Insider Gaming’s crossbow guide describes the heavy weapon as slow to reload because it must be hand-cranked.

Where to find the Reinforced Heavy Crossbow
Abandoned Shepherd’s Dugout near Devil’s Den
The easiest reported route is to explore Abandoned Shepherd’s Dugout, a forested area near Devil’s Den in Kuttenberg. A deserter occupies a small hut there; search inside for the crossbow and bolts. The weapon may need repair, which the guide says can be done with a Marksman Kit or by a carpenter.
Maleshov during “Taking French Leave”
A second Reinforced Heavy Crossbow is reported behind a hard-locked door in Maleshov. During the quest “Taking French Leave,” enter the fortress through a cellar wall and follow the corridor to the door. This option depends on reaching the quest location and being able to open the hard-locked door.
