A video-game launch pop-up, demo tour, branded fan event, or temporary advertising installation in the City of Miami generally starts with the City of Miami Special Event Permit. The permit is required when a limited-duration activation uses temporary structures, entertainment or merchandise, changes public access, or needs coordinated city services. The correct process changes if the address is in Miami Beach or another municipality, in unincorporated Miami-Dade, in a county park, or on private property controlled by a venue owner.
Plan the permit stack from the exact street address, not from the marketing name “Miami.” Attendance, tents, stages, generators, rides, food, alcohol, amplified sound, filming, sidewalks and street effects can each add reviews or separate approvals.

Start with the jurisdiction, not the event concept
“Miami” can mean the incorporated City of Miami, Miami Beach, another municipality, unincorporated Miami-Dade County, or a county-owned park. Each can have a different application, fee schedule, insurance language, inspection process and deadline. A private venue may also impose its own approval requirements even when the public authority does not treat the activation as a city event.

An event inside the City of Miami should be screened against the City’s Special Event Permit rules. An activation in a county park follows Miami-Dade Parks’ separate Special Events process. An event in another incorporated city cannot safely rely on a City of Miami approval.
When a City of Miami gaming activation needs a Special Event Permit
City code states: “It shall be unlawful to conduct or engage in a Special Event without first obtaining an approved Special Event Permit.” A promotional gaming event is likely to fit the special-event framework when it is temporary and involves public participation, entertainment, merchandise, temporary facilities or an effect on public access.
Common examples that should be treated as special events
- A launch-day pop-up with playable demo stations and a queue.
- A branded fan festival with a stage, tournament, host or performers.
- A traveling demo truck or trailer that sets up in a lot or curbside area.
- A temporary advertising installation that uses fencing, tents, lighting, sound or other structures.
- A sidewalk activation that places equipment or a queue outside the normal building footprint.
- A merchandise launch with organized lines, security, entertainment or public-space effects.
A small gathering in a permanently occupied private room may have a different review path, but the absence of a stage does not by itself eliminate permitting. Explain the complete operation to the authority instead of assuming that a “marketing” label makes it exempt.

The City of Miami application is organized by expected attendance. Use the highest realistic number for the event, including guests, participants, staff, vendors and performers when the application asks for total attendance or occupancy information.
| City category | Attendance | Minimum application lead time | Fee information |
|---|---|---|---|
| Small | Up to 250 people | At least 30 days before the event | Current page lists a $250 application fee for events with up to 1,000 attendees as of May 15, 2025 |
| Medium | 251–1,000 people | At least 30 days before the event | Current page lists a $250 application fee for events with up to 1,000 attendees as of May 15, 2025 |
| Large | More than 1,001 people | At least 45 days before the event | Confirm the current large-event fee with the City |
The $250 figure is the City’s application fee shown on the current page for events with up to 1,000 attendees; it is not a promise that the entire permit stack will cost $250. Departmental reviews, inspections, police or fire coverage, equipment, insurance and separate county or state approvals can add cost. Applications submitted after the stated deadline can have doubled fees, so a late filing is both more expensive and riskier for a fixed launch date.
How to calculate a defensible attendance estimate
Use expected peak occupancy, not only the number of invited VIPs. Count simultaneous players, spectators, people waiting in line, staff, vendors, talent and security. If attendance will be ticketed, provide the ticket cap and release schedule. If the activation is open to the public, explain how queues will be managed and how many people can be inside each tent, trailer or room at once.

What to put in the City application
The City needs an operational picture, not just a name and date. Submit a site plan and narrative that account for every physical and public-facing element.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDescribe the footprint
- Gaming stations, consoles, PCs, displays and furniture.
- Queues, check-in points, crowd-control lanes and accessible routes.
- Tents, stages, platforms, fencing, barricades and branded structures.
- Generators, temporary power distribution, lighting and cable protection.
- Restrooms, hand-washing facilities and waste containers.
- Vehicles, trailers, loading times and parking or curb occupancy.
Describe the program
- Operating hours, setup and teardown windows.
- Tournaments, demonstrations, hosts, performers and scheduled programming.
- Amplified sound, music, announcements and lighting effects.
- Merchandise sales, giveaways and any age or identity checks.
- Food service, sampling, cooking equipment and beverage service.
- Alcohol service, if any, including the area, server and security plan.
- Filming, photography, livestreaming and areas where members of the public may appear.
The City says its Special Event Permit can delineate tents, temporary structures, barricades and fencing. Omitting an item because a vendor will supply it can create a mismatch between the approved plan and the event that actually opens.
City department referrals you may encounter
After the lead application, the City can refer the proposal to departments whose requirements depend on the site and activities. Possible referrals listed in City code include:
- Building
- Fire
- Office of Film and Entertainment
- Police
- Public Works
- Risk Management
- Solid Waste
- Zoning
Other departments can be involved as circumstances require. A referral is not necessarily a separate permit, but it can require drawings, insurance certificates, inspections, staffing plans or revised layouts. Ask the event coordinator which referral is open, what document is missing and whether the condition must be satisfied before approval or before opening.
Building and structural review
Temporary structures, stages, platforms, large tents, electrical installations and unusual displays may require building review or permits. Provide manufacturer specifications, anchoring details, flame-resistance documentation and an electrical layout when requested. Do not assume that a structure rented for one day is exempt because it is temporary.
Fire and life-safety review
Fire review can address occupancy, exits, aisle widths, tent placement, generators, fuel, cooking, emergency access and fire extinguishers. Keep exit routes clear of demo queues, merchandise racks and power cables. If the plan changes after inspection, obtain approval for the change rather than moving equipment informally.

Police, traffic and public works
Police or Public Works involvement is more likely when an event uses a sidewalk, curb, street, parking lane or traffic-control devices. Submit a pedestrian and vehicle plan showing barricades, crossings, delivery windows and emergency access. A private venue agreement does not authorize use of a public right-of-way.
Film and entertainment review
Filming or a livestream can trigger review by the Office of Film and Entertainment, especially when cameras, lighting, crews or equipment affect public space. Identify the filming area, equipment footprint, hours and crowd-control method in the initial package.
County and state add-ons for Miami-Dade events
Miami-Dade guidance warns, “Yes, you may need additional permits.” County or state approvals can sit alongside a City of Miami Special Event Permit rather than replace it.
Recommended Free Tools
Tents and temporary facilities
Miami-Dade identifies building permits for examples such as tents larger than 10 by 10 feet. The exact threshold and review depend on the site and structure, so provide dimensions and anchoring information before ordering. A tent supplied by a production company still needs to be included in the permit plan.
Rides and electrical hookups
Mechanical amusement rides and their electrical hookups are examples of activities that can require building permits or additional inspections. A gaming activation that adds a simulator, motion ride or other mechanical attraction should disclose the equipment, operator, power source and inspection documentation.
Zoning, fire and food service
County guidance identifies zoning-use review, fire inspection and food-service approvals as possible requirements. Food trucks, caterers, sampling tables and cooking equipment can change the review even when food is free. Provide the food operator’s credentials and service method, and confirm whether temporary food approval is needed for the location and dates.

Alcohol
A temporary alcohol permit may be required when alcohol is served or sold. State and county alcohol rules can apply in addition to the event permit. Define the service boundary, age verification, security, responsible server and closing procedure before submitting the plan.

County-park activations use a separate Miami-Dade Parks process
An event in a Miami-Dade County park is not handled solely through the City of Miami process. A qualifying park event requires a Miami-Dade Parks Special Events Permit and a package tailored to the event class, attendance and duration.
Park application classes and example deadlines
| Park class | Published example filing deadline | Planning implication |
|---|---|---|
| Class A | 120 days before the event | Use for the longest or most complex park timelines identified by the county |
| Class B | 60 days before the event | Allows county review, insurance and operational coordination |
| Class C | 21 days before the event | Still requires a complete package before the shorter window closes |
| Class D | 10 days before the event | Applies only where the county classifies the activation in this shortest category |
These are published example deadlines by class; the county determines which class fits the proposed activity. A gaming pop-up with structures, high attendance, vendors, sound or extended duration may not qualify for the shortest timeline.
What the park package can require
- Insurance certificates and required coverage wording.
- Indemnification documents.
- Organizational records and authorized-signatory information.
- Site, crowd, sanitation and emergency plans.
- Possible police or fire coverage and associated staffing.
- Vendor, food, alcohol, structure and electrical details.
Miami-Dade Parks expressly says: “Please do not promote or publicize an event if you have not completed an application package and received final approval.” Do not publish a park launch date, buy media or distribute invitations on the assumption that an application will be approved.

Sidewalk activation
A sidewalk demo station or queue can affect pedestrian capacity, accessibility and right-of-way operations. Show the occupied width, accessible path, barricades, hours, security and cleanup plan. Obtain the authority’s approval before placing equipment, even if the sidewalk borders a private storefront.

- Compatible with Wide Screens - To ensure compatibility with the dual monitor mount, your each monitor must meet three conditions at the same time: First, computer screens size range: 13 to 32 inches. Second, screen weight range: 4.4 to 19.8 lbs. Third, the back of the monitor screen must have VESA mounting holes with a pitch of 75x75mm or 100x100mm.
- Regarding the compatibility with desks - Your desk must meet three conditions at the same time: First, desk material: Only wooden desks are recommended, plastic or glass desks cannot be used. Second, desk thickness range: 0.59" - 3.54". Third, the bottom of the desk should not have any cross beams or panels, as this will interfere with installation. We recommend carefully checking that your desk and monitors meets all above conditions before purchasing.

Built-in cable management guides wires along the arms, keeping cords out of sight and out of the way. Enjoy a tidy, modern workstation that looks as good as it feels to use.
Private indoor venue
An event entirely inside a compliant private venue may reduce public-right-of-way issues, but it can still need special-event, fire, building, zoning, food, alcohol, filming or insurance review. Ask the venue for its certificate of occupancy, maximum occupancy, house rules and required vendor documents. The venue’s approval does not automatically replace a government permit.
A permit-planning workflow for a Miami game launch
- Map the jurisdiction. Confirm the street address, municipality, landowner, venue operator and right-of-way controller.
- Set the attendance category. Estimate peak simultaneous occupancy and classify the City event as small, medium or large where applicable.
- Build one complete site plan. Draw structures, queues, exits, accessible routes, power, sound, vehicles, restrooms, food and waste locations.
- File the lead application early. For City small and medium events, target at least 30 days; for large events, at least 45 days. County-park classes can require 120, 60, 21 or 10 days.
- List every add-on. Flag tents over 10 by 10 feet, stages, rides, generators, food, alcohol, amplified sound, filming and street or sidewalk use.
- Answer referrals quickly. Track Building, Fire, Police, Public Works, zoning, film, risk-management and sanitation requests in one checklist.
- Collect vendor documents. Obtain insurance, structural specifications, electrical information, food credentials, alcohol documentation and staffing plans.
- Revise before approval. If the layout, attendance, hours or program changes, ask whether an amended plan or new review is required.
- Wait for written approval. Keep the approved permit, site plan, inspection records and vendor contacts onsite during setup and operation.
Common failure points and how to avoid them
Filing with the wrong authority
An address described casually as “Miami” may actually be in another municipality or a county park. Verify jurisdiction before paying an application fee.
Understating attendance
Using only invitation counts can produce an unsafe or incorrect category when walk-ins, staff and queues are included. Base the plan on peak occupancy and explain capacity controls.
Submitting a bare event description
“Game launch” does not tell reviewers where tents, generators, queues, cables or food will go. Attach a scaled layout and operational narrative.
Adding vendors after approval
A late food truck, alcohol sponsor, stage or filming crew can trigger new reviews. Include likely vendors at the first submission and obtain approval for substitutions.
Promoting before county-park approval
County Parks specifically prohibits promotion before a complete package receives final approval. Hold public announcements until approval is in hand.
Assuming the main permit covers everything
The special-event approval may coordinate referrals, but it does not automatically satisfy building, fire, food, alcohol, zoning, ride, filming or right-of-way requirements. Request a written list of outstanding conditions.
What to verify before contracts and public launch
- The approving authority and exact permit name.
- Application deadline, current fee and any late-filing surcharge.
- Attendance category and occupancy limit.
- Insurance limits, additional-insured wording and indemnification.
- Building, tent, stage, ride and electrical approvals.
- Fire inspection, emergency access and security staffing.
- Food-service and temporary alcohol requirements.
- Sound, filming, sidewalk, curb and street permissions.
- Setup, teardown, waste and restoration obligations.
- Whether every permit and inspection record will be available onsite.
Because requirements and fees can change, have the venue owner and the authority with jurisdiction confirm the current checklist, insurance wording, fire and occupancy requirements, noise rules, filming approvals and right-of-way permissions before committing to a date.
