The percentage beside a Steam achievement is the global share of players counted for that game who have unlocked it. If Steam shows 8%, roughly 8 out of every 100 players in Steam’s measured population for that game have earned the achievement. It is a prevalence or rarity measure, not a universal difficulty score.
Steam obtains these values through its global-achievement statistics system and displays them on Community and achievements pages. The exact denominator, rounding precision and any correction rules are not fully specified in Valve’s public documentation, so a displayed percentage should not be reverse-engineered into an exact player count.

What the percentage next to a Steam achievement means
Valve defines the figure as the percentage of Steam players of a game who have achieved a particular achievement. The Community page orders achievements from the most common to the rarest using those percentages. Steam’s ISteamUserStats API describes the same data as the percentage of players who have received each achievement for the current game globally.

That wording matters. The denominator is not described publicly as a single, universal count of everyone who owns the game, nor does Valve publish one fixed rule that applies visibly to every title. “Players of the game” is the official description; the detailed population and data-handling rules behind each displayed value are not fully disclosed.
A high percentage means the achievement is common within that game’s counted player population. A low percentage means it is rare within that population. The number does not say that a particular fraction of all Steam accounts has earned it, and it does not establish how many owners have never launched the game.
How Steam obtains and displays global percentages
The global-achievement API
Steamworks exposes a request named RequestGlobalAchievementPercentages() to fetch global achievement percentages. After the data is available, functions including GetAchievementAchievedPercent() provide an achievement’s completion percentage. These calls are asynchronous: a client requests the global data, waits for the response, and then reads the value for each achievement.
The Community interface presents the resulting values in an ordered list, from common achievements to rare ones. The number shown to a player is therefore a global statistic for that game, rather than a percentage calculated only from the player’s friends list, a country, or a particular platform view.
What public documentation does not establish
Valve’s public descriptions do not specify one displayed denominator count for every game. They also do not promise a universal number of decimal places, a single rounding rule, or a publicly documented correction formula for every update. Consequently:

- A displayed value should be treated as a rounded presentation, not an exact census.
- You cannot safely multiply a percentage by an assumed owner count to recover the number of unlocks.
- Two values that look equal may conceal small differences after rounding.
- A change of one percentage point does not necessarily represent one fixed number of new unlocks; the underlying population may have changed as well.
Is the denominator everyone who owns the game or everyone who played it?
Steam’s wording is “Steam players of the game,” not “all accounts that own the game.” That distinction prevents a simple owners-versus-players answer. Valve does not publish a universal, title-independent denominator definition that lets readers identify exactly which accounts are counted in every case.
The safest interpretation is that the figure is relative to Steam’s measured player population for that specific game. It is not a platform-wide percentage and should not be read as the share of all Steam users. Do not assume that every purchaser, gifted copy, family-sharing account, or dormant license contributes identically; the public documentation does not provide a complete rule for those categories.

Steam’s displayed percentage is sufficient to rank rarity inside the game, but not to reconstruct an exact population without additional, game-specific data from Valve.
Why a percentage can rise or fall
Global percentages are snapshots of a changing population. They can move when people start a game, continue a playthrough, unlock the achievement, or stop playing without earning it. A newly released game may show fast changes because its player population is still expanding. An older game can also shift when a sale, bundle, update, console-port promotion or major event brings in new players.
For an existing achievement, the direction is not determined only by new unlocks. If new players enter the counted population and most have not yet reached the achievement, its share can decline even while additional players are earning it. If many existing players unlock it without a comparable influx of newcomers, the share can rise.

When an achievement is added or its requirements change, the historical series may no longer be directly comparable with an earlier value. Steam’s public documentation does not promise a permanent, immutable denominator or a published revision log for every percentage, so record the date and interface when making a comparison.

A low percentage tells you that fewer counted players unlocked an achievement. It does not assign a difficulty level. An achievement can be rare for several different reasons:
- It may require a demanding combat challenge, a long survival run, or unusually precise execution.
- It may be missable, with no opportunity to earn it after a particular story choice.
- It may depend on optional content that many players never open.
- It may require a multiplayer mode, an unusual difficulty setting, or a feature that a large part of the audience ignores.
- It may have been introduced after many people had already finished the game.
- It may be affected by a bug, an unreliable trigger, or a condition that is difficult to understand.
- It may belong to a time-limited event that most owners never experienced.
These are possible explanations, not conclusions that can be drawn from the percentage alone. A high percentage can accompany a challenging task if the task is mandatory or automatically awarded. A low percentage can accompany a simple task if it is hidden behind optional content.
DLC, achievement sets and the progress total
Base-game and DLC sets
Steam’s current Achievement Sets beta groups related achievements into sets. The base-game set is available to all players. A DLC set can require ownership or access to the relevant add-on. Valve states that DLC achievements are not included in overall game progress until the player has access to that content.
That rule explains why a DLC achievement can have a very low global percentage without implying that the base game is unusually difficult. The denominator and the visible population are still presented in the context of that game’s global achievement data; do not assume that Steam automatically limits the percentage to DLC owners unless documentation for that specific game says so.

Seasonal and archived achievements
Steam supports archived achievements for content that is time-limited or no longer unlockable. Archived achievements do not block progress for users who missed them. They may still appear as part of the game’s historical achievement information, while the progress interface treats them differently from currently obtainable achievements.
Valve also notes that the total number of achievements a player can earn may differ because of add-on content, time-limited content, or archived items. When comparing completion totals, first identify the set and the player’s access to its content. A percentage attached to an archived event achievement should not be interpreted as a current estimate of how difficult the event is to complete.
How to compare two achievements correctly
Within one game, the percentage is useful for ordering achievements by prevalence. For a meaningful comparison, record the context as well as the number:

Comparing achievements across different games requires more caution. A 5% achievement in one game and a 5% achievement in another share the same displayed proportion, but their audiences, release dates, player turnover, DLC structure and requirements may be entirely different. The equal percentages do not prove equal difficulty or equal numbers of players.

A worked example without claiming Steam’s hidden counts
Suppose an imaginary game has 250,000 counted players and 12,500 have unlocked one achievement. The plain-language formula gives 12,500 ÷ 250,000 × 100 = 5%. That example illustrates the arithmetic only; Steam does not publish a universal denominator that lets you substitute those numbers for a real title.

If Steam displays 5% for a real achievement, several underlying fractions could produce that presentation after rounding. For example, a value slightly below or above 5% might be shown as 5% depending on the interface’s precision. Without the underlying counts and rounding rule, the display cannot tell you whether the achievement has exactly 12,500 unlocks, 12,499, or a different count in a different-sized population.
Where to find and interpret the number in Steam
Community achievement list
The game’s Community achievement page lists achievements with their global percentages and orders them from most common to rarest. Use that list when you want a quick rarity ranking inside the title. Check the achievement description and the game’s content requirements before treating a low value as evidence of a difficult task.
Achievements page and Global Stats
In the updated achievements experience, Valve places “Global Stats,” meaning per-achievement completion rates, behind a toggle rather than on a separate page. Achievement Sets can also show progress by set. The visible total can therefore depend on whether you are looking at the base-game set, a DLC set, or content that has been archived.
Personal progress versus global rarity
Your own achievement percentage or completion bar is a personal-progress measure. The global number beside an achievement is a population measure. They answer different questions: your progress indicates what you have earned; the global figure indicates how widespread that achievement is among Steam’s counted players for the game.
Common interpretation mistakes
- Calling it a difficulty rating: rarity records unlock prevalence, not the effort, skill or time required.
- Calling it whole-game completion: one achievement’s percentage is not an average of every achievement and does not describe how much of the game a typical player finished.
- Assuming all owners are counted identically: Valve’s public wording refers to players of the game and does not publish one universal denominator rule.
- Reading a DLC value as a DLC-owner-only statistic: access rules affect sets and progress, but the denominator should not be assumed without title-specific confirmation.
- Inferring exact player counts: rounding and undisclosed implementation details make reverse calculation unreliable.
- Treating a historical value as fixed: percentages can change as the player population and unlock totals change.
A practical method for evaluating an unusually low percentage
- Confirm the achievement belongs to the game and identify whether it is in the base-game or a DLC set.
- Check whether the achievement is archived or tied to a seasonal, multiplayer or otherwise time-limited feature.
- Read the requirement for missable choices, optional modes, high difficulty, collectibles or a specific online condition.
- Look for a trigger problem or a requirement that players commonly misunderstand, but do not treat community reports as proof of the cause for every player.
- Note the date and the displayed precision before comparing the value with another achievement or game.
- Use the percentage to describe prevalence—common, uncommon or rare—while describing difficulty separately from the requirement itself.
The most defensible conclusion is simple: Steam’s achievement percentage tells you how widespread an unlock is among the game’s counted Steam players at the time you view it. It is valuable for context and ranking, but it is not a universal difficulty score, an exact owner count, or a guarantee that two games with the same percentage present the same challenge.
