Short answer: Gol D. Roger and prime Edward Newgate (Whitebeard) anchor the all-time debate. Among pirates whose modern-era strength has been shown most directly, Monkey D. Luffy has the clearest headline case because he ultimately defeated Kaido. Shanks and Marshall D. Teach (Blackbeard) remain credible rivals, but the manga has not established a final order among them.
There is no official numbered leaderboard. Any ordered list is an interpretation built from fights, opponents, endurance, Haki and Devil Fruit tools, titles, and how much of a character’s ability the story has actually revealed.

Spoiler scope: This guide discusses manga material through the Elbaph arc and the official preview of chapter 1195 dated October 9, 2026. That preview is not a complete record of every new feat, so the rankings should not be read as a definitive verdict on events after the latest fully documented material.
What “strongest” means in One Piece
Power rankings change when the comparison changes. “Strongest ever at their peak” includes historical figures whose prime was largely seen through flashbacks and other characters’ accounts. “Strongest living or current pirate” emphasizes fighters whose abilities have been displayed in the present story. Those are different questions, and they can produce different leaders without either list being dishonest.

A useful comparison weighs five things:
- Demonstrated results: What did the pirate actually accomplish on the page?
- Opponent quality: Was the opponent an Emperor-level threat, and was the victory individual or assisted?
- Durability and endurance: Could the fighter continue after repeated damage, multiple phases, or a long campaign?
- Combat tools: How complete are the pirate’s Haki, Devil Fruit, weapons, crew support and tactical options?
- Evidence coverage: Has the story shown a full fight, or are we inferring strength from reputation, titles and brief encounters?
Story-given titles and official profiles are valuable context, but they are not a substitute for a result against a comparable opponent. Bounties are even less suitable as a simple rating: they represent an in-world threat to the World Government, political danger and reputation as well as fighting ability.
Why two credible rankings can name different winners
| Comparison frame | Most defensible leader | What the frame rewards | Main uncertainty |
|---|---|---|---|
| All-time peak forms | Roger or prime Whitebeard | Historical dominance and the strongest legendary-era rivalry | Much of their prime was reported retrospectively rather than shown as a complete fight |
| Current fighters with substantial on-page evidence | Luffy, with Shanks as a plausible equal | Recent victories and abilities displayed in the present era | Shanks has limited full-length fight evidence, while Luffy’s Kaido win followed a prolonged, multi-stage battle |
| Current top-tier threat still awaiting a complete test | Blackbeard remains a serious contender | Emperor status, major victories and a still-unrevealed ceiling | His full strength has not been tested against the very top fighters |
A recent peak-form comparison puts Roger first and Whitebeard second, while an Egghead-cutoff comparison of shown fighters puts Luffy first. Neither ordering is official canon; each uses a different evidence window.
All-time peak pirates
Gol D. Roger: the historical benchmark
Roger is the natural reference point for an all-time list because the series presents his era as the standard later pirates are trying to surpass. The strongest peak-form comparison places him at the top, but the exact margin over Whitebeard is not established. Most of the evidence for Roger’s prime comes from historical accounts, flashbacks and the legacy of his rivalry rather than a complete, modern-style solo showcase.

Pick the symptom - the matching free tool is one click away.
That limitation matters. Calling Roger the safest all-time number one is a defensible synthesis of the story’s status hierarchy, not a statement that the manga has published a numerical rating. His placement also does not automatically answer whether a current fighter has surpassed him; a living pirate must be compared with a historical peak, not with an older reputation alone.
Edward Newgate (Whitebeard): Roger’s closest historical rival
Prime Whitebeard belongs in the same top tier as Roger. The peak-form ranking places him immediately behind Roger, while other comparisons treat both as fallen historical leaders whose abilities are central to the series’ power ceiling. Their exact order remains uncertain because the story gives more retrospective context than a full, uninterrupted peak-versus-peak battle.
Rank #2
Whitebeard’s later portrayal also illustrates why “prime” and “shown in the main timeline” must be separated. A ranking of peak forms is asking what a pirate represented at his best; a ranking of fighters the audience has watched operating in the current era is asking a different question.
Roger versus Whitebeard: who was stronger?
The most accurate answer is that the series has not settled it with an official winner. Roger is a reasonable first pick for readers who prioritize the Pirate King’s narrative benchmark. Whitebeard is an equally serious first pick for readers who emphasize the story’s portrayal of him as Roger’s peer and the strongest rival of that generation. A list that puts Roger first and Whitebeard second should label the order as editorial, not canonical.

| Pirate | Why the character belongs in the top tier | What prevents a settled exact rank |
|---|---|---|
| Monkey D. Luffy | Ultimately defeated Kaido after a prolonged, multi-stage fight; his abilities are extensively shown in the current story | The victory included earlier stages and outside events, so it does not by itself prove superiority on every ranking axis |
| Shanks | Officially identified as leader of the Red-Hair Pirates and one of the Four Emperors; treated by recent rankings as a potential Luffy equal | Few complete, extended fights have been shown, leaving his ceiling and exact order open |
| Marshall D. Teach (Blackbeard) | An Emperor who defeated Trafalgar Law and remains one of the central active threats | His full strength has not been tested against the very highest-level opponents |
| Kaido | Endurance and the scale of the Wano battles make him a benchmark for any current ranking | Luffy ultimately defeated him, and his present status is not the same as an active, fully documented current campaign |
| Charlotte Linlin (Big Mom) | Included in peak-form top-tier comparisons and established as an Emperor-level benchmark | The chosen time frame and displayed evidence do not support a universally accepted position relative to the other names |
| Dracule Mihawk | Belongs in a wider peak-form top-tier comparison on the strength of his story-given status and reputation | His exact placement depends heavily on how much weight a reader gives titles versus fully shown fights |
Monkey D. Luffy: the strongest current case on demonstrated results
Luffy has the clearest present-era argument because the story gives him a major, direct result: he ultimately defeated Kaido. An Egghead-cutoff ranking therefore places Luffy first among the fighters it has actually shown. That is a stronger evidence base than a purely reputational claim.
The qualification is important. Kaido’s defeat came after a prolonged, multi-stage conflict rather than a short, untouched duel. Treating the result as proof that Luffy automatically wins every matchup ignores endurance, accumulated damage, assistance and the different ways each pirate fights. Luffy can be the best-supported current number one while the broader question of absolute superiority remains open.
Shanks: a plausible equal, not a settled number two
The official character profile for One Piece Film Red describes Shanks as “the chief of the Red-Hair Pirates and the person who Luffy looks up to the most.” The same profile identifies him as a Four Emperor. Those are authoritative story facts, but they do not assign him a numerical place above or below Luffy.
Recent comparisons give Shanks a very high placement while acknowledging that the manga has shown fewer complete, full-length fights from him than from Luffy or Kaido. That creates a familiar ranking tension: a character can have extraordinary status and implied ability while still lacking the volume of direct evidence needed for a confident order. “Luffy versus Shanks” is therefore an unresolved matchup, not a canon-confirmed hierarchy.
Marshall D. Teach (Blackbeard): the highest-upside unknown
Blackbeard belongs in any current top-tier discussion. He is an Emperor, and a recent comparison cites his victory over Trafalgar Law as a major result. At the same time, that comparison says his full strength has not been tested against the very top of the world.
That combination makes his exact rank provisional. A ranking based only on completed fights may place him below Luffy or Shanks today. A ranking that accounts for unrevealed capability can reasonably put him in the same danger zone, because the story is still withholding the kind of complete test that would settle the issue.
Kaido: the benchmark every current list must explain
Kaido is useful even when a list is limited to living or active pirates, because the Wano conflict supplies the modern endurance benchmark. His official profile lists a bounty of 4,611,100,000 berries and identifies his Devil Fruit as the Mythical Zoan, Azure Dragon model. That amount is an in-world threat figure from the profile, observed on ONE PIECE.com in 2026; it is not a universal combat score.
The story’s portrayal of Kaido’s durability and the number of battles surrounding his defeat are why Luffy’s win carries so much weight. It is also why the result must be described accurately: Luffy overcame Kaido after a long sequence of clashes and changing conditions, not by demonstrating that every attribute was always superior from the opening exchange.

Big Mom and Mihawk prevent a simple “Luffy, Shanks, Blackbeard” list from becoming too narrow. A recent peak-form ranking includes both among the wider top tier, but does not establish a universally accepted order for them. Their position changes depending on whether the reader values direct modern results, historical titles, matchup compatibility or the amount of unexplored ability.
For that reason, they are best presented as high-level candidates rather than forced into an exact slot unsupported by a decisive comparison. A clean list can say they belong in the conversation without pretending the manga has resolved every matchup.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A defensible provisional ranking
All-time peak list
- Gol D. Roger or prime Whitebeard: Roger is the conventional first choice, but the rivalry is close enough that reversing the pair is defensible.
- Prime Whitebeard or Gol D. Roger: Treat the exact order as uncertain rather than as an official result.
- Kaido, Big Mom and Mihawk as the next comparison group: Their inclusion is supported by top-tier portrayal and displayed or story-given evidence, but the precise order is editorial.
Current-fighter list
- Luffy: The best-supported current leader because he defeated Kaido and has the largest body of recent, detailed combat evidence.
- Shanks: A plausible equal to Luffy whose limited full-length fight record prevents a settled placement.
- Blackbeard: An Emperor with a major victory over Law and a ceiling the story has not fully exposed.
- Kaido, Big Mom and Mihawk as benchmark contenders: Their placement depends on whether the list means currently active, peak form or strongest shown before the latest status changes.
This is a working hierarchy, not a claim that the manga has numbered these pirates. A new complete fight, a revealed ability or a direct statement from the story could change the order without making earlier evidence invalid.
Does a higher bounty mean a pirate is stronger?
No. Bounties measure danger as perceived by the World Government. They can reflect military power, political influence, crew scale, knowledge, history and the ability to destabilize the world, in addition to personal combat strength.

It does not prove that he would defeat every pirate with a lower number, nor does it settle Luffy versus Shanks. Use a bounty to describe in-world reputation, then use actual fights and abilities to discuss strength.

Manga canon, official profiles and anime presentation
Keep three evidence types separate when checking a ranking:
- Manga canon: The primary basis for victories, losses, techniques and battle conditions.
- Official character profiles: Reliable for facts such as Shanks’ crew leadership and Emperor status or Kaido’s listed bounty and Devil Fruit. A profile can establish what the publisher says about a character without ranking that character against everyone else.
- Anime adaptation: Useful for presentation and added motion, but adaptation emphasis should not be treated as a new manga feat unless the story itself confirms it.
Secondary rankings can be valuable when they explain their method, but their ordering remains commentary. The strongest recent comparisons disagree because one centers peak historical forms while another stops at an Egghead-era evidence window.
How current is this answer?
One Piece is still ongoing in the Elbaph arc. ONE PIECE.com’s latest volume listing is volume 115, released July 3, 2026, and the site previewed chapter 1195 on October 9, 2026. A preview is not a complete accounting of every feat, and future chapters can change the current-fighter order.

Readers who want to verify the underlying battles should use the One Piece manga volumes as the source story, especially the volumes covering the historical Roger and Whitebeard material, the Wano conflict and the Egghead-to-Elbaph transition. Edition availability and regional release timing can differ; no particular edition is required for the comparisons above.
Bottom line
For the strongest pirate ever at peak form, Roger and Whitebeard are the defensible anchors, with their exact order unresolved. For the strongest pirate whose modern abilities and result are most clearly documented, Luffy has the best case after defeating Kaido. Shanks may be his equal, and Blackbeard remains the major current unknown. Any list that presents one exact sequence as official is overstating what the manga has established.
