An older package blocks the installer

Can a newer Visual C++ package replace Visual Studio 2010 SP1?
Do not assume it can. Visual Studio 2010 SP1 reached the end of extended support on July 14, 2020, making it legacy software, but an older application can still require its specific runtime.
