Generally, the world repopulates ordinary NPCs, but that does not mean the same person you killed comes back. The clearest official example is from the original Red Dead Redemption: Rockstar says more lawmen keep arriving during a particular free-roam challenge. That rule should not be extended to every civilian, encounter character, or named character—or automatically applied to Red Dead Redemption 2.
What does “respawn” mean in Red Dead Redemption?
It can mean two different things: a town becoming populated again, or the exact individual killed by the player returning. A busy street after leaving and coming back only shows that the world has NPCs in it again; it does not identify those people as the same individuals.

The games also use different kinds of NPCs. Ordinary residents, lawmen, random-encounter participants, and named or story-linked characters do not necessarily follow one rule. Rockstar describes townsfolk reacting to player choices, but that does not establish whether a particular person killed by the player reappears. Rockstar’s Red Dead Redemption game page provides that context, not an individual respawn guarantee.
What is confirmed in the original Red Dead Redemption?
Lawmen can keep arriving in a specific free-roam challenge
Rockstar’s tip for Red Dead Redemption’s Free Roam Challenges Part 2 (Outlaw) says: “Stay near a town to ensure that more and more Law Men keep coming as you shoot them down.” This confirms continued lawman arrivals in that described challenge. It does not give a respawn timer, establish an unlimited count, or say that the same lawmen return. Read Rockstar’s challenge tip.

Ordinary townsfolk are a separate case
Rockstar’s description of townsfolk reacting to the player supports a reactive, populated world, but it does not answer whether an individual civilian returns after being killed. A town seeming populated again is not proof that a specific resident respawned.
Does Red Dead Redemption 2 use the same rule?
Do not assume the original game’s lawman example describes Red Dead Redemption 2. The available evidence does not establish a universal rule for whether a particular named or story-linked character returns after death, or whether every encounter repeats. Random encounters are a distinct category from story-related encounters, and a reference covering encounters across the series does not provide one rule that applies to every character or situation. The Red Dead Wiki’s overview of random encounters distinguishes these encounter types, but does not verify a blanket respawn guarantee.

If you are asking about a particular character or encounter in Red Dead Redemption 2, the answer depends on that character and the situation. Do not count on a unique or story-linked NPC returning, or on a missed encounter replaying, unless there is evidence for that specific case.
