wampserver3.2.3_x64.exe is the 64-bit Windows installer for WampServer 3.2.3, a local web-development package that bundles Apache, PHP, MySQL and/or MariaDB, phpMyAdmin, and Adminer. What the filename does and does not prove
The name can tell you the product family, release number and intended operating-system architecture, but it cannot prove who built a particular copy. Malware can be renamed to look like a legitimate installer, and a damaged download can retain the correct name while failing to install. Location, provenance, hash and a current security scan are therefore more useful than the filename alone.
A file in a normal browser-download directory after you intentionally visited WampServer’s site is expected. A same-named executable found in a Windows system folder, a temporary directory created by another program, or an unsolicited attachment should be treated as untrusted until its origin and checksum are established.

The 3.2.3 update was described as cumulative: it updated Wampmanager, did not require installing earlier 3.0.1–3.2.2 updates first, and was intended to retain existing Apache, PHP, MySQL, MariaDB settings, local sites and databases. Those statements describe that release’s design; they are not a guarantee that an old installer will preserve every modern configuration.
For a new project, treat these versions as a compatibility reference rather than a target. An application may depend on a particular PHP branch or database behavior, but legacy components should not be selected merely because the installer is familiar. Test the application against a maintained release whenever its code and extensions permit it.
Is wampserver3.2.3_x64.exe safe?
A filename alone cannot establish that an executable is safe. A copy obtained from the official WampServer download and carrying SHA-256 hash 4749aaa7d13187656ac7e057ada5d6e7c0ff40d56d573b0b6b0e8e11ad44a76a is consistent with the package metadata published for 3.2.3. A historical WAPT record described that same hash as “Image OK” with no detections, but the record dates from 2021 and is not a current malware guarantee.

Verify the source before opening it
- Check the download location. Prefer the official WampServer download. If the file came from an unknown mirror, a file-sharing site or an unsolicited message, do not run it; obtain a fresh copy from the official source instead.
- Inspect the signature. In File Explorer, right-click the executable, select Properties, open Digital Signatures, and inspect the signer and status. The available 3.2.3 records do not establish the original installer’s Authenticode status, so a missing or invalid signature means you should rely on an official download and hash comparison rather than the name.
- Calculate the SHA-256 value. Open PowerShell in the folder containing the file and run:

Why are both x86 and x64 runtimes needed?
“x64” describes the installer’s target operating system, not every binary that WampServer may launch. On a 64-bit Windows installation, some bundled or optional components can still be 32-bit. Microsoft’s guidance is that the runtime architecture must match the application architecture, which is why WampServer asks for both x86 and x64 Visual C++ packages. Installing only the x64 package can leave a 32-bit component unable to load its runtime DLL.

How do I install or repair WampServer safely?
Follow the sequence below. It separates file verification, prerequisites, service conflicts and data protection so that a failed step does not destroy an existing development environment.
1. Back up an existing installation
If WampServer is already installed, do not begin by running 3.2.3 over it. Export each database to SQL from phpMyAdmin, Adminer or the relevant command-line client, and copy your project files and custom configuration to a separate location. Include any virtual-host definitions, PHP configuration changes and application uploads that are not stored in your project directory. Keep the backup outside the Wamp directory so an uninstall or replacement cannot remove both copies.
2. Confirm the platform prerequisites
- Use an NTFS disk or partition.
- Sign in with administrator rights.
- On 64-bit Windows, install both 32-bit (x86) and 64-bit (x64) Visual C++ packages for the VC9, VC10, VC11, VC13 and VC14 generations requested by WampServer. A 64-bit operating system can still need x86 runtimes because individual components may be 32-bit; Microsoft’s runtime guidance requires the library architecture to match the application.
- Close or reconfigure software that listens on port 80. IIS and Skype are specifically called out in WampServer’s prerequisites, as are other web-server instances.
3. Choose a clean installation path
Use a short root-level directory such as C:wamp or D:wamp. Avoid spaces and diacritics in the path. Do not select a folder containing another WampServer installation, and do not place the stack inside a protected system directory where service permissions become harder to diagnose.
4. Run the verified installer
After the hash and security scan pass, right-click the executable and choose Run as administrator. Select the intended installation directory and allow the installer to finish before launching browsers, database tools or other server packages. If setup reports a missing runtime, stop and install the requested Visual C++ packages instead of copying DLL files from an untrusted website.

5. Find a port-80 conflict
If Apache does not start, identify the process holding port 80. In an elevated Command Prompt, run:
netstat -aon | findstr :80Note the process ID (PID), then identify it with:
tasklist /FI "PID eq 1234"Replace 1234 with the PID shown on your computer. Stop or reconfigure the responsible service only if you know it is safe to do so. For IIS, that may mean stopping the corresponding Windows web-service components; for another Apache installation, close or reconfigure the duplicate instance. Restart WampServer after the port is available. Changing Apache to another port is possible only if you also update the local URLs and any application settings that expect port 80, so resolving the conflict is usually the simpler first test.
6. Repair wampmanager.ini errors
Messages such as [EparseError] or “Could not execute run action” point to a missing or malformed Wampmanager configuration in WampServer’s documented troubleshooting guidance. Close WampServer, keep a backup of the current installation, and use the configuration-aware repair utility provided on the official tools page. Avoid downloading a replacement INI file from a random forum because paths and enabled modules are specific to each installation. If the repair tool cannot work with the existing directory, preserve the backup and perform a clean, side-by-side installation instead of deleting configuration files blindly.
7. Test the local stack
Once Apache starts, open the local WampServer start page and test a small PHP file and a local database connection. Confirm that the intended PHP version, database service and administration interface respond before importing production-like data. Keep testing on the local machine while you finish configuration; do not expose an installation that still uses default credentials or unreviewed virtual-host settings.
What should I do if Windows 7 is involved?
A WampServer maintainer stated on January 5, 2021, that Windows 7 was obsolete and no longer supported by the full 3.2.3 installers. An older 3.2.0 option was mentioned, but without a guarantee that every add-on and update would continue to work. For a new setup, move to a supported Windows release rather than forcing the 3.2.3 installer onto Windows 7. If an old project must remain on Windows 7, isolate it, keep it local, and treat compatibility as an experiment rather than a supported configuration.
Should I reinstall 3.2.3 or move to a newer WampServer?
Reinstall only when you have verified the installer, backed up databases and confirmed that your project requires the older component versions. WampServer’s current full-installer page lists version 3.4.0 and warns that newer PHP 8.2–8.5 builds should replace older vulnerable PHP versions. A current release is generally the better starting point for a new project, provided your code and extensions support its PHP and database versions.

Never install a new WampServer release directly over an existing installation. The official instructions warn that doing so can break the setup and put databases at risk. Instead:
- Export every database and copy project files.
- Record the PHP versions, enabled extensions, Apache modules and custom virtual hosts your applications need.
- Install the supported release in a separate directory.
- Restore projects and databases, then test each application before removing the old directory.
The 3.2.3 notes describe that particular update as cumulative and designed to preserve settings and local data, but that historical behavior should not be assumed for an unrelated upgrade path.

phpMyAdmin initially uses the database account root with no password. That arrangement is intended for a local development environment and becomes dangerous if database access is reachable beyond the computer. Set a strong password before allowing any access from another device, and keep the server bound to local use unless you have deliberately configured authentication, firewall rules and a deployment environment suitable for network exposure.
Do not treat a local WampServer installation as a production server. The legacy PHP and database versions in 3.2.3 also make migration to a maintained stack important when an application will handle real users or data.

Can I delete the installer after WampServer is working?
Yes. Once installation succeeds and you have retained any required installation media, the downloaded executable can be archived or deleted. Removing the installer does not remove the WampServer files or databases already installed in your Wamp directory.
Does “x64” mean every PHP module in the package is 64-bit?
It identifies the installer package as intended for 64-bit Windows, not a promise that every bundled or optional component has the same architecture. Install both x86 and x64 Visual C++ runtimes when WampServer’s prerequisites request them.
Will uninstalling WampServer automatically preserve my databases?
Do not rely on an uninstaller to protect data. Export SQL backups and copy project files before uninstalling or migrating, then verify that the backups can be restored in the replacement installation.

Can I let another computer connect to my WampServer database?
Only after deliberately configuring network access, authentication and firewall rules. The default root account has no password, so keep an unmodified installation local and set a strong password before permitting any remote connection.

Why does Apache remain stopped after installation succeeds?
Port 80 is commonly occupied by IIS, Skype, another Apache instance or another service. Run netstat -aon | findstr :80, identify the PID with tasklist, then stop or reconfigure the conflicting service if doing so is safe.
What does an [EparseError] message mean?
