Why there is no official head-to-head answer
Mega Rayquaza and Eternamax Eternatus belong to separate mechanics and game contexts. The official Pokémon site presents Mega Evolution in the context of Pokémon Legends: Z-A (Mega Evolution), while official Pokémon Sword and Pokémon Shield materials describe Dynamax in Galar (Dynamax; gameplay). Those sources do not specify how to combine the forms in a shared battle, provide comparable statistics for this matchup, or name a winner.
So the answer depends on what “win” means: a battle using a particular game’s mechanics, a custom ruleset, or a lore-based interpretation. There is no official conversion between Mega Evolution and Eternamax in the sources cited here, and no published odds or matchup statistic to settle the comparison.
What Sword and Shield’s Dynamax rules establish
In Sword and Shield, Dynamax lasts three turns, can be used once per battle, is restricted to specific locations in Galar, and requires a Dynamax Band, according to the official Dynamax overview. These are rules for that game’s setting—not universal rules for comparing Pokémon forms across titles.

Official competitive guidance further says Dynamax doubles a Pokémon’s current and maximum HP and turns its moves into Max Moves (Pokémon competitive strategy). Those mechanics describe Dynamax generally; they do not provide a direct Mega Rayquaza-versus-Eternamax Eternatus calculation.
Why raid encounters are a separate case
Some wild Dynamax encounters use special raid mechanics. Official Pokémon material describes effects such as a Pokémon taking multiple actions, neutralizing abilities, resetting stat changes, or creating a barrier that blocks almost all damage (Max Raid Battles).
Those encounter rules should not automatically be applied to a hypothetical one-on-one battle between the two forms. A raid battle has its own structure and exceptions; the cited material does not say that every such effect applies identically to an Eternamax duel.
A conditional verdict under a custom one-on-one ruleset
If the comparison means a direct duel with both forms allowed, but without importing raid-only effects or treating either game’s location restrictions as universal, the result remains undetermined. The official sources do not give a shared ruleset or enough comparable battle data to support a decisive winner.

A lore-based answer would also require choosing which descriptions and portrayals count as evidence. The official material cited here does not resolve that interpretation. Calling either Pokémon the certain winner would therefore go beyond what those sources establish.

A concrete result would require a specified battle format—for example, a particular game’s mechanics or an explicitly defined custom ruleset—and comparable rules for both forms within it. Change the format, turn limits, or treatment of raid effects, and the outcome could change; no official source cited here supplies a standard way to make those choices.
