Xbox has committed to simplifying how games get published on its platform, and it has named its concept and publishing processes as the first areas to change. As of October 8, 2026, though, Xbox has not said what will change, which rules or eligibility requirements will be affected, or when any change will arrive. Developers should treat this as a stated intention, not a new process.
What Xbox actually said
On October 7, 2026, Xbox CTO Scott Van Vliet posted a statement about developer friction. The statement was reported the next day by Windows Central and Windows Report, and the wording below is as those outlets reproduced it:
“We’ve heard the feedback from developers: bringing a game to XBOX should be easier than it is today. We agree, and we’re working to make it better. We care deeply about ID@XBOX and the developers who build for XBOX. We’re starting with some of the areas we know can create unnecessary friction, including our concept and publishing processes, and simplifying them so developers can spend less time navigating process and more time bringing great games to players. More soon.”
Three points in that statement matter for planning. Xbox used the word “starting,” which signals a first phase rather than a finished package. It named two specific areas, the concept process and the publishing process. And it ended with “More soon,” which is the only indication of timing it gave.

What has not been announced
Coverage published on October 8 agrees that the statement contains no operational detail. Based on that reporting, the following are not yet established:
- Which steps in the concept review or publishing process will be removed, merged, or automated.
- Whether any existing requirement, agreement, or eligibility rule will change.
- Whether the changes apply to every Xbox platform, to PC, or to only some developer types.
- Any launch date, pilot program, or first milestone.
Because none of this has been disclosed, the current published process still applies to any studio planning a release today.
The current route to publishing on Xbox
Most developers reach Xbox publishing through ID@XBOX, the program Microsoft describes in its ID@XBOX game publishing guide on Microsoft Learn, which was last updated August 7, 2026. As written there, the path has three stages:

- Submit a game concept. Applicants must submit at least one game concept for approval. The form asks for developer and publisher information, a game description and features, planned release timing, target platforms, market availability and pricing, Xbox network and user-generated-content capabilities, and supporting material.
- Wait for concept review. Microsoft says reviews happen on business days and can take up to three weeks, typically 10 to 15 business days. Concept review is the stage Van Vliet named first, so it is the stage most likely to change, but no change has been described.
- Sign the agreements. After approval, applicants receive a Title Licensing Agreement and a GDK License Agreement. Signing both completes the ID@XBOX application and unlocks full development and publishing features.
Microsoft also describes ID@XBOX as the gateway to an onboarding hub and to a pitching process for Game Pass, according to its January 2026 ID@Xbox Office Hours recap. A pitch is an opportunity to be considered. It does not guarantee selection, funding, or Game Pass inclusion.

The October statement is not the first time Microsoft has described developer workflow changes this year. In a March 11, 2026 post on Microsoft Game Dev, Principal Product Manager Lead for Xbox Developer Onboarding Travis Bradshaw described work already underway. He wrote:
“If you’ve looked at Xbox development before and walked away thinking it was more challenging than it should be, you weren’t wrong. We heard that feedback, and we’ve been investing in fixing the things that caused it.”

The post describes four changes that are already in place or in progress:
- Modular onboarding. Developers can start building while the publishing relationship is still being set up.
- Open documentation and GDK. Public Xbox documentation is available through Microsoft Learn, and the public GDK can be read and used to start building without an NDA. The public GDK now builds as a standard x64 project.
- Automated agreements. Agreement generation is automated rather than handled manually.
- Faster uploads. Game Package Manager uploads became faster.
Microsoft presented its own figures for these changes. They are measurements Microsoft reports about its own process, not independent data, and they describe specific steps rather than the whole publishing journey.

Microsoft described these measures as continuing work and said “we’re not done.” None of them removes or changes the concept review or the agreement step described above.

The Sharma town hall account
Pure Xbox also reported that Asha Sharma discussed simplifying publishing across Xbox consoles and PC during an employee town hall. That account comes from Windows Central’s reporting of the meeting, not from a public Microsoft transcript, so it should be read as secondhand. Pure Xbox quoted Sharma as saying, “Right now, it is simply very hard to work with Xbox.” According to the same report, she also discussed simplifying targets, a “headless partner center,” and making APIs machine-readable. None of those remarks has been tied to a published change, so they indicate direction rather than scope. The original report is at Pure Xbox.
How to evaluate the changes when they arrive
Because Xbox has not released details, the most useful thing developers can do now is decide which questions to ask when specifics appear. Any announcement should be checked against these points:
- Which stage changes: the concept review, the agreements, or the publishing steps after them.
- Whether the requirements themselves change, or only the way they are processed.
- How long it takes to reach a working build and how long the concept decision takes, compared with the figures above.
- Whether the Title Licensing Agreement and GDK License Agreement still apply.
- Which platforms and developer types are covered, including whether PC is included.
Until Xbox answers those questions, the safest assumption is that the process described on Microsoft Learn still governs new submissions.

The statement is a commitment to work on the process, and that is what Xbox has actually said. Any reporting that describes removed requirements or a rollout date is going beyond what is currently on the record.
