No. PS VR2 does not need a separate external camera for tracking or ordinary VR gameplay. Four cameras are built into the headset to track you and the controllers. Sony’s optional PS5 HD Camera can film you during a PS VR2 broadcast, but it is not required to play.
How PS VR2 tracks you without an external camera
PS VR2 uses inside-out tracking: cameras embedded in the headset observe your surroundings and track headset and controller movement. Sony identifies four cameras built into the headset; they are not the separate PS5 HD Camera. Sony’s PS VR2 FAQ and PS VR2 product information describe this setup.
The headset cameras also scan the room when you set up a play area. You can use a Sense controller to fine-tune the boundary. Sony’s setup instructions advise turning on the room lights so the headset can track its surroundings. If tracking is unreliable, check the lighting and whether the headset cameras have a clear view; a missing external camera is not the issue.
When you might use a PS5 HD Camera
Sony says the PS5 HD Camera can film you while you play and broadcast PS VR2 gameplay. It is an optional accessory for that broadcast use, not a tracking device or a requirement for gameplay. The cited FAQ does not identify it as necessary for the social-screen image.

PS VR2 is different from the original PS VR
The first-generation PlayStation VR used a separate PlayStation Camera. Sony’s instructions for using the original PS VR on PS5 specify the PlayStation Camera for PS4 and a PlayStation Camera adapter. That older setup does not apply to PS VR2. See Sony’s original PS VR camera-adapter instructions.
