No: Japan does not have a blanket government ban on violent video games. The claim usually confuses Japanese game-rating rules with a legal prohibition. CERO, a private nonprofit rating organization, classifies eligible console games sold in Japan; under its rules, certain prohibited expressions mean a game will not receive a CERO rating. That is not, by itself, proof that the state has outlawed the game or that it cannot be distributed through any channel.
What people mean by a “ban” in Japan
“Ban” can describe several different outcomes: a government law prohibiting a game, a rating body declining to classify it, a publisher changing content, or a platform or retailer setting its own requirements. These are not interchangeable. The available legal and parliamentary sources describe Japan’s video-game rating arrangement as private and voluntary self-regulation, not a blanket state ban on violent games. A legal overview says Japan has no specific statute regulating video-game ratings, while a 2015 parliamentary record describes the system as private and voluntary.
That distinction matters in practice. CERO’s current code says a game containing expressions it designates as prohibited is not assigned a CERO rating. The sources do not establish that every unrated game is legally barred from every distribution channel, or how every platform and retailer handles unrated games.
How CERO reviews games
The Computer Entertainment Rating Organization (CERO) says it was established in June 2002 in response to social demand for age-based ratings. Its stated mission is to help people choose games with information about content and to support a sound environment for young people. Its Code of Ethics, marked revised March 24, 2025, applies to console games sold in Japan, subject to stated qualifications and exceptions, including business-use games and variable user-generated online components.

- Check for prohibited expressions. For a game-series application, CERO first checks whether the game contains expressions prohibited by its code. If it does, CERO does not assign a rating.
- Assess eligible content. If no prohibited expression is found, CERO evaluates the types and degrees of expression and assigns an age category.
- Communicate an age category. The categories are A, B, C, D, and Z. Z is for adults aged 18 and over; it does not override the separate rules on prohibited expressions.
CERO’s rating overview lists violence-related content it considers, including animated blood, mutilation or body cutting, corpses, killing or wounding, horror, and depictions in fighting games. Its framework also covers sexual expression, antisocial acts, and language- or ideology-related expression. Violence is therefore one part of a broader content review.
What CERO’s rating—and refusal—does and does not mean

Why the “Japan bans violent games” claim persists
The shorthand folds distinct decisions into one dramatic word. A game may be edited for a particular market, a publisher may decide not to seek a rating, or a store or platform may apply its own rules. Those possibilities do not show that the Japanese government prohibited the game. The sources available here do not verify a named game’s specific edits or the exact consequences of lacking a CERO rating, so claims about a particular title need title-specific evidence.

CERO says its ratings help consumers select games and support a sound environment for young people. Japan’s education ministry gives a broader explanation of ratings as a way for users to judge in advance whether media contains expressions they might find undesirable, including in home video games. These are institutional explanations of purpose, not proof that ratings prevent harm. CERO’s official English organization page describes its mission as enabling people to buy and enjoy games “free from concerns about content.” That is CERO’s own mission statement, not an independent evaluation of its results.

The available sources do not establish that CERO’s rules reduce crime, bullying, or real-world violence, nor do they show that violent games cause those outcomes. A parliamentary question about crime, sex-crime, and bullying figures around rule changes is a question posed to the government, not evidence of a measured change or a causal link.
