The Pokémon Company International places Gary and Ash first in its 2023 retrospective of the franchise’s greatest rivalries. Paul is a compelling alternative if you mean the rival who most persistently challenged Ash’s beliefs about training and caring for Pokémon.
Why Gary is the clearest overall answer
Gary is Ash’s childhood friend and the first major rival of his anime journey. Their contrast helps establish Ash’s early ambitions: Gary is confident and competitive, while Ash is still learning what it takes to become a great Trainer. The Pokémon Company International’s September 13, 2023 retrospective ranks “Gary Oak and Ash” first among ten Pokémon animation rivalries, and connects their story from the start of Ash’s journey to their later reunion in the closing episode of To Be a Pokémon Master.
The ranking is an editorial judgment by the franchise publisher, not a measurement of screen time, win rate, or number of battles. Still, it makes Gary the best-supported answer for the rivalry’s legacy and place in the anime’s framing.
The Silver Conference gives their rivalry a payoff
Gary’s importance is not just a matter of being Ash’s first major rival. Their Johto League Silver Conference battle resolves a long-running competitive thread: official episode summaries describe Gary as Ash’s “long time rival,” then say Ash is “thrilled to have finally defeated his rival” after the match. Why some viewers would choose Paul
Paul is the stronger answer if “biggest” means Ash’s most sustained ideological opponent. The official retrospective contrasts Paul’s harsh approach to Pokémon with Ash’s kinder, relationship-focused style, making their conflict about more than who wins a battle. Ash eventually defeats Paul in the Sinnoh League, but their rivalry also forces Ash to defend his own training philosophy.
Gary’s story is the formative, long-view rivalry; Paul’s is the sharper clash over what kind of Trainer Ash wants to be. Both rivalries have a competitive payoff, so the distinction comes down to which kind of importance you mean.

There is no established statistic that measures which of Ash’s rivals is “biggest.” The answer changes with the criterion: Gary has the stronger claim by legacy and official franchise framing, while Paul stands out for sustained dramatic tension and direct opposition to Ash’s beliefs. This comparison concerns the Pokémon anime and licensed material; it is not a universal ranking across every game continuity or every viewer’s personal favorites.

A licensed Scholastic storybook, Young Ash, Go West! by Tracey West, also uses the phrase “Ash’s biggest rival” for Gary in its preview. That wording supports Gary as a conventional label, but it is a line in a fictional adaptation rather than an objective measure of rivalry.
