A Windows 10 Out-of-Box Experience (OOBE) failure is a symptom, not one universal error. The safest fix depends on the exact message or code, the screen where it appears, whether you are still in OOBE or have reached the desktop, the Windows edition and version, whether the machine is new, reset, or being reinstalled, and whether it can reach the internet. Record those details before changing anything. If the screen specifically says "Something went wrong but you can try again. MSA" on Windows 10 version 1903, Microsoft documents a targeted restart or wwahost.exe workaround. Other messages should be handled through Microsoft’s general installation guidance, connectivity troubleshooting, SCOOBE, or an appropriately cautious recovery option.

What does a Windows 10 OOBE error mean?

OOBE is the Windows out-of-box experience: the sequence of screens used to accept the license, sign in with or create a Microsoft account, connect the computer, and finish a new Windows installation. Microsoft describes it as a series of screens that help set up a new Windows installation. An interruption anywhere in that sequence can leave the device only partly configured, but the words “OOBE failed” do not identify the underlying cause.

OOBE can fail while Windows is being installed, after a reset, on a brand-new computer, or when a partially completed setup tries to continue. The same-looking symptom can therefore represent different problems. Do not apply a workaround written for one message unless your screen matches that message and the documented Windows version.

What information should I record before trying a fix?

Write down or photograph the complete error exactly as shown. Capitalization, punctuation, and a short code can determine which Microsoft procedure applies. Also note the following:

  • Whether the error appears during the initial setup screens or only after you have reached the Windows desktop.
  • The Windows edition, such as Home or Pro, and the version or release if it is visible.
  • Whether the computer is new, has just been reset, or is being reinstalled or upgraded.
  • Whether the computer is connected to Wi-Fi or wired Ethernet, and whether the connection works on another device.
  • Whether the keyboard and mouse respond and whether any unsaved work is open.
  • Any recent change, such as removing a network, attaching a peripheral, starting a reset, or restarting setup.

These facts turn a vague symptom into a supportable diagnosis. Keep the photograph and notes available if you must restart, use recovery, or contact the device maker.

Which OOBE failure do I have?

Use the point of failure and the wording together. The table below separates the documented Microsoft case from other situations that require different guidance.

What you see What it establishes Next action
Black-and-blue screen saying "Something went wrong but you can try again. MSA" after reaching the desktop A Microsoft-documented Windows 10 version 1903 issue affecting all editions; it may appear on the first internet connection when the device or installation was not connected during OOBE. Use the version-specific restart or wwahost.exe procedure below.
Setup cannot get online or cannot continue while still in OOBE The installation has not met the connectivity requirement for Windows Home or Pro. Follow Microsoft’s connection troubleshooting for the observed network symptom.
The device is only partly configured and returns to setup Windows may be able to resume through Second Chance Out-of-Box Experience (SCOOBE). Allow SCOOBE to connect the device and finish setup, or trigger it manually as Microsoft describes.
A different installation or upgrade code appears The title alone cannot establish whether the cause is networking, Windows Update, a background process, damaged data, a driver, or low disk space. Use Microsoft’s general fixes and its error-code table for the exact code.

Does Windows 10 require internet access to finish OOBE?

Yes. Microsoft states that an internet connection is required to finish setting up a device running Windows Home or Pro. A computer can therefore appear to have installed Windows successfully yet remain unable to complete setup until it can connect.

Use Microsoft’s Get connected when setting up your Windows device instructions for the connection problem you actually observe. Check the network-selection screen, credentials, and whether the connection is available from another device before buying hardware. The title does not show that a cable, adapter, or router is defective, so purchasing an accessory is not a reliable first step.

What should I check without changing Windows?

  • Confirm that the intended Wi-Fi network is visible and that its password is entered exactly.
  • If a wired connection is available, make sure the cable is fully seated and that the port provides a working link.
  • Move temporarily closer to the wireless access point if the signal is weak.
  • Remove a captive-portal or guest-network complication by using a normal network that permits the setup process to reach Microsoft’s services.
  • If the network works on a phone or another computer but not during OOBE, record that distinction; it points support toward the setup environment rather than immediately proving a hardware failure.

Follow Microsoft’s page for the exact controls and recovery choices available on your screen. Do not infer that a failed connection is the cause when the error occurs before Windows even asks for a network.

Can SCOOBE finish a partially completed setup?

Often, yes. Microsoft describes Second Chance Out-of-Box Experience (SCOOBE) for a device whose initial configuration was not completed. It can provide the setup screens needed to connect to a network and finish configuration.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SCOOBE typically appears automatically when initial setup was interrupted. Microsoft also documents a way to trigger it manually in its accessibility guidance, Use a screen reader to set up Windows. The exact trigger and available prompts can depend on the state of the installation, so record the current screen before attempting it.

When should I let SCOOBE run?

Use it when Windows has already been partly configured and the device returns to a setup or completion screen rather than presenting a clearly identified installation code. Connect to a reliable network, follow each remaining prompt, and avoid powering off while Windows is applying the final configuration. If SCOOBE does not appear, or the machine repeatedly returns to the same error, move to the instructions for the exact message instead of repeatedly forcing setup.

How do I fix the specific “Something went wrong but you can try again. MSA” screen?

Use this procedure only when all of the documented conditions match: Windows 10 version 1903, any edition, a black-and-blue screen with the exact message “Something went wrong but you can try again. MSA,” and the screen appears after OOBE has completed and you have reached the desktop. Microsoft says it can occur when the first internet connection happens after setup because the device or installation was not connected during OOBE. The relevant Microsoft article is "Something went wrong but you can try again. MSA".

Option 1: restart when there is no unsaved work

  1. Confirm that no document or other work needs to be preserved.
  2. Press Ctrl+Alt+Delete.
  3. Select the Power button on the security screen.
  4. Choose Restart.

After Windows starts again, allow the setup-related process to complete. If the same screen returns, record whether the message is still identical before trying the second method.

Option 2: end wwahost.exe while preserving work

  1. Press Ctrl+Shift+F10. If nothing appears, repeat the shortcut once as Microsoft advises.
  2. Open Task Manager with Ctrl+Shift+Esc.
  3. Select More details if Task Manager opens in its compact view.
  4. Open the Details tab.
  5. Locate wwahost.exe, select it, and choose End task.

This is a process-ending workaround for the documented MSA case, not a general OOBE repair. Do not terminate an arbitrary process because its name looks similar, and do not use these shortcuts as a substitute for identifying a different error.

What if my message is not the MSA error?

Do not assume that the MSA procedure, a restart, or a process termination applies. Microsoft’s current Get help with Windows upgrade and installation errors guidance starts with general fixes and then directs readers to an error-code table.

Use the exact code to choose the branch

Microsoft’s examples associate particular codes with different classes of problem, including connection or Windows Update issues, background processes, missing or corrupted data, drivers, and insufficient disk space. Those associations are examples for the listed codes; they do not prove that any one of those causes explains an unspecified OOBE failure.

  1. Copy the complete code and message.
  2. Match the code to Microsoft’s table rather than searching only for the phrase “OOBE failed.”
  3. Apply the general fix Microsoft lists for that code.
  4. Disconnect nonessential peripherals when the installation guidance identifies that as relevant.
  5. Restart only when you have recorded the current state and have no unsaved work to lose.

If the code is absent, treat the location and timing as your primary clues. An error during the setup screens is a different branch from an error that appears only after the desktop loads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I reset Windows when OOBE will not finish?

Recovery should not be the opening response to an unidentified setup error. Microsoft’s Recovery options in Windows guidance says to begin with the least disruptive option that fits the situation and warns that some choices can cause data loss.

Protect data before recovery

  • Copy important files from any accessible desktop or user profile to external storage or another trusted location.
  • Make sure you know which account and credentials you will need after recovery.
  • Record the exact error, Windows edition and version, and whether the machine was new, reset, or reinstalled.
  • Disconnect nonessential devices unless a recovery instruction specifically requires them.

If Windows is still usable, start with the documented non-destructive troubleshooting for the exact code or connection symptom. Consider a reset or other recovery path only after those options fail or Microsoft’s guidance specifically points to recovery. Read the effect of each choice before confirming it; a procedure that reinstalls Windows or removes applications can change the data-preservation outcome.

Does the fix change for a new PC, a reset, or a reinstall?

The context changes what evidence is available. On a new computer, note the model and the first screen at which setup stops. After a reset, determine whether the reset itself completed and whether the error appeared when the device first connected. During a reinstall or upgrade, retain the installation or upgrade code and note any peripherals or network changes made immediately beforehand.

Microsoft’s documented MSA issue can follow either a new-device setup or a reset, but the article applies specifically to Windows 10 version 1903 and the exact black-and-blue message. A different error after a reinstall should be handled through the installation-error guidance, not by assuming the reset scenario is identical.

What does Windows 10 support ending mean for this problem?

Microsoft’s current installation guidance states that support for Windows 10 ended on October 14, 2025. After that date, Microsoft says it no longer provides free software updates through Windows Update, technical assistance, or security fixes for Windows 10. This lifecycle status does not diagnose an OOBE error, but it affects escalation and the long-term choice of operating system.

For a setup failure occurring now, keep the date and Windows release in your support request. Microsoft’s guidance recommends moving to Windows 11 where the device is eligible. If the hardware or software requirement prevents that, the device maker’s support channel can help identify an installation path for that specific model, but the first request should still include the exact OOBE evidence.

How should I escalate an OOBE failure?

Escalate after you have captured the screen and tried only the branch that matches it. Give Microsoft or the device manufacturer a compact, reproducible description rather than “Windows will not set up.” Include:

  • The full message and code, preserving punctuation.
  • Whether it occurs inside OOBE or after the desktop appears.
  • Windows 10 edition and version, including whether version 1903 is involved.
  • Whether the machine is new, reset, reinstalled, or upgraded.
  • The network type and whether another device can use that connection.
  • What happened immediately before the failure and which documented step, if any, changed it.
  • Whether important files are stored locally and whether unsaved work is present.

Ask the support representative to identify the applicable error-code branch before recommending a reset. This prevents a data-destructive action from being used as a generic response to a symptom that may have a narrower fix.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can I avoid making an incomplete setup worse?

  • Do not repeatedly power-cycle a machine while it is applying setup changes unless it is completely unresponsive and you have no safer option.
  • Do not use the MSA workaround when the message, Windows version, or point in setup does not match Microsoft’s description.
  • Do not buy network hardware until you have established that the existing connection or adapter is the actual failure point.
  • Do not choose a recovery option until you understand whether it preserves personal files and applications.
  • Keep the original error text available; replacing it with a paraphrase can send troubleshooting down the wrong branch.

Frequently Asked Questions

Can I finish Windows 10 Home or Pro setup without an internet connection?

Microsoft says an internet connection is required to finish setting up a device running Windows Home or Pro. If setup cannot connect, use the connection-specific guidance rather than assuming the OOBE installation is permanently damaged.

Does the MSA workaround apply to every Windows 10 release?

No. Microsoft’s documented procedure is for Windows 10 version 1903, all editions, and the exact black-and-blue message naming MSA. A different release or message needs its own error-code or setup guidance.

Will a factory reset definitely repair an OOBE failure?

No. A reset can leave the same underlying network, installation, or hardware condition in place, and some recovery choices can remove data. Identify the error and protect files before selecting recovery.

What should I photograph when setup stops?

Capture the entire screen, including the exact wording, code, buttons, and whether the desktop or a setup page is visible. Also note the device model, Windows edition and version, network state, and whether the computer was new, reset, or reinstalled.
