There is substantial evidence that anger among Chinese-language players contributed to Overwatch 2’s early Steam review backlash: Blizzard’s licensed service in mainland China ended in January 2023, and a reported early snapshot found that nearly two-thirds of the game’s Steam reviews were written in Simplified Chinese, with 97% of that group negative. But Steam’s language data does not prove where reviewers lived, who they were, or why each person posted. The China-related grievance is a strong part of the explanation—not a complete account of the review wave.
What the early review data shows
When Overwatch 2 arrived on Steam on August 10, 2023, it opened a new place for players to rate the free-to-play game. Shortly afterward, Daniel Ahmad, research director at Niko Partners, reported that 63,000 reviews—nearly two-thirds of the early total—were written in Simplified Chinese, and that 97% of those reviews were negative. The game’s Steam listing identifies Blizzard as its publisher and lists both Simplified and Traditional Chinese as supported languages: Steam’s Overwatch 2 listing.
Those numbers are Ahmad’s contemporaneous early snapshot, reproduced in an Overwatch forum discussion; they are not a current review count or a demographic census. The figures establish a striking language pattern, not that reviewers were all in mainland China or that every negative review protested the loss of local service. Steam language categories likewise describe review language, not reviewer nationality, location, motive, or coordination.
Why the China connection is plausible
The strongest context is the timing. In November 2022, Blizzard announced that most of its game services in mainland China would be suspended when its licensing agreements with NetEase expired on January 23, 2023. The announcement named Overwatch among the affected games. Blizzard president Mike Ybarra said, “We’re immensely grateful for the passion our Chinese community has shown throughout the nearly 20 years we’ve been bringing our games to China through NetEase and other partners.” Blizzard’s November 2022 announcement.

NetEase separately said the licenses for Overwatch and other Blizzard titles in Chinese mainland would expire on the same date and would not be renewed, citing “material differences on key terms.” CEO William Ding said the company had tried “with our utmost sincerity to negotiate with Activision Blizzard” to continue serving players in China. NetEase’s announcement.
The licensed mainland service therefore ended months before Overwatch 2 launched on Steam. That sequence makes the shutdown a credible source of anger for players who lost local access and then encountered a new platform where they could express dissatisfaction. It does not mean the Steam review event caused the service interruption; the companies had already announced the license expiration and non-renewal.

What the evidence cannot establish
- Where reviewers were: A Simplified Chinese review may come from a mainland player, a Chinese-speaking player elsewhere, or someone who chose that language for another reason.
- Why each review was negative: The language split cannot identify an individual reviewer’s motive. Some may have focused on service access; others may have had different complaints.
- Whether reviewers coordinated: The reported percentages do not show whether reviews were independently written or organized.
- How much of the total backlash the shutdown explains: The early language snapshot supports a substantial China-related contribution, but it does not assign a precise share of all negative sentiment to that cause.
For these reasons, “Chinese-language reviews” is more precise than saying that a measured number of reviews came “from China.” The evidence supports the interpretation that Chinese-language players helped drive the wave, not a claim about every reviewer’s identity or location.
Why China was not the only explanation
Overwatch 2 also faced longstanding dissatisfaction with its direction and monetization. A June 2024 forum discussion illustrates that alternative explanation, but it is an individual community argument rather than an official Blizzard analysis or a quantified study: Overwatch forum discussion. The China-related context helps explain the unusually large, overwhelmingly negative Simplified Chinese segment; broader criticisms help explain why negative sentiment extended beyond that segment.

What happened after the review wave
In April 2024, Blizzard and NetEase announced a renewed path to support players in mainland China, with Overwatch included among the games covered by the agreement. That later development is relevant to the longer China-service timeline, but it does not change the sequence behind the 2023 Steam review surge: the mainland licensing interruption came first, and Overwatch 2’s Steam release followed months later.
