Steam’s AI disclosure is a transparency statement, not a rating. It tells you whether generative-AI tools helped create content you will consume in a game before release, or whether an AI system creates content while you play. The label can reveal whether AI affects artwork, sound, writing, localization, or a central runtime system, but it does not tell you a percentage of AI-made assets, guarantee originality or copyright clearance, predict quality, or certify that a game is safe.
To make a buying decision, read the disclosure’s explanation, determine whether the use is fixed or live-generated, check whether an outside service is required, and compare the statement with the store page, trailers, reviews, developer communications, price, and access terms.

What Steam’s AI disclosure is designed to tell you
Valve introduced the disclosure system in an announcement dated January 10, 2024. Developers provide information during Steam’s release review, and much of that information appears on the game’s store page so customers can understand how AI is used.

The relevant question is not whether a studio used an algorithm anywhere in production. Steam’s current wording focuses on AI helping create content that ships with the game and is consumed by players. Routine productivity uses—such as an internal tool that helps organize a task, search a codebase, or speed up a workflow—are outside that focus unless they result in player-facing content covered by the disclosure.

In practical terms, the statement answers: “Is generative AI involved in something I will see, hear, read, or interact with?” It does not provide an independent judgment about whether that use is desirable.
The two disclosure categories

A game can use one category or both. For example, a title might ship AI-assisted character portraits (pre-generated) and also generate dialogue during play (live-generated). Do not assume that a disclosure covering one asset type applies to every part of the game.
How to read the scope instead of treating the label as a warning light
Identify the affected medium
Look for a plain-language explanation of whether AI affects visuals, music or sound effects, written narrative, translations, voices, or interactive systems. “AI used” is too broad to support a buying decision by itself. A small set of background textures has a different practical effect from a game whose quests, dialogue, or companions are generated every time you play.

Pre-generated material is present in the installed product and is normally the same for every customer. Live-generated material is produced during play, so the experience can change with prompts, model updates, outages, moderation rules, or the context supplied by the player. Treat runtime generation as a service-dependent feature rather than as a one-time art-production detail.

Check whether the disclosure describes a central mechanic
The store explanation may cover a peripheral asset or the game’s defining interaction. Ask whether removing the AI-made element would change the game you are considering. If AI creates a few optional images, it may be a limited production choice. If it creates conversations, missions, or playable environments, it can affect replayability, consistency, and the game’s content boundaries.
What the disclosure does not establish
- No quality score: Valve does not assign a quality grade based on the presence or absence of AI.
- No percentage of AI content: The system does not, by itself, state what share of the game was made with AI.
- No originality guarantee: A disclosure does not prove that an output is novel, nor does silence prove that no AI assistance was used outside the covered scope.
- No copyright clearance: The label is not a license or a legal opinion about training data, likenesses, music rights, or other intellectual-property questions.
- No safety certification: A completed survey does not authorize content that Steam otherwise prohibits, and it is not a promise that every possible generated output is harmless.
- No sales or refund forecast: Valve has not published an authoritative statistic showing how disclosures affect sales, refunds, or player satisfaction.
These limits are why the disclosure works best as one buying signal among several. Screenshots, trailers, independent reviews, developer explanations, community reports, and the store’s refund terms answer different questions.
How Valve’s review changes the meaning of the statement
Valve says it uses the disclosure in its review before release and checks AI output as it checks other game content. Its review includes whether the product is legal, non-infringing, and consistent with the way it is marketed. Those checks are important, but they are not a blanket approval of every output a live system might produce after launch.

A developer still has responsibility for what the game ships and for managing a live system. If the store description implies a feature that the disclosure omits, or describes a narrow use while the product relies on AI for a core system, that discrepancy is relevant to your decision.

A buyer’s step-by-step reading process
- Open the game’s Steam store page and locate its AI disclosure. Read the developer’s explanation rather than stopping at the category heading.
- List the affected content. Note whether the statement names art, sound, voices, writing, translation, characters, environments, or another player-facing element.
- Mark each use as fixed or live. Fixed, pre-generated assets are bundled with the game; live-generated content is produced during play.
- Look for guardrails on live generation. Check what the developer says about filtering, moderation, reporting, prohibited requests, and handling illegal output. The disclosure requirement specifically asks developers of live-generated systems to describe measures that reduce illegal content.
- Check service dependence. Determine whether the game needs an internet connection, an account, or an external AI provider for the feature to work. Look for statements about access limits, outages, or changes to the service.
- Compare the statement with the rest of the store page. Screenshots, trailers, feature lists, and system requirements should not imply a materially different role for AI.
- Decide whether the use matters to you. Consider your preferences about provenance, consistency, privacy, online dependence, moderation risk, and the possibility that a provider could change or discontinue a runtime feature.
- Use the normal refund and support channels if the product differs materially. Keep a copy of the store description and disclosure when you buy, because those statements explain what was represented at the time of purchase.
Why live-generated AI deserves extra scrutiny
With pre-generated content, the developer can review the files that ship in the build and all players generally receive the same material. Runtime generation introduces a moving output: the model may respond differently to wording, prior conversation, player behavior, or a change in the provider’s system. That variability can be a feature, but it can also produce repetition, contradictions, inappropriate responses, latency, or outages that are not visible in a trailer.
Guardrails are not a single technical switch. A developer might combine prompt restrictions, output filters, human review, reporting tools, rate limits, or a list of disallowed subjects. The disclosure should help you understand which protections are claimed; it does not let you independently verify how effective they will be in every interaction.
External live-AI services and payment
Steamworks states that when a game connects to an external live AI service, the developer must manage player access and collect payments through a Steam-supported payment method. For buyers, that requirement signals a possible continuing service relationship rather than a feature that is entirely contained in the purchased download.
Before buying, check whether the advertised AI function is included in the base price, subject to usage limits, or dependent on a separate service. Also consider what happens if the provider is unavailable or the developer stops funding the connection. The disclosure itself may not state every commercial or uptime detail, so read the game’s current access information and support documentation.

Steam’s current position on adult-only live generation
Valve says it does not currently want to ship live-generated AI adult-only sexual content. Its stated reason is that the legal and customer risks are substantial. This is a policy position about what Valve is willing to ship, not a general claim that every AI-generated feature is acceptable or unacceptable. Other forms of generated content still have to comply with Steam’s rules and applicable law.
Comparing two games that disclose AI use
When more than one game interests you, compare the disclosures on the dimensions that affect your experience rather than counting the word “AI.”

If a comparable detail is not stated on a game’s page, treat it as unknown rather than inferring that the feature is absent. Steam’s disclosure does not require a universal numerical breakdown, so two developers may describe similar uses at different levels of detail.

Common misunderstandings and how to resolve them
“The game has an AI disclosure, so it must be low quality.”
The label cannot support that conclusion. It identifies a production or runtime method, not the quality of design, art direction, performance, writing, or support. Use reviews and the playable evidence available for those judgments.

“No disclosure means no AI was used anywhere.”
The system is aimed at player-consumed content that ships with the game or is generated while it runs. It is not a complete inventory of every internal development tool. A statement also cannot substitute for checking the developer’s own explanation when the store page is unclear.
“The disclosure means Valve guarantees every generated response.”
Valve reviews content and the developer’s representations, but live output can vary. The developer remains responsible for its system, and the presence of a survey does not permit otherwise prohibited material.
“Pre-generated and live-generated AI are interchangeable.”
They create different buyer risks. Pre-generated assets are comparatively stable after release. Live generation raises questions about moderation, availability, provider dependence, and how the system behaves in situations no trailer demonstrates.
The practical takeaway for a purchase decision
Read Steam’s AI disclosure as a map of where generative AI enters the player experience. First find the scope, then determine whether the output is fixed or produced during play, and finally investigate guardrails and external-service dependence. Treat the statement as useful transparency—not as a quality badge, originality certificate, copyright clearance, or safety guarantee—and combine it with the rest of the evidence you use to buy a game.
