remedy to the evidence instead of repeating every repair command for every case.

Defender detects the file or it returns from an unusual location Malware or potentially unwanted software Update Defender, run a full scan, use Defender Offline if it persists, and remove the unwanted parent program.

What mistakes should I avoid?

  • Do not trust the filename alone. “ToolMemoryOptimizer.exe” can describe different files in different folders.
  • Do not equate a valid signature with safety. Check the path, hash, behavior and Defender result together.
  • Do not delete a running file as the first repair. Remove the parent application or use quarantine when security software identifies a threat.
  • Do not download a replacement from an arbitrary EXE or DLL site. Microsoft advises downloading applications only from trusted sources, such as the Microsoft Store or the software publisher.
  • Do not follow scare-pop-up instructions. Windows errors do not require calling a phone number displayed by a web page.
  • Do not assume a clean scan proves the file is wanted. A program can be unwanted without being detected as malware, so your decision should also reflect whether you installed and still need WinUtilities.

If you prefer an optional shortcut after trying the manual checks, Outbyte PC Repair can address more than 100 common Windows issues where possible, tune settings that affect CPU, RAM and disk load, clean temporary and cache files, check Windows settings and missing updates, provide privacy and vulnerability checks, and keep an app-crash log. It runs on Windows 11, 10, 8 and 7, offers a free trial by category for at least two days, and then requires a subscription; it complements antivirus protection and does not replace it, and results vary.

Frequently asked questions

Why might Defender call WinUtilities a PUP instead of a virus?

Potentially unwanted software can be bundled with other software, change settings or install additional unwanted components without behaving like a self-spreading virus. The PUP.WinUtilities label describes a detection category, not a finding that every file with this name is malicious. Review the exact path and detection details before deciding whether to keep the parent application.

What if the Properties window has no digital signature?

An unsigned file is not automatically malware, but the missing signature removes one source of identity evidence. Give more weight to its location, installation history, hash and scan results, and avoid running it until those signals make sense together.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I reinstall WinUtilities after removing a suspicious copy?

Only obtain the installer from YL Software or another source you independently trust, and scan the installer before opening it. Do not replace one questionable executable with a separately downloaded file that merely has the same name.

Why does the error return after SFC says it repaired files?

SFC repairs protected Windows files, but it does not remove a third-party startup entry or repair a failing disk. If the process or message returns, check whether WinUtilities is still installed, test with a clean boot, and investigate disk symptoms with CHKDSK rather than repeating SFC indefinitely.
