For most survival players, spend your first Netherite Ingot on the diamond pickaxe you use most. Its extra durability benefits everyday mining and building. If your next priority is a dangerous fight or trip, upgrade the armor piece you rely on most instead. There is no official best-first ranking: the right choice depends on what you will do next.
Choose based on what you will do next
Netherite upgrades improve diamond equipment rather than creating a separate set of tools and armor. Mojang describes the material as a way to advance gear while preserving diamond’s value (Mojang’s overview of the Netherite Ingot). In practical terms, weigh how often you use an item against whether mining or survival is your immediate concern.

- Mining, building, or ordinary progression: upgrade your most-used pickaxe.
- A dangerous expedition or combat challenge: favor the armor piece you wear most consistently or most need to strengthen.
- Frequent fighting: a sword is a reasonable option, especially if it is your main weapon.
- A specialized routine: choose the enchanted diamond tool you use most, such as an axe, shovel, or hoe.

Why a pickaxe is the practical default
A pickaxe tends to serve across many survival activities: mining, gathering building materials, and general progression. Netherite items have greater durability than diamond items, so upgrading a frequently used pickaxe can make that extra durability useful in routine play. The cited Java guide lists pickaxe attack damage as 6 for netherite and 5 for diamond, but that figure is not a special mining-speed bonus (Minecraft Wiki’s Java Edition Nether Update guide). The available sources do not establish a unique mining-speed increase for a netherite pickaxe.

When armor is the better first upgrade
If your next outing is likely to put you in danger, armor can be a more valuable first use of the ingot than a tool. The cited Java Edition guide lists each netherite armor piece as gaining one point of armor toughness and one point of knockback resistance compared with its diamond counterpart. It does not establish a larger netherite-specific bonus for one armor slot, so choose based on what you wear reliably and where you feel least protected.
When to choose a sword or another tool
Sword
A sword makes sense if combat is central to your play. In the cited Java Edition reference, a netherite sword has 8 attack damage compared with 7 for diamond, as well as the general durability improvement. That one-point difference does not make it better value than a pickaxe or armor for every player.

Axe, shovel, or hoe
Pick one of these first when it is essential to your routine or already carries enchantments you value. An upgraded hoe is not a general-purpose best choice, but it can be the sensible choice for a player who relies on it heavily.

Mojang says a netherite upgrade preserves the diamond item’s enchantments, current durability, and custom name. You can therefore upgrade a well-enchanted item without losing those properties (Mojang’s Netherite Ingot article). If two candidates otherwise seem equally useful, that can make the item with the enchantments you most want to keep an appealing choice.

Know the smithing-template requirement
For Java Edition, the 1.19.4 release notes document the Netherite Upgrade Smithing Template requirement. Templates are consumed when used. They appear in Bastion Remnant chests, with two guaranteed in each Treasure Room Bastion Remnant; the notes also describe duplicating one with seven diamonds, a block of its base material, and the template, producing two templates (Minecraft Java Edition 1.19.4 release notes).
In Java 1.19.4, apply the upgrade at a smithing table using the Netherite Upgrade Smithing Template, a diamond item, and a Netherite Ingot. Because the template is consumed, make sure you have one available for each upgrade you plan to make. Armor trims are separate cosmetic customizations; the same release notes state that they provide no gameplay benefit.
