After the credits, go to Pallet Town and speak with Professor Oak. If you have obtained at least 60 Pokémon, he upgrades your Pokédex and points you toward the Sevii Islands. There, help Celio find the Ruby and Sapphire to open up the main postgame quest.
Start in Pallet Town and get the National Pokédex
Once the credits end, return to Pallet Town and visit Professor Oak. He checks your Pokédex; you need to have obtained at least 60 Pokémon for him to upgrade it to the National Pokédex and send you back to the Sevii Islands. Bulbapedia’s FireRed and LeafGreen overview describes this postgame gate.
If Oak does not upgrade your Pokédex, catch more Pokémon until you reach 60, then return to his lab.
Complete Celio’s Ruby and Sapphire quest
Travel to One Island and talk to Celio. After you have entered the Hall of Fame and obtained the National Pokédex, he gives you the Rainbow Pass, which opens Islands Four through Seven. Bulbapedia’s Sevii Islands guide gives the pass requirements.
