Choose the base game instead if you want to learn the core game first or keep spending flexible. - New to Civilization VI and want everything: choose Anthology, then confirm the exact contents on your platform’s current store page.
- New to the series or unsure how much you will play: start with the base game and add content later.
- Already own the base game: compare the cost of the specific expansions or passes you want with the storefront’s ownership-adjusted Anthology price before checking out.
Anthology is the widest package described by the official Civilization publisher page. It is not automatically the cheapest option in every region, during every sale, or on every platform. Store bundles can recalculate the price for content you already own, but there is no universal incremental price that applies to every account.

The base game
The base game is the cleanest entry point if you want to understand Civilization VI before committing to a large collection. It gives you the core game listed separately by Steam. The key limitation is not a hidden restriction; it is simply that separately named expansions, passes, and civilization or scenario packs should not be presumed to come with it.

This route also makes sense when you are buying for someone whose platform, account, or play time is uncertain. You can establish that the base game runs on the intended platform, then purchase only the additions that person actually wants. Because prices and bundle discounts change, starting with the base game can be financially sensible even when Anthology is the ultimate destination.
Rise and Fall
Rise and Fall is one of the two major expansions explicitly named on the official Anthology page. If a storefront sells it separately, regard that listing as an add-on unless the edition description says otherwise. A bundle may include it, but a title containing the expansion’s name alone does not prove that it includes the base game or any other DLC.
Gathering Storm
Gathering Storm is the other major expansion named in Anthology’s official contents. The 2K store listing states that it requires Civilization VI to play, so check that your account owns the base game or that your selected bundle supplies it. Buying an expansion-only listing for an account without the base game can leave you with content you cannot launch.
New Frontier Pass
The publisher describes New Frontier Pass as six DLC packs. The count refers to product content, not a statistic about the player base or the wider series. If you are comparing a pass with individual packs, read the live listing to see precisely which packs are included and whether your account already owns any of them.
Leader Pass
The current official Anthology description also includes six Leader Pass DLC packs. This is important when comparing older product descriptions: a page that mentions only the base game, the two expansions, and New Frontier content may not reflect the publisher’s current Anthology wording. Use the store page shown for your platform at the time of purchase.

Additional leader and scenario DLC
Anthology’s publisher description goes beyond the two expansions and the two named passes. It also says the collection includes additional leader and scenario DLC packs. The official Xbox Windows PC listing identifies the base game, both expansions, individual civilization and scenario packs, and New Frontier Pass among the contents; the fuller publisher description additionally names Leader Pass and the additional leader and scenario material. Because storefront catalogs can present these items differently, inspect the itemized contents rather than relying only on the word “Anthology.”
Why Anthology is usually the easiest choice
Anthology removes the need to assemble a long list of separately named products. One purchase is intended to cover the base game, both major expansions, both six-pack passes, and the additional leader and scenario content described by the publisher. That makes it the most straightforward recommendation for a new player who already knows they want the full Civilization VI catalog.
It is not a guarantee of identical availability everywhere. The official Xbox Windows PC listing and the Steam product pages provide different storefront contexts, and platform catalogs can use different bundle names or display components in separate sections. The publisher’s description is the best guide to the intended package, while the platform page is the authority for what your account can actually buy and install.
Choose by your situation
You have never played Civilization VI
Start by deciding whether you want a trial-sized commitment or the complete package. The base game is appropriate when you prefer to learn the core game before adding complexity, when the current base-game price is substantially lower, or when you are buying on a platform where Anthology is unavailable. Anthology is appropriate when you already expect to play extensively and want the publisher-described collection without repeated shopping.
- Choose the base game if uncertainty about interest is your main concern.
- Choose Anthology if avoiding later purchases and owning the complete described set matter more than minimizing the first payment.
- Before either purchase, confirm the edition name, included items, platform, region, and account requirements on the live store page.
You already own the base game
Do not automatically buy Anthology at its headline price. Open the bundle while signed in to the account that owns Civilization VI and check whether the storefront subtracts owned content. Then compare that adjusted total with the individual prices for Rise and Fall, Gathering Storm, New Frontier Pass, Leader Pass, and any specific packs you want.

There is no single ownership-adjusted amount that can be quoted for every player. The result can vary by platform, region, sale, and the exact products on your account. A bundle that is attractive for a new buyer may be less attractive for an existing owner who wants only one expansion.
You want only one expansion or a few packs
Buy selectively when you have a defined content goal and do not need the rest of the collection. Treat each store listing according to its stated contents. A listing for one expansion is not evidence that it includes the other expansion, either pass, or the base game. Individual civilization and scenario packs are also separate unless the product description groups them into a bundle.
You are buying for multiple platforms
Check each platform independently. The available edition, DLC entitlement, installation method, and bundle calculation may differ between Steam, Epic, Xbox Windows PC, and console storefronts. Do not assume that buying a PC edition automatically grants a console copy or that a DLC purchase transfers between platform accounts unless the relevant store explicitly says so.
How to compare the real cost
Prices are volatile, regional, and sale-dependent, so a permanent “best price” ranking would be misleading. Use this process instead:
- List what you own. Record the base game, each expansion, each pass, and any individual pack already attached to your platform account.
- Define your target. Decide whether you want only the core game, one expansion, both expansions, one pass, both passes, or the full Anthology-described set.
- Open the live storefront while signed in. Ownership-aware bundles may show a different price than a logged-out page.
- Read the included-content list. Confirm that the bundle contains every item in your target and does not rely on a similarly named edition.
- Compare totals under the same sale terms. A base game plus individually discounted add-ons should be compared with Anthology during the same sale and in the same currency.
- Check the final checkout screen. Verify taxes, regional currency, duplicate ownership treatment, and whether the content is a one-time purchase or a separate store entitlement.
The available materials do not establish a stable, region-independent price comparison. Storefront pricing and sale terms must therefore be checked at purchase time.

Platform and installation details
2K Support directs players to find DLC through the base game’s store page or by searching the relevant platform store. It also directs players to the platform’s DLC management area to see ownership and installation status. Exact menu names can change, so follow the labels shown by your launcher or console.
Steam and other PC stores
- Open the Civilization VI store page in your launcher.
- Review the DLC or bundle section and open the itemized contents.
- After purchase, open the game’s properties or DLC management view.
- Confirm that the purchased items are marked owned or installed before launching.
Steam separately lists the base game and an Anthology bundle, so make sure you are viewing the intended product rather than assuming the base-game page represents the complete collection.
Epic Games
2K Support says DLC included with a game download from Epic is usually downloaded during the initial download. “Usually” matters: confirm the installer’s content list and the launcher’s DLC or add-on status instead of assuming every component was installed automatically.
Xbox Windows PC and console storefronts
The official Xbox Windows PC listing identifies the base game, Rise and Fall, Gathering Storm, individual civilization and scenario packs, and New Frontier Pass among Anthology’s contents. Use the listing tied to your exact Xbox account and device, then check the game’s manage-installation screen for owned add-ons. The publisher page’s fuller description includes Leader Pass and additional leader and scenario DLC, so compare the itemized Xbox listing with the current publisher description before purchase.

Mistake: assuming “Anthology” is identical on every storefront
Fix: open the platform-specific itemized list. The publisher describes a broad package, but stores may display components in different sections or use different entitlement labels.

Mistake: buying an expansion without checking the base-game requirement
Fix: confirm prerequisites before checkout. The 2K listing specifically states that Gathering Storm requires Civilization VI.
Mistake: comparing a logged-out bundle price with an owner price
Fix: sign in to the account that owns your content and inspect the final total. Ownership-aware calculations are account-specific.
Mistake: treating six-pack counts as six separate games
Fix: read “six New Frontier Pass DLC packs” and “six Leader Pass DLC packs” as counts of add-on packs included in the passes, not as six full Civilization VI games.

Practical buying scenarios
A first-time PC player during a sale
If the player wants the complete catalog, compare the sale price of Anthology with the base game plus every desired add-on. If Anthology covers all intended content at a lower or similar total, it avoids separate purchases. If the player is unsure about long-term interest, the base game preserves the option to expand later.
A base-game owner who wants the two major expansions
Check the account-adjusted Anthology price first, then compare it with the combined price of Rise and Fall and Gathering Storm. If the bundle includes passes and additional DLC that the player does not want, the two-expansion route may be the cleaner purchase; if the adjusted bundle is close in price, Anthology supplies more content for the same transaction.
A player interested in one pass
Compare the pass’s live price with Anthology only after confirming that the pass contains the packs you want and that the bundle’s extra content justifies its additional cost. Do not infer the contents from a shortened store title.

For a new buyer who wants the complete Civilization VI experience described by the publisher, Anthology is the default choice: it includes the base game, both named expansions, six New Frontier Pass packs, six Leader Pass packs, and additional leader and scenario DLC. For everyone else, start with your account’s existing ownership and the live platform listing. The base game is the flexible entry point; individual expansions and passes are best when your target is narrow; Anthology is best when you want the broadest package and its current ownership-adjusted price makes sense.
