This explanation covers PC only. Console players should read the separate section below, because the console modes and their frame-rate targets work differently and the PC INI fixes do not apply there.
What Bethesda identifies as the cause
Bethesda’s troubleshooting article on everything moving too fast in Fallout 4 on PC points to three broad sources: the display’s refresh-rate settings, the graphics driver, and installed Creations. It also warns that displays above 120Hz may be detected as 120Hz, which can make the game run too fast. The same article notes that uncapping the frame rate through the iPresentInterval setting can produce the same symptoms. Bethesda’s guidance is consistent on one point: the game is designed around a 60 FPS cap with default settings, and it advises players to keep those defaults. Its quoted wording is: “It is advised to keep the default settings and play the game with a 60fps cap.”

Check these before changing anything
- Platform. The steps below apply to PC. If you are on PlayStation or Xbox, skip to the console section.
- Display refresh rate. Confirm the monitor’s refresh rate in your operating system’s display settings. A monitor set to 144Hz or higher is the case Bethesda specifically flags.
- Frame rate status. Find out whether the game is capped at 60 FPS or running uncapped. Symptoms of uncapped play are the ones Bethesda links to the
iPresentInterval=0setting. - INI edits. Note whether you have changed any values in the Fallout 4 INI settings files to raise or remove the frame-rate limit.
- Creations. Note whether you have installed any Creations, since Bethesda lists them as a possible cause.
PC troubleshooting, in order
Step 1: Restore the 60 FPS cap and default settings
Bethesda advises playing with a 60 FPS cap. The cap is tied to your monitor’s refresh rate through the iPresentInterval value, as shown in the table below. Setting iPresentInterval=0 removes the cap and is the value Bethesda links to the reported speed problems.

Step 2: If your monitor runs above 120Hz, set it to 120Hz while playing
Bethesda says a display set above 120Hz, such as a 144Hz monitor, should be set to 120Hz for Fallout 4 because the game may detect the refresh rate incorrectly. Change the refresh rate for the play session and return it afterward if you need the higher rate for other software. The article does not describe a permanent fix for this case.
Step 3: Use the GPU vendor’s frame limiter as an alternative
Bethesda’s article on a blank screen with sound on a 300Hz display gives two alternatives for capping the game at 60 FPS. In NVIDIA Control Panel you can set Fallout4.exe to a 60 FPS limit. In AMD Radeon Software you can use Radeon Chill with a 60 FPS maximum. Use these only when the refresh-rate and INI checks above do not solve the problem, since the article was written for a blank-screen case and not for speed issues specifically. Step 4: Update the graphics driver and test without Creations
Bethesda recommends making sure your graphics driver is current. If the speed problem remains after the refresh-rate steps, temporarily disable or remove installed Creations and retest the game. Re-enable them one at a time afterward so you can identify the one that changes the behavior.
Step 5: Consider Borderless Windowed Mode for related physics problems only
In a separate Bethesda article about getting stuck in furniture or terminals on PC, the company says Borderless Windowed Mode can help in some cases. This is a secondary option for physics trouble, not a fix for the speed problem. Why INI changes can make the problem worse
Raising or removing the frame-rate maximum through INI edits can cause physics problems, according to Bethesda’s support guidance. If you have already changed these values and the game feels fast, the most reliable recovery is to restore the default frame-rate settings and the 60 FPS cap before testing other causes.

What the sources do not establish
Bethesda’s articles cover refresh-rate, driver, Creations, and frame-cap causes. They do not provide a prevalence figure for how often each cause produces the speed problem, and they do not name a single cause for every report. If the game still feels wrong after the steps above, your measured frame rate, display settings, and mod or Creations list are the details that will narrow the cause.
