A gray Windows 10 lock-screen control and a completely black lock-screen picture are different problems. Gray choices usually mean a policy is preventing personalization, especially the “Prevent changing lock screen and logon image” setting. A black picture with a working clock, text, and controls is usually a rendering or animation issue. Start at Start > Settings > Personalization > Lock screen, then use the symptom-specific checks below. On a work or school PC, the restriction may be intentional and only an administrator can change it. Windows 10 support ended on October 14, 2025, so these steps address configuration and display behavior but do not restore ongoing security support.
Why is my Windows 10 lock screen gray or black?
First identify exactly what is failing. The color and behavior point to different causes:

|---|---|---|
| Lock-screen background choices or controls are gray and cannot be selected | A local, domain, or mobile-management policy is restricting personalization. | Check whether the PC is managed, then inspect Personalization policy settings. |
| The lock-screen picture is black, but the time, text, and controls still work | A Windows animation or Desktop Window Manager setting is interfering with background rendering. | Review Performance Options and the Desktop Window Manager animation policy. |
| The entire display is black, including the clock and controls | This is not the documented “black background” symptom; it may involve display output, graphics, sleep/wake, or a broader Windows startup problem. | Test display and wake behavior before changing lock-screen policies. |
Microsoft describes the lock screen as the first interface shown when a device starts or wakes. A policy can leave that interface usable while removing the ability to choose its image; a rendering problem can leave the controls usable while the image itself fails.
What should I check before changing a policy?
- Look at the controls, not just the color. If the Picture, Slideshow, or Windows Spotlight choices are disabled, treat the problem as a restriction. If those choices work but the image area is black, use the rendering branch instead.
- Identify ownership. A company, school, or family-managed computer may enforce a lock-screen image. Ask the administrator before editing Local Group Policy or deleting cached assets.
- Record the current setting. Note which background mode is selected and whether Show the lock screen background picture on the sign-in screen is enabled. This gives you a reversible baseline.
- Confirm the Windows edition. Policy support differs between Pro and Enterprise, Education, and IoT Enterprise editions. A missing policy editor or unavailable setting may be an edition limitation rather than a damaged installation.
How do I restore gray lock-screen controls on a personal PC?
Use the normal Settings path first. It is the lowest-risk and easiest-to-reverse change.

1. Choose a lock-screen background in Settings
- Open Start > Settings > Personalization > Lock screen.
- Open the Background menu.
- Test Picture, Slideshow, and Windows Spotlight one at a time. For Picture, select a local image; for Slideshow, select a folder.
- Review Show the lock screen background picture on the sign-in screen and turn it on if you want the same image to continue onto the sign-in screen.
- Lock the PC with Windows key + L and check the result.
If the controls remain gray, Windows is probably receiving a policy rather than ignoring a preference.
2. Inspect Local Group Policy when it is available
Local Group Policy Editor is normally available on editions that include it. Press Windows key + R, enter gpedit.msc, and open the editor. Browse to:

Check these settings:
- Prevent changing lock screen and logon image — when enabled, this policy grays out the Lock screen controls.
- Force a specific default lock screen and logon image — this can impose an image instead of allowing each user to choose one.
Open a setting and select Not Configured if you are removing a local restriction on your own computer. Apply the change, close the editor, and sign out or restart before testing again. Do not set a work or school policy to Not Configured simply to regain a choice; a management service or domain policy can reapply the restriction.

3. If the editor is missing or the setting comes back
Windows 10 Home does not include the Local Group Policy Editor. On any edition, a domain, Microsoft Intune configuration, or another management service can override local preferences. If the setting reappears after a restart, contact the person or organization that manages the PC instead of attempting registry workarounds that could conflict with its security configuration.
How do I fix a lock-screen picture that is black while the controls still work?
This branch addresses the separate symptom where the clock, text, and interactive controls are visible but the background image is entirely black.

1. Check the animation setting in Performance Options
- Open Start and search for Performance Options.
- Open Adjust the appearance and performance of Windows.
- On the Visual Effects tab, make sure Animate windows when minimizing and maximizing is checked.
- Select Apply, then lock the PC and test the lock screen.
The cited troubleshooting guidance connects this animation setting with the black-background symptom. It does not mean every black lock screen has the same cause, so avoid changing unrelated visual-effects options unless you are testing them deliberately.
2. Review the Desktop Window Manager policy
In Local Group Policy Editor, go to:
Computer Configuration > Administrative Templates > Windows Components > Desktop Window Manager

Inspect Do not allow Windows animations. If it is enabled on a personal PC, set it to Not Configured, apply the change, and restart before checking the lock screen. On a managed PC, leave the policy alone and ask the administrator whether it is intentional.
3. Treat the ContentDeliveryManager cache as an optional last resort
A third-party troubleshooting source identifies a cache location that can contain JPG assets used by Windows Spotlight:
Free tools Windows power users keep installed
One-click scans. No signup required.
%LOCALAPPDATA%PackagesMicrosoft.Windows.ContentDeliveryManager_cw5n1h2txyewyLocalStateAssets
Before removing anything, copy the folder to another location if you may want to preserve cached images. The workaround consists of removing cached content from that location and then selecting a fresh lock-screen mode in Settings. Cache deletion is not established as universally required, and it can remove images you intentionally kept there, so use it only after the animation checks and only on a personal PC. If the folder is managed or access is denied, stop rather than changing permissions.

Can a work or school policy make the lock-screen choices unavailable?
Yes. Microsoft documents lock-screen configuration through management channels, and a managed device can intentionally expose fewer choices than a personal PC. The “managed by your organization” message is therefore a useful ownership clue, not proof that Windows is corrupted.
Edition and management differences
| Windows 10 edition | Intune/CSP lock-screen background configuration | Group Policy support listed by Microsoft |
|---|---|---|
| Pro | Supported for the documented lock-screen background configuration. | Not listed for the same Group Policy configuration. |
| Pro Education | Supported. | Not listed in the cited table. |
| Enterprise | Supported. | Supported. |
| Education | Supported. | Supported. |
| IoT Enterprise | Supported. | Supported. |
These are applicability boundaries for the documented policies, not a guarantee that every edition shows identical Settings labels. A company can also deploy a custom lock screen through Intune/CSP even when the local editor does not show the control you expect.
Other policy that can hide the lock screen
Microsoft’s ADMX policy documentation also lists Do not display the lock screen, with Windows 10 version and KB applicability details. If that policy is enabled, the normal lock-screen experience can be skipped or appear different, so a missing screen is not the same issue as a black background. Ask the administrator which policy is active and which Windows version and update baseline the device uses.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What is Windows Spotlight, and why can it change the image?
Windows Spotlight automatically changes the wallpaper and can display suggestions, fun facts, tips, or organizational messages. Those changing images are expected behavior, not evidence that the lock screen is malfunctioning.

Microsoft’s Windows 10 documentation notes a default-wallpaper change after update KB5048652. If an organization needs a predictable image, its administrator should configure a custom lock screen or background rather than relying on Spotlight. On a personal PC, switch from Spotlight to Picture or Slideshow in Settings > Personalization > Lock screen when you want a fixed image.
Which fix should I choose?
| Situation | Recommended action | Risk and reversibility |
|---|---|---|
| Personal PC, choices work but image is black | Check Animate windows when minimizing and maximizing; then review the Desktop Window Manager animation policy. | Low risk; both settings can be restored. |
| Personal PC, choices are gray | Inspect the Personalization policies and return an unwanted local policy to Not Configured. | Moderate; do not alter policies you do not own. |
| Managed PC, choices are gray or image is forced | Contact the administrator and provide the exact symptom and Settings path. | Safest; management can reapply settings. |
| Black image persists after animation checks | Back up then consider the ContentDeliveryManager Assets cache workaround. | Higher; cached JPG content may be removed and the source does not establish that deletion is always needed. |
What changes because Windows 10 support has ended?
Microsoft ended Windows 10 support on October 14, 2025. The Personalization controls and policy paths can still function on an existing installation, but you should not expect ongoing security fixes or a future update to repair this behavior. If the PC is eligible, moving to a supported Windows release is a separate lifecycle decision; it will not by itself prove whether the original problem was a policy restriction or a rendering failure.

Frequently Asked Questions
Can I change the lock-screen picture without administrator rights?
On an unmanaged personal account, changing the picture in Personalization normally does not require administrator approval. If a policy has disabled the controls, standard-user changes cannot override it; the device owner or administrator must change the policy.
Will clearing the Assets folder delete photos from my Pictures library?
The cited cache path is inside the current user’s package data, not the normal Pictures library. It can still contain Spotlight images you wanted to keep, so copy the folder elsewhere before removing files and do not delete anything from your personal photo folders.
Why does Windows Spotlight show messages from my organization?
Spotlight can display organizational messages as part of its designed suggestions and information. A managed configuration may also select a custom lock screen, so ask your administrator whether Spotlight or a policy is controlling the image.
