You need Game Pass Ultimate, Premium, or Essential to use Xbox Cloud Gaming. PC Game Pass does not include cloud gaming, so it will not let you stream Xbox titles to a browser, phone, television, or other supported device. Xbox has announced new monthly cloud-use allowances beginning in November 2026: 15 hours for Ultimate, 10 for Premium, and 5 for Essential. In supported regions, selected free-to-play games such as Fortnite can be streamed with only a free Microsoft account.
Your choice therefore depends on how often you expect to stream, how much you value shorter queues and higher quality, and whether you need day-one releases or a larger catalog. Every tier still requires a supported device, a compatible controller, and a sufficiently fast connection.

Which Game Pass plans include Xbox Cloud Gaming?
Three plans include cloud gaming: Ultimate, Premium, and Essential. PC Game Pass includes PC games and day-one PC releases, but not Xbox Cloud Gaming. Buying PC Game Pass for streaming is therefore a mismatch, even if the games you want are also available on PC.
Xbox’s November 2026 change introduces monthly cloud-hour allowances for the eligible plans. Before that change, eligible subscribers could stream without the new monthly hour limits. Xbox says additional cloud-play hours will be sold through the Xbox Store, but it has not published the post-change price or confirmed availability in every market.

| Plan | Cloud allowance announced for November 2026 | Streaming and queue benefits | Library and other benefits | Best fit |
|---|---|---|---|---|
| Ultimate | 15 hours per month | Best listed streaming quality, up to 1440p on supported titles and devices; shortest wait times | Broadest catalog; day-one releases; select owned-game streaming | Frequent cloud players who want the most complete package |
| Premium | 10 hours per month | Shorter wait times than lower tiers | 200+ game library; new Xbox-published games join within one year of launch | Players who want cloud access without Ultimate’s top tier |
| Essential | 5 hours per month | Cloud access, with the smallest announced allowance | 50+ game library; online console multiplayer; in-game benefits | Occasional streaming and the lowest eligible tier |
| PC Game Pass | Not included | No Xbox Cloud Gaming access | PC games and day-one PC titles | PC downloads, not cloud streaming |
All figures in the table are Xbox’s announced November 2026 allowances, not a guarantee that every market will receive identical commercial terms. Catalog size, quality, queues, devices, and individual game eligibility can change by region, platform, and date.
Is Ultimate required for Xbox Cloud Gaming?
No. Ultimate is not required: Premium and Essential also provide cloud gaming. Ultimate is the highest option because it combines the largest announced monthly allowance with the best listed quality, shortest waits, day-one releases, and select streaming for games you own.
Choose Ultimate for frequent streaming
Ultimate’s announced allowance is 15 hours per month, five hours more than Premium and three times Essential’s allowance. Xbox describes Ultimate as offering streaming up to 1440p where the game and device support it. It also receives the shortest listed wait times, which matters when demand is high and a game places you in a queue. Day-one releases and the broadest library make it the least restrictive choice for someone using cloud gaming as a primary way to play.
Choose Premium for a middle ground
Premium includes 10 announced cloud hours per month and shorter waits. Its library is described as containing more than 200 games, and new Xbox-published games are added within one year of launch rather than necessarily on release day. It is a practical compromise when you want regular cloud access but do not need Ultimate’s day-one treatment or highest listed quality.
Choose Essential for occasional sessions
Essential includes five announced cloud hours per month, a 50-plus game library, online console multiplayer, and in-game benefits. It suits short trips, occasional play, or trying cloud gaming before committing to a higher tier. The allowance is small enough that long campaigns or frequent daily play can exhaust it quickly.
How many cloud-gaming hours do you get with each plan?
Beginning in November 2026, Xbox has announced 15 monthly hours for Ultimate, 10 for Premium, and 5 for Essential. These are monthly allowances, so the practical value depends on session length: a player who streams two-hour sessions every weekend would use most of Essential’s allowance, while Ultimate provides substantially more room.

Xbox says extra cloud-play hours will be purchasable through the Xbox Store. The researched announcement does not state the price, package size, reset behavior, or market availability for those additional hours. Treat any third-party price list as unconfirmed until Xbox publishes terms for your region.
Hours from multiple eligible Game Pass subscriptions do not stack. Xbox says the subscription with the higher allowance applies, so holding Essential and Premium together does not create a combined 15-hour pool.
What does PC Game Pass include, and why does it not work for cloud gaming?
PC Game Pass is designed for installing and playing PC games on a computer. It includes PC titles and day-one releases, but Xbox excludes it from Cloud Gaming eligibility. A PC Game Pass subscription therefore cannot be used to stream an Xbox game to a phone, browser, smart TV, or other cloud endpoint.
If you want to play locally on a Windows PC, PC Game Pass may be appropriate. If you want to avoid downloading a game or play on a device other than a supported Windows setup, select Ultimate, Premium, or Essential instead. The fact that a title exists in both PC and Xbox versions does not change the plan requirement.

Yes. A console is not listed as a prerequisite. With an eligible subscription, a supported device and region, a compatible controller, and an adequate connection, you can stream without an Xbox console. Xbox supports Windows PCs; Apple and Android phones and tablets; Xbox consoles; selected LG, Samsung, and VIDAA smart TVs; Amazon Fire TV; selected Meta Quest headsets; and browsers including Edge, Chrome, and Safari.
Device and title support are not universal. A game may be available in the cloud on one platform or market and unavailable on another. Some games you own outside the subscription can also be streamed on supported devices, but only when Xbox marks that title as eligible.

What do you need before starting cloud play?
Check these prerequisites before choosing a plan or troubleshooting a stream:
- An eligible Game Pass plan, or a free Microsoft account for selected free-to-play games in supported regions.
- A supported device, browser or app, and geographic region.
- A compatible controller connected through Bluetooth or USB. Controller support can vary by device.
- A high-speed internet connection. Xbox recommends at least 10 Mbps on mobile devices and 20 Mbps on consoles, PCs, and tablets.
- For the best performance, 5 GHz Wi-Fi or a reliable mobile-data connection rather than a congested 2.4 GHz network.
The speed recommendations are minimum guidance, not a promise of perfect play. Latency, packet loss, Wi-Fi interference, data caps, and other traffic on the connection can affect responsiveness even when a speed test shows the recommended download rate.
How do you start playing a game in the cloud?
- Confirm the subscription. Check that your Microsoft account has Ultimate, Premium, or Essential. If you are using a free-to-play title, verify that the game and your region support free cloud access.
- Use a supported endpoint. Open Xbox Cloud Gaming in a supported browser or on a supported device application, then sign in with the Microsoft account that owns the subscription.
- Connect the controller. Pair a Bluetooth controller or plug one in by USB before launching a game. Confirm that the device recognizes the controller rather than relying on touch controls unless the title and device explicitly support them.
- Check the connection. Move close to a 5 GHz router, pause large downloads and video streams, or switch to a stable mobile connection. On a cellular plan, check data limits before a long session.
- Launch an eligible title. Browse the cloud-enabled catalog or your eligible owned games, select a title, and start the stream. A queue can appear, especially during busy periods; Ultimate has the shortest listed waits.
- Monitor the session. Save normally inside the game and close the stream from the device interface when finished. If a game supports cross-device saves, use the same Microsoft account on each device.
What changes by plan besides the number of hours?
Cloud hours are only one decision point. The plans differ in catalog breadth, release timing, queue priority, picture quality, and non-cloud benefits.
Catalog and release timing
Ultimate has the broadest listed library and day-one releases. Premium’s 200-plus catalog is larger than Essential’s 50-plus catalog, but Xbox says new Xbox-published games arrive within one year of launch rather than necessarily on day one. Essential focuses on a smaller selection and adds online console multiplayer and in-game benefits.
Picture quality and queues
Ultimate is the only tier in the comparison described as offering up to 1440p on supported titles and devices. Premium advertises shorter wait times, while Ultimate has the shortest listed waits. Actual resolution can still be limited by the game, device, browser, display, network conditions, or regional service capacity.
Streaming games you already own
Ultimate includes select owned-game streaming, and Xbox also states that some games outside Game Pass can be streamed on supported devices. Ownership alone is not enough: the individual title, platform, region, and account must meet Xbox’s eligibility rules. Do not assume that every digital purchase is streamable.

Which plan should you buy for your playing pattern?
Use this decision path rather than choosing solely by the word “cloud” in a plan description:
- Mostly PC downloads: PC Game Pass fits local PC play, but choose an eligible cloud plan if streaming is part of the requirement.
- Several cloud sessions each week: Ultimate’s 15-hour allowance, queue advantage, quality ceiling, and day-one access are the strongest match.
- Regular but limited cloud use: Premium’s 10 hours and 200-plus games provide more room than Essential without the top tier’s full feature set.
- Occasional travel or testing: Essential’s five hours can be sufficient if you play short sessions and accept the smaller catalog.
- Free-to-play only: Check whether the title is supported for free streaming with a Microsoft account before buying any subscription.
Prices are not included here because the researched Xbox announcement does not publish exact post-change prices, and subscription pricing can vary by market, taxes, promotions, and billing period. Compare the current price shown in your local Microsoft account against the allowance and features you will actually use.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What can go wrong, and how do you fix it?
The cloud option is missing
Verify that you are signed into the account with Ultimate, Premium, or Essential. PC Game Pass alone will not expose the cloud catalog. Also check regional availability and whether the specific title supports cloud play on your device.
The stream is blurry or delayed
Use 5 GHz Wi-Fi or a wired connection where possible, stop competing downloads, move closer to the router, and test another network. A faster plan cannot eliminate latency caused by distance, congestion, or unstable Wi-Fi.
The controller is not responding
Reconnect it by USB or Bluetooth, remove duplicate pairings, and confirm that the browser or device has permission to use the controller. Updating the controller firmware and restarting the stream can clear a device-level pairing fault.
You are waiting in a queue
Queues reflect service demand and can vary by time and title. Waiting is not proof that the subscription is broken; Ultimate is the tier Xbox lists with the shortest waits, while Premium lists shorter waits than lower tiers.

A purchased game cannot be streamed
Owned-game streaming is selective. Check the title’s cloud eligibility, region, and supported device instead of assuming that ownership grants streaming rights.
What should you remember before subscribing?
For Xbox Cloud Gaming, the eligible choices are Ultimate, Premium, and Essential; PC Game Pass is not one of them. The announced November 2026 allowances are 15, 10, and 5 hours per month, respectively. Ultimate is the strongest choice for frequent or demanding use, Premium balances access and catalog size, and Essential is aimed at occasional sessions. Free-to-play streaming may require no subscription at all, but only in supported regions and for selected games.

Can I stream Xbox games on a phone using mobile data?
Yes, supported Apple and Android phones and tablets can be cloud endpoints, and Xbox recommends at least 10 Mbps on mobile devices. Mobile networks can introduce latency and consume substantial data, so test stability and check your carrier allowance before a long session.
Do unused cloud hours carry over to the next month?
Xbox’s announcement describes monthly allowances but does not publish a rollover policy. Until your market’s final terms are available, assume only the currently displayed monthly allowance is guaranteed.
Can I use a keyboard and mouse instead of a controller?
The stated requirement is a compatible controller connected by Bluetooth or USB. Support for keyboard and mouse is not established for every cloud title or endpoint, so a controller is the dependable setup.
Will every game in my Game Pass library appear in the cloud?
No. Cloud availability varies by title, region, plan, device, and platform. A game can be included for download or console play without being available to stream.
