The story follows mechanic and street racer Tobey, whose attempt to save his garage leads to a partnership with Dino Brewster and a dangerous race. The De Leon becomes the destination of Tobey’s revenge plan, as described in D23’s film entry.
Who plays Monarch?
Michael Keaton plays Monarch. D23 lists him in the cast, and an IMDb character credit also identifies Keaton as Monarch.

Director Scott Waugh’s explanation of the casting aimed for a charismatic but eccentric racer persona. The production notes attribute this description to Waugh: “We wanted someone who would bring the eccentricity associated with old-school racers like Richard Petty, Dale Earnhardt Jr. and Cale Yarborough … guys who were incredibly charismatic but totally bizarre at the same time.”
Is Monarch in the Need for Speed games?
The available sources establish Monarch as a character in the 2014 film, which is based on Electronic Arts’ Need for Speed video-game series. They do not establish him as a character in any of the games, so it is more accurate to describe him as a movie character than a game character.
