If that does not help, test on a local map and on more than one server: the result can help distinguish a local setting or config issue from server-specific behavior.
1. Make sure sprays are enabled in TF2
Open Advanced Options and find Disable Sprays. Turn it off. A Steam Community guide maps the console variable cl_spraydisable 0 to sprays enabled and cl_spraydisable 1 to sprays disabled: How to re-enable sprays [2021-2026].
If you use the developer console, check the active value of cl_spraydisable rather than relying on a command you entered once. Older advice may refer to cl_playerspraydisable; the cited guide points to cl_spraydisable instead. Confirm the current setting in-game, since old command lists may not match your installation.
2. Compare a local map with different servers
Try placing your spray on a local map, then test it on a different server. If it appears locally or on one server but not another, the problem may be tied to that server’s settings or handling of sprays rather than your local toggle. A Steam discussion recommends the local-map comparison as a troubleshooting step: I can’t see my sprays on TF2.

Players have reported different spray behavior on Valve and community servers, but those reports do not establish Valve’s current policy. There is no verified official source here confirming that Valve Casual universally blocks your own spray, or specifying what sprays are downloaded or restricted. Treat server behavior as a clue to investigate, not a confirmed rule.
3. Check whether a config resets the setting
If sprays fail across local maps and servers, check whether a configuration file or startup command changes cl_spraydisable after the game launches. Recheck the value after startup; a setting that appears correct immediately after changing it may be overwritten later. The Steam Community guide above discusses config overrides as a possible cause.

4. Consider decal rendering limits only after the basic checks
A historical TeamFortress.TV discussion identifies a low r_decals value as a possible reason decals, including sprays, may not appear: Sprays not appearing. This is anecdotal troubleshooting, not a guaranteed fix for current TF2 installations. Treat it as a later diagnostic lead rather than changing rendering settings before checking the spray toggle, server context, and config overrides.

Quick troubleshooting order
- In TF2, open Advanced Options and turn off Disable Sprays.
- If using the console, check that
cl_spraydisableis set to0, then verify the value remains that way after startup. - Test on a local map and compare the result with more than one server.
- If it still fails everywhere, inspect configs and startup commands for an override; only then consider whether decal limits may be involved.
