WoW: Forever’s beta showed that its slower questing, world travel and alternate-character progression can capture the social-RPG appeal of Classic. It did not answer the harder question: whether a level-60 MMO with no expansions can keep its raids healthy for years while still making new raid loot better. That is a design problem the beta could not test, not proof that the game will fail.
The beta closed on October 23, 2026, after its opening level-20 cap was raised to 30. Blizzard is targeting a Windows PC launch on November 4, 2026, but the complete raid ecosystem will only be judged after launch.

What did WoW: Forever’s beta actually test?
The test covered the opening game rather than the permanent endgame. Road to 60 records the September 17 opening, the October 1 increase from level 20 to 30, an October 21 stress test and final closure on October 23.
Blizzplanet’s hands-on report followed Alliance characters from level 1 to 30, including the new Skyborne race, Zephras Isle, additional quests and new dungeons. Its conclusion was that the core remains close to Vanilla WoW while adding original material. That is meaningful evidence about pacing and world design, but not about how several raid tiers will interact over a decade.

Windows Central reports the Windows PC launch for November 4, 2026. Mount Hyjal is described as an open endgame zone at launch, with a new raid that had not yet been revealed in the hands-on coverage. Those details come from a fan-site report of the available build, not a complete launch specification.
Is WoW: Forever really horizontal progression if every new raid drops better gear?
Not in the strict sense. Blizzard is describing a hybrid: the world, activities and rewards should expand sideways, while later raid tiers still provide some vertical improvement.
PC Gamer quotes associate production director Clay Stone saying, “our intention very much is to try to limit the amount of power progression as we release each raid tier.” Lead game designer Tim Jones also said Tier 2 and Tier 3 must offer better loot, while older pieces such as the Onslaught Girdle should remain useful. That leaves Forever with a restrained power curve rather than a genuinely flat one.
| Design question | Forever’s stated direction | What remains unproven |
|---|---|---|
| Character power | Small increases between raid tiers | How large the cumulative gap becomes after many tiers |
| Older equipment | Some earlier items should remain useful | Whether enough best-in-slot choices will survive to sustain old raids |
| World progression | New zones, dungeons, professions and rewards across level bands | Whether players will engage with those systems after reaching level 60 |
| Level cap | Fixed at 60 | How access and gearing will work when no expansion raises the cap |
Why can cumulative gear growth damage a permanent MMO?
Even modest upgrades compound when tiers keep arriving. A permanent game cannot rely on a new expansion to reset item levels, replace old attunements or move everyone into one shared starting tier.

Will I have to clear every old raid before joining the newest one?
That is the central access risk. If Tier 3 is balanced around Tier 2 or Tier 1 equipment, a returning player may need to clear multiple older raids before being accepted into current groups. The result would be a long progression queue before the content most people are discussing.
Can catch-up gear solve the problem?
Catch-up gear can bring newcomers up to speed, but it can also make earlier raids irrelevant overnight. A stat squish compresses numbers without automatically rebuilding raid rosters, so neither solution restores a missing community by itself.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhy does population fragmentation matter?
As tiers accumulate, the player base divides among more specific raids and progression points. Lower-tier best-in-slot items could encourage revisits, but equipment slots and build constraints limit how many such incentives can exist without making gearing confusing or compulsory.
Could Blizzard simply slow the curve?
Slowing upgrades may delay the problem, but it does not redefine what endgame progression means. PC Gamer columnist Harvey Randall’s concern is that Blizzard has decades of experience with linear progression, making it difficult to know whether a gentler version will avoid the same long-term pressure.

How does Forever compare with Classic and Retail?
The useful comparison is not whether Forever copies one version of WoW. It is whether its systems address the weaknesses that appear when a Classic-style world meets a permanent service game.
| Axis | Classic-style appeal | Retail-era risk | Forever’s promise |
|---|---|---|---|
| Power curve | Older gear can remain valuable for a long time | Tier resets and large item-level jumps | Limited increases, with better loot still arriving |
| Access | Progression follows a relatively stable path | Returning players can face several catch-up layers | Legacy rewards and broader activities may provide alternate routes |
| Population | Fewer simultaneous tiers to support | Players concentrate in the newest content | Older raids may need durable item and achievement incentives |
| Endgame breadth | World content, professions and social play matter | Systems can funnel players toward the current raid or dungeon | New content is planned across all level bands |
| Convenience | Travel and group formation create friction and community | Fast access reduces downtime but can weaken local ties | Physical world structure paired with Legacy conveniences |
What is Blizzard building besides raid gear?
Windows Central describes Forever as a new continuity rather than a direct continuation of modern Retail chronology. Nora Valleta called it “a new continuity,” with adjacent timelines explaining the setting.

The game is locked to level 60 and uses the Legacy system to reward account or character milestones. Blizzard says Legacy will encourage alternate characters and provide convenience, profession and cosmetic incentives, giving players reasons to progress beyond a single main character.
The team also says additions will reach below level 60 through new zones and dungeons, rather than turning the entire world into a funnel for max-level characters. All 27 talent trees are intended to be viable in every type of content, with different strengths and weaknesses instead of one mandatory raid composition.

Raids are planned to be difficult and preparation-heavy without chasing Retail’s most extreme wipe counts. The interview describes new 10- and 20-player content each patch, while Onyxia remains a 40-player raid. Those formats could diversify group sizes, but they do not by themselves guarantee stable rosters.
At a PAX AUS 2026 presentation reported by Blizzplanet, Stone said Blizzard would introduce “new and expanded zones, new dungeons and raids, a new race, new Class updates, new reputations, new Professions content, new Items & Rewards, new Legendaries, and more!” The breadth is encouraging; the unresolved issue is how those rewards connect to raid participation over time.
Is the beta proof that Classic+ works, or only that leveling works?
It is strong evidence for the leveling case and early evidence for the broader formula. The test demonstrated that slower quests, travel and alt-friendly progression can feel purposeful, while the level-30 ceiling prevented a meaningful trial of the permanent raid economy.
- Observed: Alliance play from levels 1–30, the Skyborne starting experience, Zephras Isle, new quests, dungeons and a Classic-like core.
- Partly described: Mount Hyjal as an open endgame zone and an unrevealed launch raid.
- Not established: Tier-to-tier power growth, catch-up timing, raid population, class balance at level 60 and the long-term value of Legacy rewards.
That distinction matters. The beta can justify optimism about the journey to 60 without validating the claim that gearing alone will keep a raiding scene alive for 10–20 years, the rough lifespan Randall estimates for the project.

What should players watch after the November 4 launch?
- Measure the first tier’s power jump. The important number is not whether Tier 2 is stronger, but how much stronger it is and how quickly older items become unusable.
- Check the entry path for returning players. A healthy system should let a lapsed character reach current raids without requiring a full tour of every previous tier.
- Watch lower-tier group formation. If new, casual and returning players can still find groups for older raids, the progression structure is functioning socially as well as numerically.
- Test non-raid incentives. Legacy milestones, professions, cosmetics, world zones and alt progression need to be desirable on their own, not merely chores required for raid power.
- Look for talent diversity in real rosters. The promise of 27 viable trees matters only if groups can succeed with different combinations rather than converging on one mandatory setup.
Forever’s beta leaves a compelling game in front of the raid question, not beyond it. Blizzard has identified the danger and proposed limited power growth, persistent older items and a wider world of rewards. Whether those measures create a durable endgame will depend on years of tier transitions, access rules and player population—not on the quality of the opening leveling zones alone.
