Steam Cloud syncs game files between Steam devices only when that game supports and configures it. Neither feature by itself promises that a Steam purchase works on Xbox or that Steam and Xbox saves transfer between them. For a specific game, check its storefront, feature badges, and publisher’s cross-progression or save-transfer instructions.
Xbox Play Anywhere and Steam Cloud do different jobs

Keep four terms separate: cross-buy means one purchase grants more than one version; cloud saves means configured files sync; cross-progression means game progress carries across platforms; and cross-play means players on different platforms can play together. One feature does not establish the others.
What Xbox Play Anywhere includes
For an eligible digital game purchased through the Xbox Store or Windows Store, Xbox says the purchase covers supported Xbox consoles, Windows 10/11 PCs, and supported gaming handhelds at no extra cost. The game must carry the Play Anywhere badge, and you need to sign in with the same Xbox/Microsoft account. On console, find it in your Xbox library; on PC, use the Xbox app. Device support and wording can change, so confirm the live Xbox Play Anywhere FAQ and the game’s listing before buying.
Xbox says supported game progress is saved with Xbox, so you can continue on another supported Play Anywhere device. The FAQ also says add-ons and achievements follow, and that the same game cannot be played simultaneously on multiple supported devices under the account. These benefits apply to participating titles, not every Xbox game.

What Steam Cloud syncs—and what it does not
Steam Cloud is storage hosted by Steam for files a game elects to sync. Developers choose which user files are uploaded and how the feature works; some games do not use Steam Cloud for saves. Look for the Steam Cloud indicator on the game’s Steam store page, then check the publisher’s documentation for exactly what it syncs. Steam lets users toggle cloud sync globally or for an individual game; if it is disabled, the relevant progress remains local to that machine. See Steam Support’s Steam Cloud guide.
Steam can support saves across operating systems, but a Cloud indicator alone does not prove that a game syncs saves across every OS or device. Valve’s Steamworks documentation explains that developers choose API or Auto-Cloud integration; separate Auto-Cloud roots for different operating systems can partition save files. Confirm the game’s own supported OS and save behavior.

Can a Steam purchase or save transfer to Xbox?
There is no platform-wide cross-buy or cross-save guarantee between Steam and Xbox in the cited platform documentation. Xbox Play Anywhere covers eligible Xbox/Windows Store purchases; Steam Cloud is a developer-configured Steam feature. Buying the same game on both storefronts does not, by itself, establish shared ownership or shared saves.
A particular game may offer publisher-account cross-progression or a manual save migration. Before relying on it, check the publisher’s official instructions for:

- Whether account linking or cross-progression is supported between the exact storefronts you use.
- Which editions, platforms, and game versions are covered.
- Whether saves can be exported or imported, and the required steps.
- Whether progress moves one way or syncs bidirectionally.
Without game-specific confirmation, treat Steam and Xbox purchases and saves as separate.

- If you want one purchase for Xbox and PC: confirm the exact edition is digital and shows the Xbox Play Anywhere badge. Check that your console, PC, or handheld is among the supported devices listed for the game.
- If you want saves across Steam devices: check the Steam Cloud indicator and the publisher’s explanation of supported platforms and saved data.
- If you want to move progress between Steam and Xbox: find an official, game-specific cross-progression or save-transfer guide. Do not infer support from cross-play, a shared publisher account, or availability on both stores.
- If Steam shows a cloud conflict: compare the local and cloud timestamps and make a copy of the save where possible before choosing. Steam warns that selecting a stale version can cause lost data or progress, and lost cloud data may not be recoverable by Steam Support.
