Grand Theft Auto VI has an ESRB Mature 17+ rating that includes the Nudity descriptor, but an ESRB rating is a content notice—not permission to sell a game on Steam, itch.io, or any other platform. The available evidence does not establish why any particular indie game was delisted, or that GTA VI and those games were treated differently under the same rule.
What GTA VI’s ESRB rating actually says
The ESRB lists Grand Theft Auto VI as M (Mature 17+) for PlayStation 5 and Xbox Series. Its descriptors include Nudity and Strong Sexual Content, along with Blood and Gore, Intense Violence, Mature Humor, Strong Language, Use of Drugs and Alcohol, and In-Game Purchases.

Those descriptors disclose categories of content associated with the rating; they do not provide a scene-by-scene account. The ESRB says descriptors indicate content that may have triggered a rating or may interest or concern consumers, and are not intended as a complete listing. Its guide defines “Nudity” as graphic or prolonged depictions of nudity, “Partial Nudity” as brief and/or mild depictions, and “Strong Sexual Content” as explicit and/or frequent depictions of sexual behavior, possibly including nudity. These are rating-guide definitions, not descriptions of specific scenes in GTA VI.

An age rating and a storefront decision answer different questions
An ESRB rating communicates content information and age guidance. A storefront decides whether a title can be listed or sold under that platform’s rules; payment providers can impose a further set of restrictions on transactions. These are separate decisions. A rating does not, on the evidence available here, override a platform’s or payment provider’s rules.
- Rating: What content category and age guidance does a rating authority assign?
- Storefront: Does a particular platform permit the title or content category to be listed and sold?
- Payment: Will the payment path used for a transaction support it?
To explain a specific removal, it matters which of these decisions occurred and what rule the decision cited. “Delisted” can also obscure different outcomes: a title might be removed from sale, hidden from discovery, or restricted in a particular territory. Those outcomes are not interchangeable.

What is known about indie-game restrictions
In a statement published in August 2025, AFEE reported restrictions that affected or made mature-rated games inaccessible on Steam and itch.io, and attributed the changes to pressure from payment providers. That is AFEE’s account of the controversy, not an official platform explanation. The statement can be read here.

The material available here does not establish current Steam or itch.io policy wording, provide the notices for individual delistings, or verify which rule applied to which game. It therefore does not show that indie games were removed for nudity alone, that GTA VI is exempt from a rule applied to them, or that the same standard was applied differently. A reliable explanation of a particular case would need the platform’s decision or policy, the affected title and territory, and any documented role for a payment provider.

How ESRB ratings are assigned
For physical games, the ESRB describes a process in which the publisher submits a questionnaire about relevant content and context, together with gameplay, mission, and cutscene video showing typical play and the most extreme content. Pertinent locked content must also be disclosed. At least three trained raters review the material and recommend a rating category, descriptors, and interactive elements; the ESRB evaluates and confirms the recommendation and finalizes a rating summary. Details are on the ESRB ratings-process page.
This explains how a rating is determined; it does not turn that rating into a storefront approval. Nor does the existence of a descriptor establish the precise content, context, or extent of a scene in the game.

What would settle a comparison between GTA VI and a delisted indie game?
A meaningful comparison needs evidence about both titles and the decisions affecting them—not just their ratings. For each case, look for:
- The rating authority, territory, age category, and descriptors.
- The specific content identified by the publisher or in a platform notice.
- The storefront rule cited, including its version or date.
- Whether the platform or payment provider attributed the decision to a payment restriction, and who made that claim.
- The actual outcome: removed from sale, hidden, or restricted by territory.
No specific indie title and delisting decision are documented here well enough to support that comparison. Without case-level evidence, the defensible answer is limited: GTA VI’s ESRB listing discloses Nudity and other mature content, while an age rating does not itself guarantee storefront access.
