That is the fixed location for Stevie’s Banshee request. If you are looking for one outside that activity, try the Francis International Airport parking area or search districts with reported Banshee spawns; ordinary traffic spawns are not guaranteed.
Stevie’s Banshee: Galveston Avenue, Middle Park West
For Stevie’s car theft request, look on Galveston Avenue just west of Middle Park, in Middle Park West, Algonquin. The request may appear in a different order, but the walkthrough identifies this Banshee’s location as fixed. GameSpot’s GTA IV walkthrough describes the location.

Where to look for an ordinary Banshee
Francis International Airport parking
Grand Theft Wiki’s Banshee guide reports that multiple Banshees can be found in the airport parking area while you are driving a Ripley. This is a spawn strategy, not a guaranteed appearance.

They are also reported sometimes in Francis International Airport, Beachgate, Middle Park East, Hatton Gardens, Lancaster, and Lancet, and occasionally in Varsity Heights, Westminster, The Meat Quarter, Suffolk, and South Slopes. These are reported areas rather than guaranteed spawn points, so a visit may not turn one up. Grand Theft Wiki and GTABase’s Banshee page cover spawn areas.

If you do not want to search the streets, a Banshee is associated with Lenny Petrovic’s getaway vehicle in “Final Destination,” the car driven during “Meltdown,” Brucie’s Exotic Exports request, and Stevie’s theft request. It can also appear at Auto Eroticar. These are alternatives to searching for a regular city spawn; they are not prerequisites for finding one. Grand Theft Wiki lists mission and side-activity appearances.
