The routes have different access requirements and release workflows. Then use this checklist to prepare the build, Partner Center materials, ratings, Store listing, and RETAIL release. Microsoft’s publishing flows can change, so confirm current requirements in Partner Center and the linked guidance before committing to a launch date.
1. Choose the publishing route before planning the release
Microsoft documents publishing through Partner Center, but the route depends on where and how you intend to distribute the game. Managed Xbox publishing covers console and publishing that uses full Xbox services; Microsoft’s separate PC-only GDK route is for Win32 games distributed through Microsoft Store on Windows.

For managed Xbox publishing, Microsoft says approval and signed Title Licensing Agreement and GDK License Agreement are needed to complete enrollment and gain full Xbox publishing permissions. Its concept reviews are reviewed on business days and typically take 10–15 business days, with a stated maximum of up to three weeks; treat this as a planning estimate, not a guarantee. 2. Create the product and prepare a package for every platform
Use Partner Center to create and configure the product. For a managed Xbox release, match each supported platform with its required package type and confirm that a certified package exists for every platform you plan to ship. Microsoft’s Xbox readiness checklist calls for approved .xvc packages for Xbox One and/or Xbox Series X|S and approved .msixvc packages for Xbox on PC.

- List the platforms the release will actually support.
- Prepare the matching package for each platform; do not assume that one package covers every target.
- If certification fails, review the certification report, resolve BVT Failure and CFR issues, then build, test, and submit a corrected package.

3. Validate submission materials before uploading
For each package, Final Certification instructions call for a valid Submission Validator log file. Check that it contains no failures or unexpected warnings. When uploading an XVC, upload its matching EKB file as well. Microsoft recommends including symbol files to improve crash reporting.

- Keep the validator log associated with the package it validates.
- Resolve failures and investigate unexpected warnings before submitting.
- Pair every XVC upload with the correct EKB file.
- Include symbol files when available for enhanced crash reporting.

Choose only technical capabilities the game actually supports, and make sure device families and other product properties reflect the release. For PC releases, configure supported input devices along with minimum and recommended specifications. The readiness checklist says not to configure these PC settings for console-only titles.

5. Complete ratings and Store listings
Answer the IARC questionnaire accurately and retake it if the game’s content changes in a way that affects the answers. Where rating certificates are uploaded, make sure their values and descriptors match the configured ratings and cover every selected market. Complete the required Store listing languages before submission.
Physical-disc releases
For physical-disc releases, Microsoft’s Final Certification instructions say IARC ratings cannot be used. Override the IARC rating and upload an age-rating certificate for each disc market.

6. Check pricing, availability, audience, and release configuration
Verify the product’s markets, price, release date, audience, and applicable Xbox settings. Xbox products use the Reseller pricing model. To publish an Xbox product to RETAIL, it needs a revenue SKU; without one, the product can still be submitted for certification or published to development sandboxes, but not to RETAIL.

7. Certify every required module and publish from Main
Store Listings and Pricing and Availability can be certified separately from Packages, but every required module must pass before RETAIL publication. Microsoft’s publishing instructions specify that the Main branch is the source for packages, pricing and availability, and Store listings. The RETAIL publish page also checks that required product modules are complete.
- In Partner Center, review the required product modules and complete any unfinished configuration.
- Submit the applicable modules for certification; track and resolve any failures.
- Before publishing, confirm the packages, pricing and availability, and Store listings in the Main branch are the intended release versions.
- Use the RETAIL publish workflow only after the required modules have passed and the product is configured for the intended audience and date.
Microsoft lists estimated processing, certification, and publishing durations, but timing can vary with the submission. Each publishing stage must finish before the next begins. Check current Partner Center status and instructions rather than treating an estimate as a launch guarantee. See RETAIL publishing instructions.
8. Acquire and test the RETAIL version before launch
Microsoft explicitly advises testing games in RETAIL before release. Acquire the RETAIL version using the recommended guidance linked from Partner Center, then test the release configuration customers are expected to receive. Verify that the release audience and date are correct before access is expected to begin. Do not rely solely on development-sandbox or pre-release testing to validate the RETAIL release.
