Microsoft said it restricted emulator apps in the Xbox Store because they violated an existing Microsoft Store rule—not because it had made emulation itself illegal. Store policy 10.13.10 bars products that emulate a game system or platform from Store distribution on any device family. Microsoft also said a circulating claim that Nintendo prompted the action was inaccurate.
Why did Microsoft remove or block emulator apps?
Microsoft’s stated reason was enforcement of its existing Store policy. Policy 10.13.10 says: “Products that emulate a game system or game platform are not allowed on any device family.” In an April 7, 2023 statement reproduced by Windows Central, Microsoft said the action aligned Store content with its long-standing policy and that information circulating on Twitter was inaccurate. The policy is published in Microsoft’s Store policies.
That explanation is about which products Microsoft allows through its Store. It is not a ruling that all emulation is illegal, nor does it establish that every way of running an emulator on a console was affected.
Did Nintendo force Xbox to ban emulators?
Microsoft rejected the circulating account that Nintendo was behind the action, calling it inaccurate in the statement reported on April 7, 2023. A separate email described as coming from Xbox QA, also reproduced by Windows Central, reportedly cited copyright concerns when emulators run games without permission and potential security concerns when apps request atypical permissions. That email is a reported account, not Microsoft’s formal public explanation; the confirmed public rationale was alignment with Store policy.

Did Xbox ban emulation, or just Store apps?
The cited rule prohibits emulator products distributed through the Microsoft Store. It does not say that emulation in general is unlawful. The distinction matters: a Store-distributed product and an app used in a separate development environment are not the same distribution route.
Microsoft documents Developer Mode as an environment for testing Universal Windows Platform apps on retail Xbox One or later consoles. Its documentation distinguishes Developer Mode from Retail Mode and explains how users can switch back to Retail Mode. Those pages do not establish that a particular third-party emulator currently works, is available, or is legally authorized for a given use. See Microsoft’s console testing documentation and UWP FAQ.

Can you still use emulators on Xbox?
The cited Microsoft documents do not confirm current compatibility or availability for any specific third-party emulator setup. They establish that Developer Mode exists for app testing and is separate from Retail Mode, not that a named emulator is supported or will work today. Do not treat the Store policy as a compatibility guide or as approval for a particular setup.
When evaluating a way to play older games, keep separate questions separate: whether the emulator is distributed through the Store, whether the game is authorized and lawfully obtained, whether the emulator and console configuration are currently supported, and whether the game is an official Microsoft-approved release. Microsoft’s cited policy addresses Store distribution; it does not answer all of those questions.

Does using Developer Mode get your Xbox account banned?
Microsoft Support says violations of the Microsoft Services Agreement may lead to account suspension and, in extreme circumstances, device bans. Its enforcement guidance does not establish that merely using Developer Mode automatically results in either penalty. Read the applicable Xbox account suspension and ban guidance for Microsoft’s general enforcement rules.
