NO LAW is not a pirate-surfing game, and it is not a released rival to Cyberpunk 2077. Neon Giant’s upcoming first-person RPG is planned for 2027 and is set in Port Desire, a decadent, vertical industrial port city with no formal regulations. It combines stealth, investigation, conversation, gadgets and direct gunplay, then makes the consequences of those choices persist. The result could appeal to Cyberpunk 2077 and immersive-sim fans, but its compact setting, single-player focus and unreleased status matter as much as the genre comparison.
What kind of game is NO LAW?
NO LAW is a single-player, first-person, story-rich cyber-noire shooter with RPG and immersive-sim elements. Steam lists it under Action, Adventure and RPG, with tags including Cyberpunk, Open World, Stealth, Investigation, Choices Matter and Immersive Sim.

You play Grey Harker, an ex-military veteran recovering from near-fatal injuries who wants a quiet life. That peace ends when trouble reaches him, forcing an investigation and a series of decisions about how to respond.
Where is NO LAW set?
The game takes place in Port Desire, a lawless port city built around neon sleaze, heavy industry, dense greenery and vertical architecture. The setting is described as open and interconnected, but available material does not establish a map comparable in size or production scope to Night City.

Is NO LAW like Cyberpunk 2077?
Only in the broad sense: both are first-person RPGs built around a cyberpunk city and player-directed violence. NO LAW should not be treated as having Cyberpunk 2077’s scale, systems or content until the developer reveals more.
| Comparison | NO LAW | What the comparison does—and does not—mean |
|---|---|---|
| Setting | Port Desire, a compact, vertical, lawless port city | Cyberpunk atmosphere and urban freedom, not proof of a Night City-sized world |
| Play style | Stealth, conversation, investigation, gadgets and firearms | A shared emphasis on choice; the underlying systems may differ substantially |
| Consequences | NPC deaths and lost services can persist | A more explicitly permanent form of world change than a simple quest-choice flag |
| Availability | Planned for 2027; not currently playable on Steam | This is a preview of a forthcoming game, not a review of a finished release |
Can you play NO LAW stealthily?
Yes. The announced design supports stealth as a complete approach rather than a bonus route. Developers have described objectives that can be solved through infiltration, social interaction, investigation or force.

- Move through air ducts and use vertical routes.
- Bypass locks and investigate the environment for alternate access.
- Use tasers, other science-fiction devices and improvised tools.
- Talk your way through situations where conversation is available.
- Use firearms, explosives or close-range force when stealth is no longer practical.
GamesRadar’s preview says progression is not awarded for choosing combat over stealth. That suggests the game is designed to support a preferred style instead of quietly treating one route as the correct answer.

Do choices permanently affect NO LAW?
They are intended to. Developers told GamesRadar that every NPC can be killed and that “death is always permanent.” Killing a shop owner or weapons vendor can therefore remove that service from the city rather than merely changing a later line of dialogue.
This creates a direct trade-off: a violent solution may be faster, but it can close resources you would otherwise use. The same philosophy applies to mission routes and outcomes, with Steam promising alternate paths and new results across repeat playthroughs.
What permanent consequences could mean in practice
- A dead vendor may make a shop or weapons service unavailable for the rest of the playthrough.
- Removing an NPC can alter who is present in later scenes.
- Different investigation choices can open or close routes to an objective.
- Replay value comes from seeing how other decisions reshape the city, not simply from repeating combat encounters.
Creative director Arcade Berg summarized the design philosophy with the line, “You can’t play No Law wrong.” That does not mean every decision is harmless; it means the game is intended to recognize divergent solutions rather than mark one play style as a failure.

Does NO LAW have pirate or surfing mechanics?
There is no substantiated evidence of pirates, surfing or water-sport systems in the published descriptions. Port Desire is a port city, which may explain the nautical wording in the promotional hook, but Steam and GamesRadar describe its lawlessness, verticality and industrial atmosphere—not pirate factions or surfing gameplay.
Until Neon Giant provides specific information, treat “pirate-surfing anarchy” as colorful shorthand rather than a feature list.
When does NO LAW release, and is it on Steam yet?
NO LAW is planned for release in 2027. The Steam page is a listing for the forthcoming game, not a playable full release, and system requirements are currently unspecified. No launch date, price, performance target or final platform details have been established in the available information.

What prospective players should know now
- The developer is Neon Giant and the publisher is KRAFTON, Inc.
- It is designed as a single-player experience.
- Steam currently shows no user reviews because the game is unreleased.
- There is no confirmed boxed edition, guide, accessory or other physical product to buy.
- Any PC upgrade decision would be premature while requirements remain undisclosed.
Who should watch NO LAW?
It is most relevant to players who want a first-person RPG where stealth, investigation and violence are all legitimate tools, and who are comfortable with irreversible outcomes. The strongest differentiator is not the cyberpunk label; it is the promise that killing or sparing ordinary people can change the services and routes available later.

Can you kill every NPC in NO LAW?
Developers have said every NPC can be killed, with death remaining permanent. The practical result is that eliminating an NPC who runs a shop or weapons service can permanently remove that service.

The announced format is single-player. No multiplayer mode has been confirmed in the available Steam description.
Are NO LAW’s PC system requirements available?
Not yet. Steam currently leaves the requirements unspecified, so hardware recommendations and performance expectations cannot be stated reliably.
Is Port Desire bigger than Night City?
There is no evidence to support that comparison. Port Desire is described as a vertical, lawless port city, but its final map size and production scope have not been disclosed.
