“The program can’t start because nlsdl.dll is missing from your computer.”
The nlsdl.dll error usually appears when Windows or an older application cannot load the Microsoft NLS Downlevel component it expects.
Which fix applies to you
Use the first description that matches your situation:
- Only one game or application fails: repair or reinstall that program first. Its installer may own the copy or dependency being requested.
- Several programs fail, or Windows reports the error: repair Windows with DISM and SFC.
- The error began after antivirus cleanup: inspect quarantine before downloading or copying anything.
- The program is old XP-era software: it may expect the discontinued Microsoft National Language Support Downlevel APIs package.
- The message says “not designed to run on Windows” or shows
0xc000007b: suspect an incorrect architecture, damaged file, or incompatible application-local copy. - The file exists but still will not load: check its location, digital signature, dependencies, and the program’s bitness.
Do not begin by copying nlsdl.dll into System32. That can install the wrong version or architecture and hide the real problem.

What is nlsdl.dll?
nlsdl.dll is associated with Microsoft’s Nls Downlevel DLL. It supports legacy National Language Support functions, including converting between locale names and LCIDs and finding parent locales. Microsoft documented these APIs mainly for applications designed for Windows XP and Windows Server 2003 compatibility.
The historical package was called Microsoft National Language Support Downlevel APIs 1.0. Microsoft says that package is no longer available from the Download Center and recommends newer ICU globalization APIs for modern Windows development. See Microsoft’s multilingual user interface guidance.
This does not automatically mean the file is malware. Public Windows inventories show Microsoft Windows Operating System copies on multiple Windows releases, with 32-bit and 64-bit variants depending on the build. There is no single version, size, or universal path that applies to every Windows 10 or Windows 11 installation.
An application can also request an application-local copy or dependency. That is why the program that displays the error matters as much as the filename.

If one program fails while other applications work, start here. Windows repair may restore a protected system component, but it will not reliably repair a damaged application directory or incomplete game installation.
Use the program’s repair option
- Press Windows key + I to open Settings.
- Select Apps.
- Select Installed apps.
- Find the affected application.
- Select the three-dot menu beside it.
- Choose Advanced options, if available.
- Select Repair.
- Start the application again.
If Repair is unavailable or does not help, return to the same screen and choose Reset only if you understand that it may remove the program’s local settings or data.
For a traditional desktop application:
- Press Windows key + R.
- Enter
appwiz.cpl. - Press Enter.
- Select the program.
- Choose Change, Repair, or Modify, if offered.
- Complete the installer and restart Windows.
For a game, open its launcher and look for Verify, Repair, or Verify integrity of game files. This replaces incomplete files using the game’s supported distribution method. If verification fails, uninstall the game, restart Windows, and reinstall it from the publisher’s official installer or launcher.
Do not assume that Visual C++, DirectX, or .NET is responsible just because the error appears while launching a game. Those components can be dependencies in other cases, but there is no basis for treating them as the default fix for nlsdl.dll.

Check the application’s architecture
A 32-bit program needs compatible 32-bit dependencies, even on 64-bit Windows. Windows normally stores 64-bit system files in System32 and uses SysWOW64 for 32-bit compatibility files through WOW64 redirection. The names are confusing, so do not use the folder name alone to decide which file to copy.
Use the proper installer for the application’s architecture. Replacing a 32-bit file with a 64-bit file, or copying a file from another Windows build, can produce “not designed to run on Windows,” entry-point errors, or 0xc000007b.
Fix 2: Install updates, then repair Windows
Use this path when several programs fail, the file is missing from a protected Windows location, or the problem started after an interrupted update, disk problem, cleanup operation, or system change.
Install pending updates
- Press Windows key + I.
- Select Windows Update.
- Select Check for updates.
- Install all available updates.
- Restart Windows, even if it does not immediately require a restart.
- Test the affected program.
Then run the built-in repair tools from an elevated Command Prompt.

- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Select Yes at the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-Image /RestoreHealth
- Wait for it to finish. Do not close the window while it is working.
- Run:
sfc /scannow
- Restart Windows after both commands complete.
- Launch the affected application again.
Microsoft recommends running DISM before SFC because DISM can provide the repair files that SFC needs to replace damaged protected files. Its full System File Checker repair procedure also explains the results.
If DISM says that source files could not be found, use a repair source that matches your Windows installation:
DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess
Replace C:RepairSourceWindows with a valid matching repair source. Do not use a random Windows folder from another computer.
Repeating SFC and DISM without recording what changed rarely helps. Fix 3: Check quarantine and the file’s authenticity
Security software may quarantine a legitimate system component after a false detection, or it may remove a malicious application-local file that happens to use the same name.

- Open Windows Security from the Start menu.
- Select Virus & threat protection.
- Select Protection history.
- Look for an event involving
nlsdl.dll. - Check the file path and detection details.
- Update Windows Security.
- Run a Full scan.
Restore a quarantined file only when the security product identifies it as a Microsoft component and the file has valid Microsoft signing information. Do not restore it if it is unsigned, stored in a user-writable download directory, or associated with a suspicious program.
To inspect a copy that still exists:
- Right-click the file.
- Select Properties.
- Open the Digital Signatures tab, if present.
- Select the signature and choose Details.
- Confirm that Windows reports the signature as valid.
A valid signature supports authenticity, but it does not prove that the copy is the right architecture or Windows build for the program loading it.
Fix 4: Handle an old XP or Server 2003 application
Older software may have been built against the downlevel NLS APIs. Microsoft’s documentation describes a redistributable installer for that historical compatibility scenario, but the original package is no longer available from Microsoft’s Download Center.

The safest choices are:
- Check the application publisher for a supported update.
- Install the publisher’s current version.
- Use the original installer supplied with the software.
- Contact the publisher if the program is business-critical.
- Consider running the software in a properly supported older environment rather than mixing system files into modern Windows.
An archived copy of the old package should not be treated as a current Microsoft download. Avoid copying a standalone DLL from an unverified source.
Fix 5: Check whether the file is in the wrong place
The message “specified module could not be found” does not always mean that the named file itself is absent. It can mean that a dependency of the file or application is missing.
Record the path of the executable that fails:
- Right-click the application shortcut.
- Select Properties.
- Open the Shortcut tab.
- Note the Target path.
- Open that folder in File Explorer.
- Check whether the application has its own
nlsdl.dll.
Do not delete an application-local copy simply because a Windows copy exists. The application may require a compatible version supplied by its installer. Conversely, do not assume that a file in System32 is usable: it could be corrupt, unsigned, mismatched, or inaccessible to the process loading it.
If the program is 32-bit, confirm that its installer supplied 32-bit dependencies. If it is 64-bit, use the 64-bit release. When the architecture is unclear, reinstall the application using the publisher’s installer rather than manually moving files.

regsvr32 is for DLLs that expose registration entry points such as DllRegisterServer. It is used for certain COM components, not for every DLL that an application loads.

Running this command is generally not an appropriate repair for nlsdl.dll:
regsvr32 nlsdl.dll
A typical result may be:
The module "nlsdl.dll" was loaded but the entry-point DllRegisterServer was not found.
That means registration does not apply. It does not prove that the file is missing.
Only use regsvr32 when the software publisher specifically identifies the file as a self-registering component and provides the correct command and architecture. For nlsdl.dll, use Windows repair or the application’s installer instead.
Fix 7: Check drivers and broader system problems
Drivers are not the usual cause of this particular file error. However, if the failure began with wider crashes, graphics problems, storage errors, or an application update, install drivers only from the computer, motherboard, or device manufacturer.
To check a device:
- Right-click Start.
- Select Device Manager.
- Expand the relevant category.
- Right-click the device.
- Select Properties.
- Open the Driver tab.
- Review the provider and date.
- Use Update Driver or install the manufacturer’s package.
- Restart Windows.

Do not enable or disable random Windows Features to fix this file. Features such as legacy components are relevant only when the application’s documentation specifically requires them. Enabling unrelated features will not replace a missing NLS component.

- An application-local dependency
- A 32-bit and 64-bit mismatch
- A stale shortcut or loader path
- Antivirus quarantine
- A missing dependency beside the application
- A legacy program that expects the discontinued NLS package
Repair or reinstall the one failing application next. If every program is affected, inspect %windir%LogsCBSCBS.log, run a malware scan, and check the disk.
From an elevated Command Prompt, Windows can schedule a file-system repair with:

chkdsk /f C:
If prompted to schedule the check for the next restart, type Y and restart. Back up important files before investigating suspected disk failure. If corruption continues, use System Restore, Windows recovery options, or an in-place repair installation.
Prevention
- Keep Windows and the affected application updated.
- Use the publisher’s installer or launcher repair function.
- Do not delete files from Windows directories with cleanup utilities unless you understand the result.
- Keep antivirus protection enabled and review quarantine before restoring files.
- Match 32-bit applications with 32-bit dependencies and 64-bit applications with 64-bit dependencies.
- Keep installers for older software in a safe location.
- Do not mix DLLs from different Windows builds.
FAQ
Is nlsdl.dll a Microsoft file?
The Nls Downlevel DLL is a genuine Microsoft component associated with legacy National Language Support APIs. A particular copy should still be checked for a valid Microsoft signature and a sensible location.
Should I download nlsdl.dll separately?
No. Random DLL download sites sites can provide malware, the wrong Windows build, or the wrong architecture, and a replacement may not fix a missing dependency or damaged installation. Use Windows repair or the affected program’s official installer.
Is nlsdl.dll part of Visual C++, DirectX, or .NET?
There is no specific evidence that this file belongs to those runtimes. Reinstall them only when the application’s own requirements identify them as missing.
Why does the error mention a file that exists?
The file may be corrupt, mismatched, unsigned, blocked by security software, or unable to load one of its dependencies. A 32-bit program may also be loading through WOW64 redirection and using a different compatible path.
Does 0xc000007b always mean nlsdl.dll is broken?
No. That code can indicate an architecture mismatch or another dependency. Repair the application, check its 32-bit or 64-bit build, and use DISM and SFC before replacing files.

What if only an old program needs the file?
Treat it as an application compatibility problem first. Look for a supported update or reinstall the original program. The historical Microsoft NLS package is discontinued, so manually copying a DLL is not a reliable substitute.
