In the Yu-Gi-Oh! Trading Card Game, Forbidden means zero copies, Limited means one copy total, and Semi-Limited means two copies total. “Total” includes your Main Deck, Extra Deck and Side Deck together—not one allowance for each zone.
Those definitions apply only to the specific format, region and effective date of the list you are using. A current TCG list is not automatically the rule set for Master Duel, Speed Duel or a special event, so verify the applicable list before registering a deck.

The three categories in plain English
Konami’s Forbidden & Limited List controls how many copies of particular cards may be included in a tournament deck. The category is a copy ceiling, not a recommendation about how often you should draw the card.

|---|---|---|---|
| Forbidden | 0 | Main Deck, Extra Deck and Side Deck | The card cannot be included in any of those deck areas. |
| Limited | 1 total | Main Deck, Extra Deck and Side Deck combined | You may register one copy in exactly one of the three areas, or none. |
| Semi-Limited | 2 total | Main Deck, Extra Deck and Side Deck combined | You may distribute up to two copies across the three areas. |
| Not listed | Generally up to 3 | Main Deck, Extra Deck and Side Deck | The normal three-copy maximum applies unless another rule or event policy says otherwise. |
Konami’s official wording is explicit: “Cards that are ‘Forbidden’ cannot be used in your Main Deck, Extra Deck, or Side Deck.” It separately defines Limited as “1 copy maximum” and Semi-Limited as “2 copies maximum” in the Main, Extra and Side Deck combined.

Why “total” changes deck construction
The most common mistake is treating each deck area as if it had its own allowance. It does not. For a Limited card, one copy in the Main Deck uses your entire allowance; you cannot add another copy to the Extra Deck or Side Deck. For a Semi-Limited card, two copies in any combination use the entire allowance.
Limited-card examples
- Legal: one copy in the Main Deck, zero in the Extra Deck and zero in the Side Deck.
- Legal: zero in the Main Deck, one in the Extra Deck and zero in the Side Deck, when the card is eligible for that deck area.
- Legal: one copy in the Side Deck and none elsewhere.
- Illegal: one copy in the Main Deck plus one in the Side Deck. That is two copies total.
Semi-Limited-card examples
- Legal: two copies in the Main Deck.
- Legal: one copy in the Main Deck and one in the Side Deck.
- Legal: two copies in the Side Deck, if the card can be placed there under the event’s rules.
- Illegal: two copies in the Main Deck and one in the Extra Deck. The combined total is three.
Side Deck cards are counted when you register the deck, even though you may exchange them between games in a match. Moving a copy from the Side Deck into the Main Deck does not create a second allowance; it only changes where an already-counted copy is located. The same principle applies when a card is moved back after a game.
Which deck zones are included?
The TCG count covers three areas: Main Deck, Extra Deck and Side Deck. A Forbidden card is excluded from all three. Limited and Semi-Limited cards are counted across all three as one combined pool.
Main Deck
Your Main Deck is the area most players think of first, so placing the permitted copy there is usually the simplest option. If you put a Limited card in the Main Deck, you have no remaining copies available for the Extra or Side Deck.
Extra Deck
An Extra Deck copy still counts toward the same limit. A Limited card used only as an Extra Deck option consumes the entire one-copy allowance, even if the Main Deck contains none.
Side Deck
Side Deck copies count before and during a tournament. You cannot register a legal Main Deck and then add extra copies to the Side Deck on the assumption that they are “outside” the deck. They are part of the registered deck for list purposes.

Which format’s list applies?
The list is not a universal rule for every Yu-Gi-Oh! product. Konami describes the TCG Forbidden & Limited List as a tournament-play list and instructs players to use its current version. Its legality depends on the format, region and effective date shown with that list.

TCG tournaments
For a TCG event, use the list designated for that event and check its effective date. Lists are updated periodically. A deck that complied with yesterday’s list can become illegal when a new update takes effect, even if none of the cards in the physical deck changed.
Master Duel
Master Duel uses digital-game rules and its own restrictions. Official Master Duel World Championship rules use the categories Limited 1 and Limited 2, with their own effective dates. Do not translate those labels automatically into the TCG’s Limited and Semi-Limited wording; the digital game’s deck rules and banlist must be consulted directly.
Speed Duel and special events
Speed Duel can publish event-specific restrictions, and special events may apply a separate list or an additional policy. If the event announcement names a particular list, that announcement controls for the event. A card’s status in ordinary TCG play does not by itself establish legality in every alternate format.
How to check whether a card is legal
- Identify the event format. Confirm whether you are playing TCG, Master Duel, Speed Duel or a special tournament.
- Find the event’s designated list. Use the current list named by the organizer or official rules page rather than an old deck-building video, database screenshot or printed list.
- Check the effective date. A list may be published before it becomes active. The date that matters is the date governing deck registration and play.
- Read the category for every affected card. Record whether each card is Forbidden, Limited, Semi-Limited, Limited 1, Limited 2 or subject to another event restriction.
- Count copies across all three areas. Add the Main Deck, Extra Deck and Side Deck copies for each restricted card separately.
- Recheck after side-deck planning. Swapping cards between games is allowed only within the registered copy totals and the event’s side-deck procedure.
Keep the list’s effective date with your deck list when preparing for an event. This makes it easier to catch a last-minute update and explain your count if a judge asks about a restricted card.

When the card is Forbidden
Remove every copy from the Main, Extra and Side Deck. Do not rely on a copy being “only for testing” once the deck is submitted. If a digital client or event software flags the card, replace it with a legal option before registration.

When the card is Limited
Choose the single role that matters most. A Main Deck copy gives the highest natural access; an Extra Deck copy preserves a specific option without occupying a Main Deck slot; a Side Deck copy reserves it for matchups where it is useful. You cannot cover all three roles with separate copies.
When the card is Semi-Limited
Decide whether two copies should both be in the Main Deck or split between the Main and Side Deck. Splitting can preserve a post-side option, but it lowers the number of copies available in the opening configuration. The legal ceiling is two combined, regardless of the strategic choice.
When the card is not listed
The ordinary tournament policy generally permits up to three copies of a card, but “not listed” does not override other restrictions. A card may have a separate rule, an event-specific prohibition or a format distinction. Confirm the complete policy instead of assuming that every unlisted card is automatically usable three times.

Counting each zone separately
Symptom: You place one Limited copy in each of the Main, Extra and Side Deck because each area appears to have its own slot.
Fix: Count the card name across all three areas. The permitted total is one, not one per area.
Ignoring the Side Deck during registration
Symptom: The Main Deck is legal, but the complete deck list contains too many copies once the Side Deck is added.

Using an old list
Symptom: A deck was legal at a previous event but is rejected after a list update.
Fix: Check the current effective date every time you play, especially after a scheduled update or a major event announcement.
Applying TCG terminology to Master Duel
Symptom: You assume that a TCG Semi-Limited card automatically follows Master Duel’s Limited 2 treatment, or vice versa.
Fix: Use the rules and list for the product you are actually playing. Master Duel’s official championship rules use their own category names and dates.
Assuming a card’s status is global
Symptom: A card is legal in one event, so you include it in another without checking.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What happens when a list changes?
A list update changes legality from its stated effective date, not necessarily from the moment players first hear about it. Before an event, compare your complete deck with the new list and identify every affected card in the Main, Extra and Side Deck.
If a card moves from unlimited status to Semi-Limited, reduce the combined count to two. If it moves to Limited, reduce it to one. If it becomes Forbidden, remove every copy. Conversely, a card moved to a less restrictive category may allow additional copies, but you still need to follow the list that governs the specific event and date.

A practical legality checklist
- Have you identified the exact format and region?
- Are you using the list named by the event organizer?
- Is the list effective on the date you will play?
- For every Forbidden card, is the count zero in Main, Extra and Side?
- For every Limited card, is the combined count no higher than one?
- For every Semi-Limited card, is the combined count no higher than two?
- Have you included Side Deck copies in those totals?
- Have you checked for event-specific rules beyond the ordinary list?
Remember the three numbers: Forbidden = 0, Limited = 1 total, Semi-Limited = 2 total. Then apply them to the correct format and effective date, counting the Main Deck, Extra Deck and Side Deck as one combined deck for each restricted card.
