Toedscruel is the fastest Spore user by base Speed in the Scarlet and Violet data cited here, with a base Speed of 100. That does not mean it uses Spore early in a turn: its Mycelium Might Ability makes its status moves go last within their priority bracket.
What “fastest” means for a Spore user
There are two useful ways to interpret the question: which Pokémon has the highest listed base Speed, and which one is likely to act first when it selects Spore. In the Scarlet and Violet data referenced here, Toedscruel leads by base Speed. Its Ability changes the practical turn-order answer.
Why Toedscruel ranks first by base Speed
Toedscruel has a base Speed stat of 100 and is listed as a Spore learner in the Scarlet and Violet Pokédex data. The Pokémon Database Toedscruel entry lists its stats and learnset; the Spore move reference also lists Toedscruel among its users.
This ranking is a comparison of listed base stats, not a guarantee about turn order in every battle. Move access and battle conditions can differ across games and formats, and other factors can affect which Pokémon acts first.

Why high Speed does not make Toedscruel’s Spore fast
Toedscruel’s Ability, Mycelium Might, makes its status moves go last within their priority bracket. Since Spore is a status move, selecting it means Toedscruel does not simply use its high Speed to move ahead of other Pokémon choosing moves in that bracket. The Mycelium Might reference describes this turn-order effect.
So the precise answer is: Toedscruel is the fastest Spore user by base Speed in the cited Scarlet and Violet data, but not necessarily the first to use Spore in a turn.

What Spore does—and what the accuracy figure means
Spore is a sleep-inducing status move with 100 accuracy in the referenced Scarlet and Violet move data. That figure is the move’s listed accuracy; it does not establish that every target or battle situation allows Spore to take effect. See the Spore move reference for its listed effect and accuracy.

The comparison is based on Scarlet and Violet move and base-stat data, not every Pokémon game, transfer route, or battle format. A Pokédex description about a Pokémon scattering spores defensively is not, by itself, evidence that it learns the move Spore or belongs in this ranking.
