In Fallout 4’s Vault-Tec Workshop quest “Power to the People,” Clem does not put on the Vault 88 suit by himself. You have to equip it manually from his inventory. On PC the reported key is T. If the suit is already in his inventory and the objective still asks for it, the usual cause is that the suit was transferred but never equipped.
Why the suit does not equip itself
The confusion comes from the Pip-Boy. Clem’s Pip-Boy equips automatically, so players often assume the Vault 88 suit should behave the same way. It does not. The suit is a manual step, and the objective only advances once you explicitly equip it. The Pip-Boy may also equip without visibly appearing on Clem’s arm, which makes it an unreliable signal that the suit is worn.
How to equip the Vault 88 suit on Clem
- Check your quest log. The objective should read Outfit Clem in a Vault 88 Suit. The Fallout Wiki’s quest page identifies this as the opening equipment step of “Power to the People.”
- Obtain the Vault 88 suit through the settler interaction the quest sets up, and keep it in your own inventory.
- Interact with Clem and open the inventory or trade menu. Select Clem’s side of the inventory.
- Highlight the Vault 88 suit and choose Equip. Transferring the item to Clem alone is not enough.
- Press the platform prompt shown in the menu. The Fallout Wiki lists T on PC, Triangle on PS4, and Y on Xbox One.
- Return to the quest log and confirm the objective has advanced before moving on.
If the Equip option is missing or the objective keeps repeating
Two problems are documented on the Fallout Wiki quest page. Treat them as separate symptoms, because the fix for each differs.
- The objective loops on all platforms. The wiki labels this loop as verified on PC, PS4, and Xbox One. Clem appears not to put the suit on, and the objective asks for it again. The listed possible fix is to equip the suit manually through his inventory, as described above.
- The Equip option does not appear (PS4 variant). On PS4, the Equip option may be missing entirely. The wiki records two possible workarounds for this variant: move away from Clem, or leave Vault 88 and return. Clem may then wear the suit. This is recorded for PS4 only and is not confirmed for other platforms.
The sources do not support console commands, reloading, or unrelated quest steps as fixes for this objective. If none of the above works, the available evidence offers no tested alternative.

What the sources establish and what they do not
- Fallout Wiki quest page. This is a community-maintained reference, and the entry is undated. It documents the manual equip step, the platform prompts, the verified loop, and the PS4 variant. It is not a statement from Bethesda.
- Steam discussion, 30 August 2016. A player reported completing the objective by selecting the suit in Clem’s inventory and pressing T. A reply in the same thread explains that apparel has to be equipped while the trading window is open. This is a 2016 user report and corroborates the PC key, not an official answer.
- Not established. No current official Bethesda fix was found in these sources. The exact game version or patch conditions that trigger the loop are not documented. No single workaround has been shown to work on every platform.
How players describe the problem
One Steam user wrote: “can any of you get clem to wear the vault 88 jumpsuit for the Power to the people mission Objective i seriously am banging my head against a wall here he just wont ware the suit yet he wore the pipboy fine???” (30 August 2016; spelling and punctuation as posted). A later Reddit thread describes the same problem more briefly as “Having trouble giving Clem his vault suit.” The two complaints match the pattern above: the Pip-Boy works, the suit does not, and the objective stays open.
If you are stuck, the quickest test is whether the suit appears under Clem’s side of the inventory with the Equip action available. If it does, choose Equip. If it does not, use the PS4 workaround if you are on that platform, and otherwise leave the objective open for a later patch rather than repeating the same steps.
