Windows Explorer, called File Explorer in current Windows versions, usually will not run as a genuinely elevated administrator process because it is the interactive Windows shell. With User Account Control (UAC) enabled, even an administrator signs in with a standard access token for normal desktop work. Windows does not support running a second Explorer instance with a different security context in the same interactive session, so choosing Run as administrator for explorer.exe may appear to do nothing. Use an elevated Command Prompt, PowerShell, or Computer Management for the single task that needs administrator rights instead of trying to replace the Explorer shell.
Why won’t Windows Explorer run as administrator?
Explorer is not an ordinary utility that can be duplicated at two privilege levels. The explorer.exe process displays the desktop, taskbar, Start menu, and file-management windows, and it is the parent process from which user-launched programs inherit their access token. Microsoft’s UAC documentation explains that an administrator account normally operates with a standard token until Windows presents an elevation prompt and the user approves it.

That design creates the behavior people see when they right-click explorer.exe and choose Run as administrator. Windows does not support running multiple Explorer process instances in different security contexts in one interactive user session. A second, fully elevated shell could otherwise launch applications with a different token from the same desktop, creating confusing and unsafe inheritance rules. The command can therefore appear to have no effect, or it can open a window that is not the genuinely elevated Explorer you expected.
What does UAC have to do with Explorer’s privileges?
UAC separates everyday desktop activity from operations that require an administrator token. Signing in with an account that belongs to the Administrators group does not mean every process immediately has full administrative access.

Administrators normally start with a standard token
When UAC is enabled, Windows starts the interactive Explorer shell with the standard token. This lets ordinary applications run without unrestricted system access. When a program requests elevation, Windows can create an elevated process after the user confirms the prompt; the original Explorer process remains the standard-token shell.
Explorer is the token parent for user-launched programs
Because Explorer is the parent process for programs started from the desktop, taskbar, Start menu, or ordinary file windows, those programs inherit the standard access context unless they independently request elevation. Elevating Explorer itself would change the security context of the interactive shell and the applications it launches, which is why Windows keeps the shell’s normal token separate from occasional administrator tools.

The command is useful for many executables, but it is not a reliable way to create an elevated copy of the Windows shell. If your goal is one protected operation, elevate the tool that performs that operation rather than File Explorer. This keeps the rest of the desktop in its normal, safer context.
How can I confirm whether Explorer is elevated?
Use Task Manager rather than judging by the appearance of a File Explorer window. Microsoft’s diagnostic procedure checks the process token directly.
- Open Task Manager.
- Select the Details tab. If the tab is not visible, expand Task Manager to its full view first.
- Right-click a column heading and add the Elevated column if it is missing.
- Locate
Explorer.exeand read the value in the Elevated column.
This check distinguishes a standard-token Explorer process from an elevated process. It is more dependable than assuming a UAC prompt appeared or that a new window looks different. If the column does not show Explorer as elevated, treat the shell as a normal user process and use a dedicated elevated tool for the protected task.
What should I use instead of an elevated File Explorer window?
Choose the narrowest tool that can complete the job. A temporary elevated console is usually safer and easier to undo than changing folder permissions, while reinstalling Windows belongs only at the severe-recovery end of the scale.

For one administrator-only operation, use an elevated Command Prompt
Open Command Prompt with administrator approval and perform the required file or system operation there. The console receives the administrator token for that process without trying to create a second interactive Explorer shell. This approach is appropriate when the task is a single command or a small set of commands against a protected location.
Use elevated PowerShell when the task needs scripting
An administrator PowerShell window provides the same separation: the console is elevated, while the desktop shell remains in its standard context. It is useful when the operation involves repeatable steps, inspection, or scripting. Close the elevated window when finished so later commands do not accidentally run with broader rights than intended.
Use Computer Management for share-management work
Microsoft also identifies Computer Management as an appropriate administrative interface for tasks such as managing shares. It supplies the relevant management tools without requiring an elevated copy of every Explorer window.
Use Explorer only to browse, then hand off the protected action
You can locate a file or folder in File Explorer and then carry out the administrator-only change in an elevated console or management tool. This keeps browsing convenient while limiting elevation to the operation that actually needs it.
Should I change a folder’s permissions when Explorer says administrator approval is needed?
Only make a permission change when you have deliberately decided to alter the folder’s access-control list. Approving a prompt that changes permissions is not the same as temporarily elevating one operation: it can grant your account persistent access and broaden what non-elevated programs can do later.
Why a permission change persists
File and folder permissions are stored as access-control entries. Once changed, they remain in effect after the current Explorer window closes and after a restart, until another administrator changes them. That persistence can be useful for a data folder you own, but it is a poor substitute for a one-time administrative action.

Why persistent access increases risk
Microsoft warns that granting an account access can allow non-elevated programs running as that account to control the folder. Malware or an unintended application could then modify files that were previously protected. Permission changes can also complicate security auditing because the original protection boundary has been altered.
Do not apply this shortcut to Windows system folders
System directories are protected for a reason. Changing their ownership or permissions can break servicing, updates, applications, or recovery functions. For a system-folder operation, use an elevated Command Prompt, PowerShell, or the appropriate management console and change only the specific item required.

What is the safest remedy for a single protected file or folder?
First decide whether the task is temporary or permanent. If you only need to copy, inspect, rename, or modify an item once, use an elevated console. If several people or programs must access the location in the future, review the permissions as an intentional security design rather than accepting an Explorer prompt reflexively.
| Remedy | Scope | Persistence | Risk | Recovery depth |
|---|---|---|---|---|
| Elevated Command Prompt or PowerShell | One command, file, folder, or administrative task | Temporary elevated tool | Ordinary command execution; close the console when finished | Routine administration |
| Computer Management | Administrative management such as share configuration | Temporary elevated management session | Changes depend on the specific management action | Routine administration |
| Change folder permissions | The selected folder and its access-control entries | Persistent until permissions are changed again | Non-elevated programs may gain lasting control; auditing can be affected | Security configuration change |
| Windows installation or recovery media | The Windows installation and its recovery environment | In-place repair or a clean installation, depending on the choice | A clean install removes data and applications | System repair or full reinstall |
What if File Explorer itself will not open?
A failure to launch File Explorer is a different problem from the inability to elevate it. Microsoft’s current support flow covers Windows 10 and Windows 11 and moves from ordinary maintenance to system repair.
Start with updates and a restart
Check Windows Update and install available updates, then restart the computer. This addresses components that are out of date or waiting for a reboot before completing servicing.
Run the System Maintenance troubleshooter

Check for missing or corrupted system files
Use Microsoft’s supported system-file checking and repair process from an elevated administrative console. Running those checks from an elevated Command Prompt or PowerShell window avoids depending on an Explorer process that is already failing to start.
Use Automatic Repair or reset and recovery options when necessary
If routine maintenance and system-file checks do not restore the shell, move to Windows recovery options such as Automatic Repair or an appropriate reset or recovery path. Read each option’s data-retention description before confirming it; recovery choices differ in how much of the installation they replace.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When should I create Windows installation media on a USB drive?
USB installation media is a recovery tool for serious Windows problems, not a method for elevating Explorer. Microsoft describes using its Media Creation Tool to create Windows 11 installation media on a blank USB flash drive of at least 8 GB.
What the media can do
Installation media can support an in-place reinstall or a clean installation when Windows is badly damaged. An in-place reinstall can preserve selected files, applications, and settings, subject to the choices presented by Windows. A clean install removes data and applications, so make sure important files are backed up before selecting it.

What it cannot do
Booting from the USB does not turn the normal desktop’s Explorer process into an elevated shell. It changes the recovery or installation environment and should be reserved for repair or reinstall decisions after less disruptive troubleshooting has been attempted.
How do I choose the right path?
Match the remedy to the scope of the problem rather than to the wording of the UAC prompt.

The central distinction is between elevating a tool for a task and elevating the interactive shell. Windows supports the first approach; its Explorer design deliberately does not provide the second in one user session.
Frequently Asked Questions
Does signing in with an administrator account make every File Explorer window elevated?
No. With UAC enabled, an administrator account normally receives a standard token for the interactive desktop. A process must request and receive elevation separately, and Explorer remains the standard-token shell.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Why can an elevated program access a folder that Explorer cannot?
The elevated program has a different access token approved by UAC, while Explorer and programs launched from it may still use the standard token. The difference is a security boundary, not evidence that Explorer is malfunctioning.
Will restarting Windows make an Explorer permission change go away?
No. Access-control changes are stored with the folder and normally survive closing windows and restarting. Reversing them requires another deliberate permissions change.
Do I need an 8 GB USB drive just to open File Explorer as administrator?
No. USB media is relevant only to Windows recovery or installation work. An elevated Command Prompt, PowerShell, or Computer Management session is the appropriate response to a single administrator-only task.
