The most reliable ENELICA building for Paving the Way is the Water Treatment Control building on Dam Battlegrounds. Enter from the south/main entrance, then interact with the notice board immediately to the right of the entrance to find the researcher’s note.
How to complete Paving the Way
Apollo gives this quest as part of the Cold Snap update. Although the objective says to visit “any ENELICA building,” the Dam Battlegrounds location is the safest choice because it has the notice board required for the next step.

1. Visit Water Treatment Control on Dam Battlegrounds
- Deploy to Dam Battlegrounds.
- Travel to the Water Treatment Control building.
- Approach from the building’s south/main entrance.
- Look for the word ENELICA painted on the exterior wall near the entrance.
Other ENELICA-marked buildings exist on Dam Battlegrounds, Buried City, and Blue Gate, but some locations may advance the first objective without providing the notice board needed afterward. This is a reported player-facing inconsistency rather than an officially documented restriction, so Water Treatment Control is the more dependable route. PC Gamer’s guide identifies the location and entrance, while player reports describe the unreliable alternatives.

After the objective changes to searching for a notice board with a note from the researcher, check immediately to the right of the south entrance. Depending on the description of the location, the board may appear just outside the door or immediately inside it on the right.
#1 Best Overall
Interact with the board and collect or read the researcher’s note. Entering the ENELICA building alone does not complete this part of the quest; the notice-board interaction is the required trigger. GameSpot’s walkthrough confirms the interaction requirement.
3. Extract and deploy to Buried City
Once the notice-board step is complete, extract from Dam Battlegrounds and start a new raid on Buried City. Progress already completed does not reset if you die after finishing the earlier step.

4. Reach the apartment above Convinio in Piazza Roma
- Go to Piazza Roma.
- Find the pair of large apartment buildings in the southern part of the area.
- Locate the building above the Convinio store.
- Use the front entrance of the southern building, just above the metro entrance.
- Take the stairs upward, using internal stairs or a zipline where necessary.
Continue to the highest accessible rooftop or top floor. Merely standing below the highest roof point may fail to trigger the objective. Watch for a possible Rocketeer patrol while reaching the roof.

5. Find the researcher’s flat and research data
- From the highest rooftop, drop to the lower of the two connected rooftops.
- Cross the scrap bridge back into the apartment building.
- Move through the next room.
- Enter the room in the building’s southeasternmost corner, identifiable by its computer consoles.
- Interact with the yellow-marked console to search the researcher’s data.
There is no console command or typed command involved. Both quest stages use in-world interactions: first the notice board on Dam Battlegrounds, then the marked research console in Buried City. The listed objectives are also recorded in the MetaForge quest database.
